China, Costa Rica establish strategic partnership6 for cooperation
China and Costa Rica have established a strategic partnership following a meeting between the countries' presidents in Beijing on Tuesday.
Xi Jinping has sat down with his Central American counterpart, Luis Guillermo Solis, to talk about cooperation in infrastructure7 construction, agricultural technology, telecommunications, and clean energy.
They've also agreed to start work early on a joint8 action plan on bilateral9 cooperation from 2016 to 2020.
After the talks, the two presidents witnessed the signing of agreements on economic cooperation, special economic zones, and inspection10 and quarantine measures.
In a speech made at Renmin University, Solis said that he will continue to promote the bilateral relationship between the two countries.
"This should be based upon seven pillars: infrastructure, investments, agriculture, security, services, finances, and economic zones and energy. I see then lots of space for growth in the future".
He also promised to ease access for Chinese tourists to travel in his country and would like to work with China on issues of climate change and UN reform.
The two presidents are scheduled to attend the first ministerial meeting of the China-CELAC (Community of Latin American and Caribbean States) forum12, which opens in Beijing on Thursday.
Hong Kong to start second consultation on constitutional reform
The second round of consultation on Hong Kong's constitutional reform will be launched later today.
Chief Executive CY Leung has called on people to express their views while staying within the framework under the Basic Law as well as decisions made by the Standing13 Committee of the National People's Congress.
"I hope that citizens can make good use of the consultation according to the Basic Law and relevant decisions of the NPC Standing Committee. I hope a consensus14 can be reached in a legal, rational and pragmatic manner. This is a historical chance. It's the first time that Hong Kong residents, especially over 5 million qualified15 voters, can elect their Chief Executive in a one-person-one-vote way. In the future, residents can grasp the opportunity though they hold different opinions."
The Hong Kong government will use different ways to collect people's opinions during the consultation.
CY Leung also noted16 that Hong Kong won't tolerate any illegal acts or attempts to pressure the government to accept any illegal proposals.
The second consultation on constitutional reform is set to be completed in March.
Meanwhile the regional government has also submitted a report to the central authorities about the political and social situation in Hong Kong.
The report also cites different opinions regarding the constitutional reform in Hong Kong, with a time span of 4 month since the end of August.
The report notes that constitutional development has all along been an extremely controversial issue.
Beijing Submits 2022 Winter Olympics Bidding Report

Beijing has submitted its official bid for the 2022 Winter Olympics to the International Olympic Committee.
Almaty of Kazakhstan will be the only rival for the Chinese capital.
CRI's Qi Zhi has the story.

Beijing mayor Wang Anshun, who is also the 2022 Bid Committee president, presented the bid report at the IOC headquarters in Lausanne, Switzerland.
The report, with 14 themes, showcases Beijing's commitment for an athlete-oriented, sustainable, economical Winter Games.
Wang addressed IOC concerns about the lack of snow in the city, and more importantly, high pollution levels.
"Since 2013, Beijing has been actively17 improving its air quality and we have made huge progress with regard to the air quality and we have adopted a clean air action plan, from 2013 to 2017. We have full confidence the air quality in Beijing will be up to the Olympic standards by the year 2017, or 2018."
Liu Peng, China's sports minister and President of the Chinese Olympic Committee, told delegates in Lausanne the hope is that the games will inspire millions to take up winter sports in China.
"It should be noted that 300 million people will take up Winter sports, which means a huge market for related industries. It will create magnificent business opportunities and room for growth for investors19 and businesses around the world.
Beijing will co-host the Games with Zhangjiakou, a city in neighboring Hebei Province some 200 kilometers to the northwest.
The two cities will be linked by a high-speed railway.
Under the plan, ice sports will be staged in Beijing while snow events will be held in Zhangjiakou.
Kazakhstan's Almaty became the only rival for Beijing after Norway's Oslo withdrew due to lack of domestic support.
IOC President Thomas Bach says it will be a good competition between the two candidates.
"We have two very strong candidates with two very different approaches. We have Almaty as a winter sport center with many facilities already existing and a great tradition in winter sport for decades with world renowned20 sports facilities and we have Beijing with a vision to make winter sports accessible for hundreds of millions of people in Beijing and the region, so two really fascinating projects. It will be really good competition between these two candidates."
The IOC will send its Evaluation21 Commission to visit each city between February and March.
The final decision on the host city will be announced on July 31 this year in Kuala Lumpur, Malaysia.

