Secretary of State John Kerry announced the terror group is responsible for genocide against groups in areas under its control, including Yazidis, Christians¹ and Shia Muslims.

美国国务卿约翰·克里谴责极端恐怖组织“伊斯兰国”对叙利亚及伊拉克的雅兹迪人、基督教徒及什叶派穆斯林等少数族裔施加的暴行属于种族灭绝。

“Daesh is genocidal by self-proclamation, by ideology² and by actions…in what it says, what it believes and what it does.”

克里表示极端恐怖组织“伊斯兰国”的自我宣示、所信奉的意识形态、实际行动都是蓄意进行种族灭绝，且必须为针对这些受害群体的反人道罪行及族群屠杀罪行负责。

Secretary Kerry said the State Department has not been able to compile a complete record of what the group is and has been doing because of lack of access to key areas.

克里表示任何潜在的刑事指控必须要有一个独立的国际调查结果作为依据，美国将继续支持努力收集极端恐怖组织“伊斯兰国”暴行的证据和文件。
