ReporterNoting differences between China and the U.S. over issues in the South China Sea, Professor Wang Gengwu with the National University of Singapore says he believes China is not trying to create maritime5 hegemony.
"So for the Chinese to be concerned to build a navy in the context of a global economy, that China has joined part of that global economy, not to have any kind of sense of security at sea when the economic development of China today depends on maritime trade. I am not saying that China is challenging that, not at all. But what the Chinese are saying is now they face a problem of having to protect their naval6 and maritime interests. And this is not a question of a dispute between two equals. Can there ever be a true balance between those two powers, I think it needs understanding on both sides."Clarifying misunderstandings is expected to be one of the main priorities of the Chinese President's trip to the United States.
Professor Robert Keohane with Princeton University says he believes if the two sides can get past their differences and work together, cooperation will work in both their interests.
"Cooperation comes from discord7 not from harmony. The rise of China increases discord so then the problem is a challenge for cooperation, can there be some way to bring cooperation out of discord. If there can be then the cooperation will be much wider, much more global than ever there was before. "Professor Xia Liping, head of Political Science & International Relations at Tongji University notes both countries are tied together economically.
"The economic interdependence between the world's two largest economies has rendered China and the U.S. "inseparable." If the two sides confront each other, both will suffer the consequences. And I think China will suffer more considering its current situation. In a state of conflict, China will never realize a peaceful rise, peaceful development and peaceful reunification. For the U.S., cooperation with China is also in its interests."Princton's Robert Keohane echo's that suggestion, saying he believes conflict will just end up hurting one-another.
"In a world of great possibility of destructive harm from weapons, the only way to work forward is a win-win situation when all the major powers can gain from some set of bargains and agreements. It's not harmony because there are different interests. So from my point of view, the most important thing is to see how to accept the reality of discord, to work with the issues and ask which are the most important issues are for each side and reach cooperative arrangements which give each side what is more important to it in the context of an overall favorable response while giving up in each case what is less important to them."Chinese President Xi Jinping is due to arrive in the US on Tuesday, beginning with a stop in the northwest city of Seattle.
From there, he's due to travel to Washington for a meeting with US President Barack Obama before ending his trip in New York.

ReporterRalph Haupter, Microsoft's Greater China CEO, says Microsoft will want to hear more about China's plan for economic restructuring when President Xi Jinping arrives.
"The state visit I think is just an opportunity for us to engage deeper, and learn deeper, and thinking of President Xi…And it is also an opportunity for us to see how we can help on that transformation8 from economic perspective as Microsoft here in China."As part of his time in Seattle, Xi Jinping is expected to address a forum9 between a number of Chinese tech executives, including Baidu's Robin10 Li and Alibaba founder11 Jack12 Ma, who will be joined by executives from top U.S. tech companies including Apple, Facebook and Google.
Microsoft's Ralph Haupter says he's very interested to hear what Xi Jinping has to say about technological13 innovation.
"I think having the President visit in the United States and establishing through that visit a platform for technology discussion, technology information exchange and giving an opportunity for companies on exchanging their economic vision and interest is just unique. Having that opportunity coming forward is fantastic. So specific outcomes we will all need wait to see. But I felt very encouraged on him giving in the interest, in industry, him giving the signal on the interest of helping14 companies to drive innovation is fantastic."Haupter says Microsoft's current position in China puts the company in a good position when it comes to developing talent and opportunities from the country.
"When there is a huge portfolio15 of innovation coming from market here, the good thing and exciting thing for us is Microsoft being here in China is that I think we are engaging with these companies in many many ways and they are using our technology in many ways. Because we are here in China to be in market and play with companies for a better off economy, for the better off the success of the companies.
Xi Jinping is scheduled to have dinner with Microsoft co-founder Bill Gates at his lakeside estate before making his way to Washington.

The Cooperation between China and U.S. Benefits Both the Two Countries and the World: Marc-AllenAnchorBoeing's senior-VP is suggesting his company has the historical background to put on a good show for the impending16 visit to the company's facilities this week by Chinese President Xi Jinping.

