Top NewsChina Cautions on the Philippine side on proactive commentsChina's Foreign Ministry3 has issued another statement concerning the situation in the South China Sea.
This comes after Philippine President Benigno Aquino III went on record saying that his country would join the United States to strengthen military patrols in the South China Sea.
Foreign Ministry spokeswoman Hua Chunying cautioned that the Philippine side should stop provocative comments and moves.
"We can see that recently some people from the Philippine sides are continuously stirring up tensions on this issue. China has made its stance quite clear. We want to kindly5 remind the Philippine side, China will never oppress small powers, but at the same time we don't think that small powers should continuously make trouble out of nothing. We hope the Philippine side can stop stirring up tensions and making provocative movements, and instead go back to negotiations6 and talks. "The Chinese government has lodged7 serious representations with the United States over the US fighter jets presence in the South China sea last week.
On Monday, Foreign Ministry spokesperson Hua Chunying said that the US is not a party concerned to the South China Sea issue.
Instead of stirring up troubles, Hua Chunying said the US side should be discreet8 with words and actions and create an enabling environment for the consultation9 between China and ASEAN countries.
China Issues White Paper on Military StrategyAnchor:
China issued its first white paper on military strategy on Tuesday, stressing "active defense10" and pledging closer international security cooperation.
CRI's Huang Shan reports.
Reporter:
The some 9-thousand word paper has rolled out a roadmap for the Chinese army's active defense strategy.
Researcher with the Academy of Military Science of the Chinese People's Liberation Army Wen Bing, who took part in drafting the paper, explains further.
"Compared with the previous documents, this year's white paper offers a comprehensive interpretation12 of the country's guiding principles for a military strategy. Particularly, the paper indicates the strategic guidance should shift from efforts to contain crises and wars to efforts to establish a beneficial security posture13. This indicates that the focus on military strategy is defense in an active state."The white paper introduced China's national security situation, missions and development of armed forces, strategic guidelines of active defense, preparation for military mission, and military and security cooperation.
In addition, it marked the protection of overseas interests as a strategic task for the Chinese army.
Researcher Wen Bing says that this can be achieved by promoting international security cooperation in areas closely linked to overseas interests.
"For example, we could ensure the security of maritime14 strategy passage by carrying out joint15 escort missions with involved countries. In some investment concentration areas, we could maintain their stability and security through military operations, such as holding joint military exercises, and participating in international rescue operations."The paper has also put forward four critical security domains17 for the first time, which includes maritime, outer space, cyberspace18 and nuclear capabilities19.
The document says the country's naval20 forces should be more capable to conduct missions on the open seas.
Researcher Wen Bing believes this is in line with the extension of China's national interests and the development of naval capabilities.
"The PLA Navy will gradually shift its strategy of offshore22 waters defense to a combination of offshore waters defense and open seas protection. This is not an invasion or an identification of sphere of influence. This is a way to safeguard our own interests and the security interests of the international community."The document says China aims to enhance the development of its cyber force to deal with "grave security threats".
It also promises to preserve space assets and opposes a space arms race.
Moreover, the white paper also reiterates23 that China will never join any nuclear arms races.