Suicide bomb attack on Istanbul police station 'unclear' whether related to any groups: Turkish PM
Turkish Prime Minister Ahmet Davutoglu has ordered an investigation22 into a suicide bomb attack on a police station in Istanbul on Tuesday.
"Two separate bombs failing to go off were defused. One policeman is wounded. Police forces and intelligence services are investigating whether there is a link to any group. The most comprehensive investigation will be carried out regarding the attack that was carried out in the heart of Istanbul and when the links to an organization are found, further steps will be taken."
The female suicide bomber23 blew herself up inside a police station in Istanbul's historic Sultanahmet district, killing24 one officer and wounding another.
Her nationality and identity are still unknown.
There was no immediate25 claim of responsibility but the bombing comes less than a week after the far-left group 'Revolutionary People's Liberation Party-Front' claimed it was behind a grenade attack on police near the Prime Minister's office in Istanbul.
The Group had warned of further strikes after a previous attack in which a man carrying an automatic weapon was detained near the Ottoman-era Dolmabahce Palace.
The group was also behind a suicide bombing at the U.S. Embassy last year as well as attacks on Turkish police stations.
Pakistan's National Assembly has passed a bill to establish military courts to hear terrorism-related cases.
The move is designed to both speed up trials and protect the process from the intimidation28 of judges and witnesses that has marred29 previous trials in civilian30 courts.
Rashid Godil is an MP from the the Muttahida Quami Movement.
"Our judicial31 system is under threat. There is no witness protection because these terrorists are more powerful. So the military court is definitely in democratic government is not good. But the time for Pakistan, these terrorists are strong enough, so these military courts is a necessity of time."
But critics have questioned whether the legislation gives away too much power to the military.
Akram Khan Durrani, from the Jamiat-Ulema-Islam party, has reservations about the bill.
"We have only one reservation, that the punishment would be awarded by the military court. There should be right of appeal in the supreme32 court for five or ten days."
The measure was approved after members of both houses of parliament voted by more than a two-thirds majority to amend33 the constitution to allow for military courts to be set up.
The courts will serve as an emergency measure - the legislation expires after two years.
The plan was announced by Prime Minister Nawaz Sharif after Taliban militants stormed a school in Peshawar last month and killed some 150 people, most of them children.
Residents Flee as India, Pakistan Guns Roar on Kashmir Border
Tensions have heightened as troops from India and Pakistan continue to trade fire in the disputed Kashmir region.
At least a dozen people have been killed in the latest violence, which began on New Year's Eve.
On Monday, an Indian border guard was killed, while Pakistani officials say two women were killed.
Thousands of families in Indian-controlled Kashmir living along the border have been forced to flee their homes.
Indian officials say most of the estimated 10 thousand people who have fled are staying in government-run relief camps.
"There is firing going on in our village, we have to come here in the night, because our children and elders are finding it really difficult."
Troops on each side of the disputed territory have been targeting each other's outposts and frontier locations, endangering civilian lives in those areas.
The two countries often trade accusations34 about who is to blame for firing and shelling in the disputed region.
A ceasefire agreement signed in 2003 is constantly violated.
Palestinian sentenced to life over teenagers' deaths
An Israeli military court has given a life sentence to a Palestinian convicted of masterminding the kidnapping and killing of three Israeli teenagers last year.
The killing sparked a chain of events which led to last summer's Gaza war.
Hussam Qawasmeh was handed three life sentences, one for each teenager.
The court says the 40-year-old admitted to masterminding the kidnapping and to receiving funds from Hamas.
The two Palestinians accused of killing the teenagers were shot dead in a firefight with Israeli forces in September.
Rescue centre and army give update on bodies recovered from AirAsia crash
As the search area around the wreckage35 of AirAsia flight 8501 expands, two more bodies have been recovered and more large pieces of the plane have been located.
So far, 39 bodies have been recovered.
But the strong current in the Java Sea on Tuesday hindered the remotely operated underwater vehicles and divers36' attempts to investigate the debris37.

"It is still not going as we expected so we will wait again until tomorrow because today we're still facing extreme weather conditions."
There is still possibility of finding more bodies as some could still be trapped in the main body of the aircraft.

