GENEVA, March 23 (Xinhua) -- The reports of the Appellate Body and the Panel on the Boeing case launched by the European Union (EU) was adopted Friday at a regular meeting of the Dispute Settlement Body (DSB) of the World Trade Organization (WTO).
The EU demanded the U.S. to withdraw the subsidies1 or remove their adverse2 effects within six months according to the Agreement on Subsidies and Countervailing Measures. The latter didn't respond to that at the meeting.
The period for implementing3 the rulings is usually agreed through discussion by relevant parties.
The Appellate Body largely upheld the Panel's findings on 12 March, almost one year after both the EU and the U.S. submitted appeal for further scrutiny4 over the case, determining that the value of the illegal subsidies to be at least 5.3 billion U.S. dollars between 1989 and 2006.
In addition, Appellate Body report went on further than the panel rulings by saying that the subsidies granted to Boeing by the City of Wichita (Kansas) also violate WTO rules.
On Jan. 20, 2006, the EU requested WTO to establishment a panel to probe into alleged5 U.S. subsidies of up to 19.1 billion dollars through tax and non-tax incentives6 by various municipalities to its largest aircraft maker7 Boeing.
The Panel report over the case came out on March 31, 2011. Both the EU and the U.S. later on decided8 to appeal to the Appellate Body.
Both sides claimed victory over the case immediately after the report of the Appellate Body was issued.
