 The Pentagon says it's considering ways of bringing more Sunni Arab tribes in Iraq's Ambar province into the fights against the group calling itself Islamic State. General Martin Dempsey, chairman of the Joint1 Chief of Staff, telling the reporters today expanding US training in advisor2 efforts to include the tribes just the part of strategy being in put place to push ISIS fighters back from areas at north of Iraq. 

"We got a program in place where we're beginning to restore some offensive capability3 and mindset to the Iraqi security forces. We need to think about how to do that with tribes."
Other elements in the plan could create so-called National Guard Units as a part of cooperate military force that first have to be approved by the Iraqi government. Congress have approved spending up 500 million dollars on the training program. 
 
New York state officials have announced the program to encourage healthcare workers to treat Ebola patients in West Africa. A move came after criticism to the state's mandatory4 21-day quarantine for such travelers. NPR's Joel Rose explains. 
The idea is to reassure5 healthcare workers that they won't lose their paychecks or benefits if they had to be quarantined, says New York mayor Bill de Blasio. 
"It's a fight to protect healthcare people around the world, including the healthcares of the United States. So we have to make sure everyone is willing to go there and support our nation gets the supports they need."
The plan is similar to financial and incentive6 protection provided to military reservists. It was announced in a joint press release from the mayor and New York governor Andrew Cuomo. Cuomo and New Jersey7 governor Chris Christie have been heavily criticized by healthcare workers for imposing8 a mandatory quarantine for all travelers who have close contacts with Ebola patients. Sweden has formally recognized Palestine is a state, the first country to do so as a member of European Union. Israel criticizes the move, saying "it gives strength to extreme elements among the Palestinians". From Jerusalem NPR's Emily Harris has more. 
Sweden foreign minister said her government hopes that recognizing a state of Palestine will help to bring back a peace agreement with Israel by putting the 2 sides on a more equal footing. Israel foreign minister responded by saying the only path to a peace deal including a potential Palestinian state is directed in negotiation9 not unilateral recognition. Israel Palestinian peace talks fell apart 3 months ago. There has been no public indication that talks may start again. Eric Frein, the man is the center of a extensive manhunt to the Pocono Mountains area, Pennsylvania is now in police custody11. A brief statement, the Pennsylvanian state police confirming the arrest. There are media reports filmed he was captured in an abandoned aircraft hangar. Police say they have been looking for the 31 year old for upward 7 weeks. He's accused of killing12 a state trooper.

Discount retail13 Wal-Mart has a new strategy heading into the holiday season. The company announces today it's considering matching prices of its online competitors. Based on Bentonville, Arkansas, the world's largest retailer14 matched prices of local competitors in the past, but not necessarily follow moves by such big companies BestBuy or Targets or try to match the prices of online competitors like Amazon. 
 
One of the most prestige awards in the international popular music is gone to a band from Edinburgh, Scotland. the Mercury Prize recognizes the year's best record from the British isles15. NPR's Neda Ulaby reports it's singing something of perimeter16 for breaking musicians. 
Young Fathers is not the band everyone expected to win. They call themselves psychedelic hip-hop, and the musicians are mostly being the children of immigrants to Scotland. The judges call their new album, titled the Dead, forceful, unexpected and moving. Industry watchers have been betting another musician, the much Hide singer, FKA Twigs17. An Australian cyclist decide a new record, covering a distance of 51.852 kilometers in one hour at a velodrome in Switzerland. 24-year-old Matthias Brandle broke the old record of 51.1 kilometers in one hour. International Cycling Union, this sport's governing body, confirmed the record today. 
 
Crude oil future prices move lower. The price of oil was down $1.08 a barrel on New York Mercantile Exchange, ending the session at $81.12 a barrel.