Three experts from China's Civil Aviation Administration who have been tasked with helping38 to recover the plane's black boxes have arrived at the airstrip that is nearest to the plane's wreckage.
Guangdong reports 2nd human H7N9 case in 2015
A 2nd case of H7N9 bird flu has been detected in the southern Chinese province of Guangdong this year.
A 36-year old man from the city of Dongguan is in critical condition.
This follows confirmation39 on Monday that a 6-year old girl from Shenzhen has the virus.
The discovery of the new human H7N9 cases follows the culling40 of thousands of chickens in Guangdong and Hong Kong following the discovery of the virus in those birds.
Hong Kong's response level has been at "alert" since a 68-year old woman was hospitalized on Christmas Day with H7N9.
"Finding the most beautiful Chinese doctor on foreign aid" starts now

A new program has been launched in China to promote Chinese medical assistance abroad and to award China's hardworking doctors.
CRI's Min Rui has more details.

Dubbed41 "Finding the most beautiful Chinese doctor on foreign aid", the program is been launched by the Chinese People's Association for Friendship with Foreign Countries and the National Health and Family Planning Commission.
Doctors who have been working to help in the fight against ebola in West Africa are being given a chance to be nominated.
A total of ten doctors and one team will be publically rewarded for their work abroad based on their working performance, ethics42 and skills.
Wang Liji is with the National Health and Family Planning Commission.
He says the Chinese medical personnel working in West Africa have been living and working in very difficult conditions.
"The medical teams we sent out are mostly based in rural areas. The doctors live in very poor conditions and have tough work facilities. 47% of the medical centers are located in marginal areas. The transportation and living conditions are sometimes awful. Political uncertainty43 and war have endangered doctors' lives. A total of 50 Chinese doctors have died on overseas mission."
One of the main focus areas over the years for the Chinese government has been to send doctors abroad to Africa to help in that continent's development.
Dr. Bernhard Schwartlander with the World Health Organization says China has done a lot to help assist people there over the years.
"I've many African friends, who tell me that it was a Chinese doctor who supported their birth. Who later took care of them growing up, and that it is in Chinese-built hospitals and clinics where their parents are now receiving help as they grow older. The Chinese government and the Chinese people have been expressing their solidary with Africa for over 50 years."
Since 1963, China has sent some 20-thousand doctors to 51 different countries and regions, including hundreds over the past year into West Africa to fight against ebola.
The ten winners of the newly-announced prize are to be determined44 in mid-February and they are going to receive a cash reward of 50-thousand yuan each.

Chinese archaeologists have unearthed46 at least 28 chariots and 49 pairs of horse skeletons while excavating47 a group of ancient tombs in central China's Hubei Province.
Liu Xu is a professor from the School of Archaeology48 at Peking University.
"This chariot and horse pit is different from those discovered previously49 along the Yangtze River. The chariots and horses were densely50 buried. Many of the wheels were taken off and the rest parts of the chariots were placed one by one."
The 2,800-year-old group of tombs dates back to the Spring and Autumn Period, with at least 30 tombs of various sizes discovered.
Preliminary studies show that the tombs belong to high-ranking nobles.

U.S. stocks slipped for a second day on Tuesday with the S&P 500 logging its fifth straight daily loss, as crude oil prices continue to sink.
U.S. crude settled under 48 dollars a barrel, down 4.2 percent on the day.
Brent crude closed at around 51 dollars a barrel.
Putting a damper on the stock market, economic data also came in negative, as U.S. service sector output growth eased to a 10-month low in December.
At close,
The Dow Jones fell around three quarters of a percent.
The S&P 500 shed nearly one percent.
And the Nasdaq lost one and a third of a percent.
Meawhile European stocks also fell on Tuesday, as evidence of slowing growth in the eurozone did little to calm investor18 nerves over plunging51 global oil prices.
At the closing bell,
UK's FTSE 100 declined about four fifths of a percent.
Germany's DAX ended flat.
And finally France's CAC 40 cut around three fifths of a percent.
China Central Bank Allows Private Firms to Provide Credit Information Services
China's central bank has allowed eight private firms to set up personal credit information business to complement53 the existing credit reference system.
The move is aimed at getting market-driven organizations to play their part in helping set up a credit reference market and cooperate with each other
Zhao Xijun, vice11- director of the Finance and Securities Institute at Renmin University, says the move will bring in competition and help to improve credit services in China.
"Credit information involved in online transactions, e-commerce transactions, for example, can be processed via banks. But banks sometimes find it a bit difficult to process such information if the transaction credit is too small. In order to solve this issue, private firms with online transaction platforms have started to provide their own credit information services. It is mainly used to manage client credit information. We need a general supervision54 system for such services. The central bank is working to establish it."
The eight firms, including Internet giant Tencent and e-commerce giant Alibaba, will have six months to work toward launching their business.
Raw Milk Price Declines for 10 Consecutive55 Months