ReporterDuring an exclusive interview with China Radio International, Bertrand Marc-Allen said he is excited about the visit by President Xi.
"The opportunity to host the president is historic--the 1970s, 1990s, 2006--this is just the fourth time in four decades. So we recognize the significance, the consequence and the importance of the visit. It will be a successful visit. I have absolutely no doubt. "Marc-Allen says the newly implemented18 "One Belt, One Road" initiatives and U.S. President Barack Obama's earlier visit to China last November have facilitated cooperation between the two countries, to the benefit of the global economy.
He says the U.S. business community is expecting good news from President Xi's upcoming visit, especially regarding the Bilateral19 Investment Treaty currently being negotiated.
"I think all the CEOs will be talking about the value of the economic relationship, about their interests and seeing Bilateral Investment Treaty completed. I think all the CEOs will be focused on explaining the breadth and depth of their own China operations. "Marc-Allen says he believes that fluctuations20 in finance markets and adjustments in foreign exchange rates are common, as China is transforming from export-oriented economy to consumer economy.
He also calls China a major force for global economic development, despite its temporary economic slowdown.
"For all of us, the real take of the last two years have been how much emerging markets are going to count on, depend on the bilateral relationship between China and the U.S. for their own strength. As our bilateral relationship is strong and healthy, our economic relationship will be stronger and healthier for it. And as our economy is strong, that will create the demand from developing economies that help them continue to grow."The Boeing Company, located in the Seattle, Washington, has always been favored by Chinese leaders.
Former leaders, including Deng Xiaoping, Jiang Zemin and Hu Jintao, all visited the company in person during their visits to the Unites States.

Premier21 urges progress in SOE reformsChinese Premier Li Keqiang has put his foot down, calling on state-owned enterprises to get on-board with the government's new plans for reforms.
Li Keqiang has drawn22 the 'line-in-the-sand' at a meeting to discuss the SOE reform guidelines put out earlier this month by the State Council.
"We must be unwavering in consolidating23 and developing the public sector24 of the economy, while at the same time encouraging and supporting the development of the private sector to fully25 unlock the benefits of the reforms for the people to enjoy."Under the new plans, the government is proposing mixed ownership of certain State-Owned companies.
A corporate26 system of governance for the companies is also being put forward.
Li Keqiang says the government is going to "correctly handle" the relationship between itself and the market.
"State firms are first and foremost independent market entities27 that shoulder the responsibility for their own profits and losses. All their operations are aimed at making profits. To better manage the SOEs, the government needs to follow market economics."There are around 150-thousand state-run companies in China.
They employ over 30-million people and hold some 100-trillion yuan in overall assets.
First-half stats show the state-owned sector here in China showed an overall decline in profits of some 2.3 percent.
UK Try to Push Its Relations with China to New High: UK ChancellorAnchorThe UK's Chancellor28 of the Exchequer29 has arrived in Beijing to start a week-long trip to China, with China's economic growth foremost on his agenda.
CRI's Wang Wei has more.
ReporterGeorge Osborne says that as an open economy, the UK welcome Chinese investors30 and is trying to attract more Chinese investment.
"There is so much more we can do together, Britain and China. And there is a phenomenal potential here in this country. And where some people are cautious about getting more involved with china; we say quite the reverse. We want to get more involved with China. We think this is going to be a source of jobs and growth of both our countries. And we want to have a golden decade and we want Britain to be China's best partner in the west."The Chancellor says a higher level of bilateral cooperation will benefit both countries.
According to the Chancellor, China is not only a place with huge potential in terms of the traditional economy, but also in the emerging new economy.
"We want to make sure that the British-china relationship is second to none. And I think we started its well. Britain get more investment from China than many other European countries all put together. We export a huge amount to China and export is increasing. So these is also change in the kind of old pattern of the economy as China itself changes and becomes that more consumption-led, service-driven economy."China has become Britain's fourth largest trade partner, and Britain is China's second largest trade partner within the European Union.
Osborn says China currently is going through a transition; but it is still very important for global growth, which actually provides opportunity for Britain.
"Britain's strengths which are high-tech33 manufacturing, great services, these things are exactly the kind of things that the economy of China is becoming. It's going need more of it. And there are fantastic British businesses here everything from advertising34 agencies, television production companies, insurance companies, banks, and this is what Britain is good at."Osborne has arrived ahead of a planned state visit to the UK by Chinese President Xi Jinping, coming up later this year. It will be the first such visit by a Chinese president to the UK in a decade.
Accompanying the chancellor is Treasury35 minister Lord O'Neil, Business Secretary Sajid Javid and Energy Secretary Amber36 Russ.
The Chancellor meet Chinese Vice32 Premier Ma Kai during the 7th UK-China Economic and Financial Dialogue later on today.
He will also visit Shanghai, Chengdu and Urumqi.