Chinese Premier Li Keqiang has called on both sides to deepen China-Latin America cooperation in four key areas, especially cooperation in production capacity.
He made the comment while attending a UN economic conference in Santiago, capital city of Chile.
CRI's Xyee reports.
Reporter:
Premier Li Keqiang gave a speech at the Economic Commission for Latin America and the Caribbean in Santiago, capital city of Chile.
Li Keqiang says China attaches great importance to its ties with Latin American countries.
He proposes to strengthen "four pillars" in a move to deepen China-Latin America cooperation, including strengthening political trust, upgrading economic and trade cooperation, promoting cultural and people-to-people exchanges, and improving the comprehensive cooperation mechanism26 between the two sides.
"China is willing to deepen cooperation with Latin America. We can learn from each other and jointly27 create a new journey for our partnership28, so we need to strengthen cooperation in four key areas or the 'four pillars'. China has issued joint statements with all the four countries, pointing out the priorities for future relationships. "Against the backdrop of a weak global economy, Li Keqiang says cooperation in production capacity between China and Latin America will not only benefit the two sides but also contribute to global economic recovery.
Such cooperation is a vital component29 to the upgrading of economic and trade cooperation between the two sides and one of the major tasks for Li Keqiang's visit.
"China-Latin America cooperation in production capacity will benefit both sides. This is because China has advanced technologies to make manufacturing equipment while Latin American countries are in urgent need of infrastructure30 construction and industrial upgrades. We can also combine advanced technologies of western countries into our cooperation, so as to help them build infrastructure and upgrade local industry at a lower cost."Alicia Bárcena, Executive Secretary of the Economic Commission for Latin America and the Caribbean expresses her appreciation31 of China's efforts to promote comprehensive partnership with Latin America.
"We believe that the mechanism proposed by China is a good way for Chinese enterprises to enter Latin America's fields such as auto32 industry, infrastructure construction, energy sector33 and logistics. It will help us upgrade industries in the region, while Latin America can provide China with experience in terms of pollution treatment and urbanization. "China is now the second largest trading partner of Latin America, and the biggest trading partner of several countries in the region.

"We've decided36 to apply zero-tariff to cover 97 percent of our products this year. In addition we've just signed an agreement to upgrade our Free Trade Agreement. An upgrade of the China-Chile FTA is expected to further expand bilateral37 trade and at the same time raise the trade quality."Under the deals, a renminbi clearing bank is also being established in Chile, the first in South America.
The Chinese Premier says the government is going to encourage Chinese companies to bid for construction projects connected to Chile's "two-ocean tunnel," which connects the Pacific and the Atlantic.
Li Keqiang says his time in Chile also marks a pair of important milestones38.
"This visit of mine to Chile coincides with the 45th anniversary of the restoration of diplomatic relations between China and Chile. And it is also the 10th anniversary of the signing of the free-trade agreement between China and Chile. Therefore this visit has very important commemorative significance because of those two historic moments."Chilean President Michelle Bachelet suggests Li Keqiang's visit is another landmark39 in bilateral ties.
"Mr. Premier, your visit to Chile will mark a clear starting point for our work in pursuit of a deeper understanding. We know that the prosperity from our relation will result in bettering living conditions and more development opportunities for our countries and our people."Chile is the last stop of the premier's four-nation Latin American tour.

Set in modern day, Beijing, "Written in Dust" or Hui Chen, tells a lyrical and moving tale of three friends from rural China who move to the big city to seek new life. The tensions created by the pursuit of money and the repression136 of love lead to moral corruption137, betrayal, deception138, and finally, the ultimate tragedy.
Directed by English filmmaker Gareth Rees, "Written in Dust" is an example of Gorilla-style filmmaking, with a budget of only around 7 thousand US dollars. And the live music will be played by local Chinese artists.
Rock & Roll Hall of Fame Induction139 Ceremony to be Aired on HBOIt's been announced that this year's Rock and Roll Hall of Fame Induction Ceremony is going to be aired on HBO for the first time.
A lot of celebrities140 have been invited as guests and presenters141 including Miley Cyrus and Paul McCartney.
Foundation CEO Joel Peresman says the event and its music is different from the scores of concerts and award shows that populate the entertainment landscape.
"What we do at the Rock and Roll Hall of Fame is really talk about the history of rock and roll. We try to preserve it, we try to exhibit it, we try to do a lot of things to teach people the significance of this art form in our culture and this show is different. We're not pushing singles or an agenda. We're pushing history and we're trying to show people the significance of acts that are promoting a career and the significance of the influence of their careers opposed to just a single."People who have seen previous induction ceremonies say the highlight of these events are the musical jams put on by inductees.
The event will premiere on HBO on Saturday.