Chinese dairy farmers are taking a hit as the price for raw milk keeps diving.
Dairy farmers from a number of Chinese regions have been forced to discard milk or use it to feed other livestock56 after major dairy firms refused to take it.
Dairy farmers in Hebei, Qinghai, Shandong and Guangdong provinces say raw milk is now selling at below 3 yuan a kilogram.
The price has declined steadily57 since February last year, from about 5 yuan to 3.5 yuan per kilogram on average.
Some dairy farmers have abandoned their businesses. Meantime, some dairy companies continue to import fresh milk supplies.
An industry report shows Chinese dairy firms imported some 280,000 tons of raw milk last year, while imports of powdered formula totaled 1 million ton.

Mexico To Reopen Bidding For Multibillion High-speed Train
Mexico is planning to announce the preliminary terms of tender for a $3.75 billion high-speed railway contract next Wednesday, after canceling the bid won by a Chinese company in November.
The new bidding invitation will be similar to the previous one, and the entire project will keep the one-stop package.
The project requires the bid winner to be capable of securing the complete operation and safety of the trains, as well as maintenance for five years.
A supervisor58 will examine the entire bid process to guarantee complete transparency and legal rights.
The Mexican government says China Railway Construction Corp (CRCC) will once again enter the bid.
French group Alstom and Canada's Bombardier are also reportedly planning to enter the new bid.
ICBC to Clear RMB in Bangkok
The state-owned Industrial and Commercial Bank of China (ICBC) has been authorized59 to conduct RMB clearing business in Thailand's capital, Bangkok.
This comes after China and Thailand extended a currency swap60 agreement worth 70 billion yuan or some 11 billion U.S. dollars.
The ICBC Thailand branch has been the largest Chinese bank in the country since it acquired ACL Bank in 2010.
Thailand is China's third largest trading partner in ASEAN, with bilateral trade over 70 billion U.S. dollars in 2013.
Japanese automaker Toyota is expecting its pace of growth in China to almost halve this year after failing to meet last year's target, as dealers62 demand compensation over lackluster sales.
Toyota sold about 1 million vehicles in China last year, up some 12 percent from the previous year but short of its sales target of more than 1.1 million.
Japanese carmakers in China faced the twin challenges of a slowing economy and flares63 of political tension between China and Japan over the last year.

1 dead, 3 injured in northern Italy's avalanches65: media
Local media say the first big avalanche64 triggered a chain reaction which resulted in at least eight avalanches in the region of Trentino Alto Adige.
A group of around 30 skiers were buried.
Most of them managed to make themselves safe.
Authorities have blamed high temperature and minimum amount of snowfall for the avalanches.
John Boehner re-elected as U.S. House Speaker
John Boehner has narrowly won a third term as the Speaker of the US House of Representatives, surviving a stiff challenge from 25 conservative Republicans in a Congress that is controlled by that party.
Boehner received 216 of 408 votes cast, with a growing faction67 of dissident House Republicans declining to vote for him.
The first bill to be introduced was the approval for Keystone XL, a controversial oil pipeline68 extension project that's been on hold for years.
However, the White House says that President Barack Obama will veto the legislation if it makes it to his desk.
The latest attempt to send a new batch71 of supplies to the International Space Station has been aborted.
The unmanned rocket from private firm SpaceX was supposed to lift-off just before sunrise on Tuesday.
The delay follows on the heels of the last attempt by NASA to send supplies to the ISS in October.
That ended in a dramatic explosion just seconds after takeoff.