New Regulation Aims to Safeguard Lawyers' RightsAnchorA new set of guidelines have been put out here in China designed to better protect defense37 lawyers in criminal cases.
CRI's Qi Zhi reports.
ReporterThe new judicial38 guidelines put out by the Supreme39 People's Court, the Supreme People's Procuratorate and three relevant ministries40 are calling on the courts across the country to make it easier for defense lawyers to do their jobs.
Chen Weidong with Renmin University says, among other things, the new guidelines should make it easier for defense attorneys in the courtroom.
"Defense lawyers are often overlooked in court here in China. Prosecutors41 are normally allowed to go on, uninterrupted by the judge. Defense lawyers are usually told not to speak for too long, and are often cut-off by the judges. This leaves them unable to fulfill42 their duties."Chen Weidong says the new guidelines also give defense lawyers greater access to their clients.
"Under the new regulations, authorities in-charge of lockups need to let the suspect's defense attorneys access to their clients. Under the new provisions, defense lawyers can't be blocked from meeting with their clients while they're awaiting trial."Meetings between defense lawyers and their clients can't be electronically monitored.
Investigators43 also have to be out of the room when those meeting take place.
A 48-hour limit has been set by the Supreme People's Court for investigators to allow a suspect access to a defense lawyer.
The new guidelines also provide defense lawyers better access to investigation44 files, requiring prosecutors to provide all relevant information within 3-days.
Defense lawyers will be able to photocopy45, photograph or scan the files for their own use.
Wang Jinxi with the China University of Political Science and Law says all these steps are critical to making the judicial system fairer here in China.
"The new regulations ensure stricter enforcement of the Criminal Procedure Law and reflect the recognition of lawyers. Lawyers are an important part of the judicial system. We can never achieve the 'rule of law' without lawyers."Under the new guidelines, trial judges are also being told to pay equal attention to the arguments of both the defense and the prosecutors.
Defense lawyers are also being given the ability to file appeals to higher-level courts.
Any perceived violations47 of the lawyers' legal rights can also be appealed.
Jian Shan with the All China Lawyers Association says they hope the new guidelines will give his organization a better opportunity to help their members.
"Our lawyer-assistance system hasn't really been working that well. But with these new guidelines, lawyers will be able to use us to fight instances where prosecutors or the courts have infringed48 on their legal rights. To ensure this new system works smoothly49, we're proposing a mechanism50 be set up to link our organization with judicial departments."The new guidelines also include provisions to ensure lawyers are also held accountable for any actions which violate the laws.
There are currently around 270-thousand lawyers currently active in China among some 20-thousand law firms.

Chinese Apps in Apple Store infected with malicious51 codesAnchorTech experts are suggesting Chinese Apps purchased through the Apple Store be upgraded or deleted.
This comes amid word many of them have been infected with malicious coding.
CRI's Sophie Williams has more.
ReporterOver 350 iOS apps have been affected52 by the hacking54, including the widly used baidu music, wechat, and ride-haling didi.
Experts say this attack is so secret that it escaped apple's vetting55 process.
The hack53 hinges around Xcode, a tool used to create apps for iOS.
The problem starts when some programmers don't use the Xcode program officially supplied by Apple Inc.
Instead, they downloaded Xcode program through other channels, in which has been implanted malicious code.
Cai Jingjing is from the Expert Committee of the National Vulnerability Database of Information Security.
He says apps constructed with the verified Xcode may be infected with malware.
"We wrote several simple codes with the infected Xcode, like hello world, and then compiled them into a program. A reverse analysis of the program shows the program is implanted with malicious code."Cai says once apps developed from the verified Xcode are downloaded into the phone, they will collect the phone's information, such as the name of the device, the network type, and its location.
These private information will then be uploaded to a designated website.
On early Saturday morning, an indentified programmer claimed responsibility for the incident.
He made clarification online, justifying56 his actions as just an experiment, with no aim to spread a virus.
However, Lin Wei, phone security expert, doesn't believe what the programmer says, and suspects him of using the malicious codes for commercial uses.
"We found on September 10 that a massive amount of users had been affected by an app that's very popular domestically. It had been programed with malicious code, and the data had been sent back to the main engine of the virus attacker and finally led to its collapse57. The programmer was a littler fearful, and deleted and withdrew the code."The case is under further investigation.
Apple has asked affected programmers to withdrew their infected Apps, and advised them to re-program with official Xcode.
So far, no financial losses have been reported.
Experts suggest iPhone users check their apps and delete infected apps, or at least download the latest version. Meanwhile, users are advised to change their passwords for the App Store and for iCloud.

