　　The government's consumer watchdog plans to force banks to use a new set of criteria¹ aimed at identifying whether potential borrower is likely to afford a mortgage. Richie Corttery, director of the consumer financial protection bureau, said the public care in Baltimore that the government just trying to avert² kind of risky³ lending that led to the housing crisis. Under our new rules, low and no doc(abbr: No/Low Documentation Loan) loans will be effectively prohibited in the American mortgage market. [Portability] will be determined⁴ based on interest rate that would prevail in the absence of any teaser rates. In this key respects, borrower no longer will be sold mortgage that predestinate to fail. Banks will have to verify whether their clients work, how much money they are earning and whether they are under too much debt.

 

　　Record low fix mortgage rates are now edging higher again. The mortgage by Freddie Mac says the average rate on the 30-year loan increased to 3.40 percent last week and the average on the 15-year rose to 2.66 percent.

 

　　BP must publicly release information about the toxical material released during the worst oil disaster in US history. NPR's Debby Elliott reports the Federal appeal court says that the disclosure is required under the emergency plan in community right-to-know act.

 

　　The Fed XX court of appeal ruled BP must disclose what has these materials released in its 2010 wide blowout in the Gulf⁶ of Mexico. And specified⁷ the anticipated health risks associated with the release. An environmental group the center for biological diversity had sued to force the disclosures and seek fine under other Federal environmental laws include the clean water act. The federal appeals court rejected those claims, but agreed that BP had not met its obligations under the community right to know act. BP argued the information was already available on government websites, but the court found that it was not readily accessible to the public. 　　California authorities are investigating a high school shooting in Taft over hundred miles northwester of Los Angeles. From county sheriff spokesman Ray Proven says, a student has been injured.

 

　　They have confirmed that a student was shot on campus, they have students have been air lifted to a hospital on Bakersfield.

 

　　Officials say another student has been taken into custody⁸. The incident unfold this morning is the white house was hosting gun control talks in wakes of last month mass shooting at a Connecticut elementary school.

　　The brokage firm Cantor Fitzgerald lost more 650 employees in the 9/11 attacks, more than any other company. NPR's Margot Adler reports the firm has announced it will adopt 19 schools in communities hit hard by super-storm Sandy donating 10 million dollars.

 

　　If you have remember workers in Cantor Fitzgerald who survive 9/11 you know life changed for them, so it's really no surprise that the firm is taking such action. It will give each family in the 19 schools 1000 dollars just spend as they wish. Cantor Fitzgerald CEO Howard Resnick said one thing he learned from companies devastating⁹ loss is that help should come no strains attached, so each family will received a debit¹⁰ card with a 1000 dollar on it. The Cantor Fitzgerald relief fund was started to help employees after 9/11 and now works with charities around the world. Margot Adler NPR news New York.

 

　　A new study suggests using chemical dispersant after oil spill could damage coral reefs. NPR's Greg Allen reports from Miami the researchers found that widely use dispersant is toxic⁵ to coral.

 

　　Kimberich is a research with Mote¹¹ marine¹² laboratory in Sera Soda¹³. She says while oil damages coral reefs, Lab experiments showed a chemical use to clean up spills, Corexie is even worse.

 

　　The Corexie alone is so toxic that we could barely get than there even to the smaller dilutions¹⁴ before the larvae¹⁵ would die. And then, the combination of oil and dispersant, was worse than oil alone. The study is specially¹⁶ pregnant  to the Florida keys which is home to the 3rd largest coral [rev] system in the world. With the exploratory now going on off Cuba. Researchers say Florida coral reefs are great raising than ever from the oil spill. Creg Allen NPR news Miami.
