Most China city dwellers¹ live in apartment buildings and the communal² area needs to be maintained. Home owners usually employ a property management company to do that for them. Recently a property management company in Fengtai district in Beijing suddenly jacks³ up the price by 50 percent, is it legal in the first place? How should property owners defend their rights?