China's charity donations top 100 billion yuan in 2014A new report shows around 16.5-billion US dollars worth of charity donations from home and abroad were made last year in China.
The annual report from the China Charity Information Center shows this is the 2nd time in 4-years that donations have surpassed 100 billion yuan.
Peng Jianmin, secretary-general of the China Charity Alliance, says they believe this is a sign more people are now willing to donate.
"The more than 100 billion yuan in donations reflects that we have more people participating in social charity work. This is a result of our people's enthusiasm, and the result of more people participating."Most of the donations went to health care, education and poverty causes.
The same report also shows social media has become the main channel for charitable donations.
Just over 60-percent of last year's total donations were made through Weibo and Wechat.
Popular online charity platforms run by Sina, Tencent and Alipay, gathered nearly 430 million yuan.
That's an over 40-percent jump from the previous year.
The largest single donation made in China was a 24.5-billion-yuan fund set up by Alibaba chief Jack Ma.
Forum on Hong Kong's Economic Development Kicks offA leading mainland observer is suggesting Hong Kong's development is being held back by a lack of reverence58 to the mainland.
Chen Zuo'er, Chair of the National Association of Hong Kong and Macau Studies, has made the suggestion at a Hong Kong and Macau Development Forum held on Sunday.
He suggests there are two main factors keeping Hong Kong's economic growth from keeping up with Macau.
"The first is Hong Kong's failure to implement17 de-colonization policies according to the law. Old ideas, which should be put into the history museum, are still swaggering through the streets today. Some of them are still considered 'golden rules.' The second issue is, what I call, desinicization, which was put into effect by the old colonialists in the 1980s. Instead of de-colonization, they instead promoted desinicization. It hurt both systems in our country. These strange phenomena31, which pull away from the essence of history, have caused huge internal frictions60 in Hong Kong. As the years roll by, they cause severe problems internally and externally,"Stats put out during Sunday's Development Forum suggest the per-capita GDP in Hong Kong came in at 40-thousand dollars per person last year.

Tsipras wins Greek electionsAlexis Tsipras's left-wing Syriza party appears headed to re-election following Sunday's vote.
With around 60-percent of the votes counted, Syriza is projected to be just short of a majority.
However, its expected Syriza will be able to cobble together a coaltion.
Opposition61 New Democracy has already conceded defeat.
Tsipras says the results shows the Greek people are backing his decision to sign a new financial bailout package.
"I want to thank you from the bottom of my heart for this great victory, for this clear victory. This victory is.. We gave a tough and difficult fight and today I feel vindicated62 because the Greek people gave a clear mandate63 for us to continue to battle in and out of the country to rise up our people's dignity."The latest figures give Syriza 35-percent of the vote.
The opposition New Democracy will stay as the main opposition.
The snap election was called after Syriza lost its majority in August after the Tsipras government signed an unpopular new financial bailout deal with Greece's international creditors64.
U.S. to Increase Admission of Refugees to 100,000 in 2017 - KerryUS Secretary of State John Kerry says the Obama administration will increase the number of refugees the United States is willing to accept in 2017 to 100-thousand.
This is up from the 70-thousand the US took in last year.
Kerry has made the announcement after meeting with a group of Syrian refugees who are seeking asylum65 in Berlin.
"I'm pleased to announced that today the United States will significantly increase our numbers for refugee resettlement in the course of this next year and the year after. Last year, I think we were at 70 thousand, we are now going to go up to 85 thousand with at least, and I underscore the 'at least': it is not a ceiling, it's a floor, of ten thousands over the next year from Syria specifically, even as we also receive more refugees from other areas."Under the new plan, the U.S. limit on refugee visas will be increased to 85-thousand next year.
That will rise to 100-thousand the following year.
The US has only taken in about 15-hundred Syrian refugees since the start of the conflict more than four years ago.