People from around China and other parts of the world are braving sub-zero temperatures in Heilongjiang to take part in the annual Snow and Ice festival in the provincial85 capital, Harbin.
CRI's Lai Ming with more.
Reporter:
Over 700 enthusiasts86 from 49 amateur groups nationwide have braved icy waters to compete in a two-day ice swimming competition, in one of the coldest cities in China.
Winter swimming, as it is known in China, is in fact enjoyed across the north of the country, mainly by middle-aged87 and elderly people who either believe it benefits their health or simply enjoy the way it feels.
People would break a hole in a frozen river surface and jump in, using sticks and brooms to sweep ice off the surface as it forms.
Contestants88 try to be the first to make it across the 25 meter pool in temperatures colder than minus 17 degrees Celsius.
Most of the participants swam for around a minute before getting out.
"I took part in the ice swimming contest to challenge myself. I feel very relaxed after going for a swim."
"I don't feel cold at all, people's enthusiam affected89 me and brought me joy. I feel very happy that so many people support and like ice swimming."
Gao Chiming, a 50-year-old from Anhui Province, Eastern part of China.
"Normally I can stand water temperatures that is above five degrees Celsius (32 Fahrenheit). The water temperature here must be below zero. I don't have the courage to go in there and swim, so I really admire them, admire their perseverance91 and their willpower to challenge themselves."
Besides the winter swimming, many visitors attend to marvel93 at giant sculptures carved from ice and snow during the festival.
The main venue83, Ice and Snow World, features castles and famous buildings recreated out of thick blocks of ice that light up after nightfall.
Thousands of tourists from all over China and overseas, brave the north-eastern city's freezing temperatures to climb up castles made of ice, then slide down an ice toboggan and lounge on ice sofas.

"Beaches you can find everywhere. Sunny beaches? You can find everywhere. Where can you find this everywhere? Not so many places."
Harbin's trademark94 annual event, the world's largest ice and snow festival, lasts until February 25th.

Jaycee Chan to stand trial on drugs charges
Jaycee Chan, son of kung fu movie star Jackie Chan, will stand trial on Friday on a drugs charge.
The younger Chan, a 32-year-old actor and singer, will be tried in the Eastern District Court in Beijing.
Chan was detained in August along with Taiwan movie star Kai Ko for drug offences.
He was formally charged last month with the crime of sheltering others to take drugs, after testing positive for marijuana, with police saying they found 100 grams of the drug at his home in Beijing.
Jackie Chan made a statement about his son, saying he was ashamed and hopes that one day he will speak out about the dangers of taking drugs.
According to Chinese law, the maximum sentence for this crime is three years in prison as well as a fine.
Luc Besson heads Beijing film festival jury
French director Luc Besson has agreed to be the president for the international jury of the Beijing International Film Festival's Tiantan Awards.
Besson is well known in China for his 1994 classic "Léon: The Professional."
His latest film "Lucy" took over 44 million US dollars at China's box offices as one of the top grossing films in 2014.
Besson attended last year's festival as a VIP guest and was on the panel with Chinese filmmakers at several movie forums103 in April 2014.
Organizers of this year's festival said the fact that Besson chose to be the head of the jury in China, indicates that he pays attention to, and has many expectations for the Chinese film market and industry.
The jury will vote for 10 awards including Best Picture and Best Director.
The Fifth Beijing International Film Festival will be held from April 16th to the 23rd.
'Game of Thrones' headed to IMAX theatres
American fantasy drama 'Game of Thrones' is headed to theatres, along with the first trailer for season five.
HBO is releasing a 'Game of Thrones' movie into IMAX theatres later this month comprised of the final two episodes of the show's fourth season.
The screening will also include an exclusive trailer for the upcoming season.
According to IMAX 'Game of Thrones' will air in 150 IMAX theatres for one week beginning January 23rd, marking the first time a TV series has been showcased in this format52.
The episodes will be digitally re-mastered to be compatible with the immersive IMAX format.
'Game of Thrones' averaged 19 million viewers per episode last season.
Details of season five's premiere are still to be released.
'Downton Abbey' returns to 10 million viewers
British period drama "Downton Abbey" has returned to TV in the US to millions of viewers.
The number is just shy of the show's all-time peak U.S. viewership of 10.2 million for its fourth season premiere.
America has embraced the Crawley family and those who serve them since the first season of "Downton" premiered on PBS in January 2011.