China to rehearse new carrier rocket for lunar missionThe latest version of the Long March carrier rockets has been successfully launched.
The Long March-6 was fired off on Sunday from a launch location in Shanxi.
It's fueled by liquid propellant made of liquid oxygen and kerosene70, which is meant to cut down on pollution.
Meanwhile, a Long March-5 rocket has arrived in the Port of Tianjin.
While officials haven't said where that rocket is headed, its likely going to be shipped to Hainan for a launch later this year to test its capability71 to launch the Chang'e 5 lunar probe.
The unmanned probe is due to be sent to the moon in 2017.
Shandong village officials cleared of arson72 and murder chargesLocal officials in a village in Shandong who are being detained in connection with the death of a villager have been cleared of arson and murder charges.
Investigators have confirmed 46-year old Zhang Jimin killed himself through self-immolation in protest of the forced demolition73 of his home.
However, the 15 officials are still under investigation in connection with the renovation74 projects in the community, which is on the outskirts75 of the city of Linyi.
IAEA chief urges Iran's full cooperation to resolve remaining issuesThe head of the United Nations nuclear watchdog has sat down for talks in Tehran with Iran's president.
Yukiya Amano is in Iran to help draft a report before the end of the year to outline the country's previous nuclear activities.
The IAEA has been pressing for years to gain access to Iran's key nuclear facilities, with little success.
However, the new nuclear agreement signed in July is expected to give the IAEA more access to Iran's nuclear sites.

Biz ReportsAnchorTurning onto business news. First let's get a preview of what we can expect on the markets this week.
ReporterThe U.S. markets go into the week trying to figure out what the Fed has planned, given its somewhat surprising decision last week to keep interest rates unchanged.
Because of this, its being suggested short-dated bond yields might end up coming down.
Questions are also being raised about what impact the Fed's decision may have on the status of the US dollar.
Some are suggesting currency traders may shift away from the greenback for the time being while the Fed mulls whether or not to increases rates later this year.
On the economic front, Tuesday will see the U.S. Federal Housing Finance Agency release its latest home price index figures.
The Manufacturing Purchasing Managers' Index for September is due out on Wednesday.
The US Commerce Department is also due to release data for non-defense capital goods orders, excluding aircraft, on Wednesday.
This is a closely-watched figure when it comes to future business spending.
Friday will see the US Commerce Department release its final reading of GDP for the second quarter.
It's expected the revised figure will show a slight increase in US economic growth, up from the initial 3.7-percent to 3.8-percent.
Friday will also see the University of Michigan's final figures on consumer sentiment.
The analysis for September is also expected to see a slight increase from the previous projection79.
On the corporate front,On Tuesday, Carnival80 Cruise Lines will be out with its third-quarter revenue.
On Thursday, Nike is due to release its latest quarterly figures.
Nike's sales are expected to come in slightly above average consensus81, with increased sales in China expected to be higher than the company originally anticipated.
Consulting and outsourcing firm Accenture is also due to release its latest quarterly figures.
Accenture's figures are also expected to be strong, mostly from strong demand for its services from its North American clients.
Circuit Breaker MechanismAnchorToday is the last day for public opinions on the impending creation of a "circuit breaker mechanism" for the bourses here on the mainland.
Under the proposed plan, the China Securities Regulatory Commission is recommending trading-curbs kick-in after a 5-percent rise or fall in the CSI 300 Index compared to the previous day's close.
The 5-percent benchmark would trigger a 30-minute suspension of all trading if it happens before 2:30pm.
After 2:30pm, a 5-percent dip will shut down the bourses for the day.
At the same time, a 7-percent swing will kill the markets for the day, regardless of what time it happens.
