Tell us about his arrival.
AnnSure! It was Tuesday morning here in Seattle when President Xi arrived. He was greeted by a jubilant welcoming crowd including U.S. President Obama's representative, Washington state governor, Jay Inslee and other dignitaries.
In his arrival speech, President Xi says, he is looking forward to having in-depth exchange of views with President Obama and engaging the U.S. Public. He is confident that with concerted efforts of the two sides, his visit will yield fruitful results and bring bilateral3 relations to an even higher level.
I believe many still remembered the summit between the two leaders at Sunnylands in California two years ago when the two leaders reached consensus4 on building a new type of major-country relations between China and the United States. Last year, the two met in Beijing and announced major steps in dealing5 with global climate change. The joint6 statement has since encouraged other countries worldwide to follow the suit and set up more ambitious targets.
Susan Rice, President Obama's National Security Advisor7, said Monday at George Washington University that the relationship between China and the United States is the most consequential8 in the world today, because many global challenges can only be met with China and the United States working in concert. She also reiterated9 that a stable, productive, and resilient Sino-US relationship would remain at the center of American foreign policy for years to come.
AnchorSo what's on his agenda for later on this Tuesday in Seattle?
AnnYes. It's 4 pm in Seattle. Right now, President Xi is in a meeting with some US state governors and Chinese provincial10 governors. The governors are having a seminar focusing on cooperation between their states and provinces. Despite the political rhetoric11 inside the Beltway, local officials are more willing to deepen their cooperation with China because they see China as an opportunity. The state of Washington for example, is looking forward to sign some agreements with its Chinese counterparts from Sichuan Province to promote economic, trade and investment. They will also be joined by University of Washington and Tsinghua University to focus on renewable energy generation. Former Washington state governor Gary Lock disclosed at the airport that one of these projects will create thousands of jobs in the state of Washington. Former Governor Gary Lock says this is the perfect win-win cooperation.
And tonight local time again, President Xi will attend a welcoming banquet hosted by the National Committee on U.S.-China Relations, U.S.-China Business Council and the State of Washington. Paul.

Xi Jinping Receives Written Interview with the Wall Street JournalAhead of his trip to the United States, Xi Jinping has given a one-on-one interview with the Wall Street Journal.
As part of the interview, the Chinese President has taken time to address the current slowdown of the Chinese economy, saying it's still operating within the proper range.
He also says the Chinese government is putting a greater emphasis on developing an innovation-and consumption-driven economy.
Xi Jinping has also told the Wall Street Journal there are no plans to change the current policies on foreign investment.
He also says the fight against graft12 among Party officials in China is never going to end, saying the current policy of "zero tolerance13" against corruption15 will never change.
Xi Jinping has also addressed questions connected to the South China Sea, saying Chinese construction in the region does not target any other country.
The Wall Street Journal interview has also covered questions about China-U.S. relations, global governance and China's military.
China and US to Jointly16 Address Cyber Security IssueAnchorOne area likely to dominate coverage17 of Xi Jinping's time in the United States this week is cyber security.
CRI's Xie Cheng with more on what we can expect to hear on this front.
ReporterThe issue of cyber security is one of the important factors that have long topped the concerns between China and the U.S.
Chinese Ambassador to the United States Cui Tiankai says that joint efforts would be needed from both countries to address the issue of cyber security.
"The United States is the most advanced country, technologically18 speaking, in cyber space, while China has the largest number of internet users. So we do have a common need and common interest to respond to the cyber threat, to manage cyber space and make sure that it would not be disruptive to the economic and social functions of the two countries. "For his part, White House Deputy National Security Adviser19 Ben Rhodes says many constructive20 discussions have been taking place regarding cyber security between the two countries.
"I wouldn't say that there's been some formal agreement that's been reached. But I do think that we've had constructive discussions about what does that framework look like, how we can address these issues, not purely21 as competitors, but also as two countries that have a stake in a world in which business can operate without fear that their secrets are going to be stolen by cyber actors."Cui Tiankai also expressed the hope that the two sides will work more closely to address a range of cyber security-related issues.
"I believe the two countries have to focus on this common need, try to work out a set of rules or joint approach, to deal with this new issue, rather than accusing each other and having some conflicts, even confrontations22 in this area. Because it will not help us to solve the problem, it will only make things worse for both countries."For CRI, I'm Xie Cheng.
United States hopes to push forward high-level contacts with China: US Deputy National Security AdviserPart of Xi Jinping's time in the US will include a series of meetings among Chinese officials and US policy makers24.
US Deputy National Security Adviser Ben Rhodes says the Obama administration is looking forward to these sessions.
"First of all, it's very important for us to have regular high-level contacts with China. It's the most consequential bilateral relationship in the world and we feel that engagement is the best way to advance our relationship. So what we hope to achieve is to find areas of concrete progress, where we can move forward. "Rhodes says one of the key points the White House is looking to focus on is formalizing the details of the climate change agreement Xi Jinping and US President Barack Obama announced at last year's APEC meeting.
"I think you will see additional statements and additional details about how we want to move this forward, building up on the foundation of what we have announced last year in Beijing and the objective is the whole world is going to be watching this summit. There is a huge opportunity at the end of the year in Paris to reach a global agreement to combat climate change. We want to send a very positive message to the world that we are advancing this agenda together."Xi Jinping is set to take part in a series of meetings connected to climate change, as well as women's rights and cooperation among developing-nations as part of his time in New York later this week.
US Expects China to Further Open up Market: Former U.S. Ambassador to ChinaThe United States' former ambassador to China is weighing-in on Chinese President Xi Jinping's trip to the US.
Gary Locke, who left his posting in Beijing last year, was once the governor of Washington State, where the Chinese President arrived yesterday for the first leg of his trip.
Locke says Xi Jinping's time in the Seattle-area is going to be closely watched by observers from across the United States.
"I'm sure President Obama will want to know what the Chinese leader is planning in terms of stabilizing25 and invigorating the Chinese economy. US executives will also want to know whether or not China is truly committed to opening up markets in accordance with its obligations under WTO, whether or not there will be fair treatment and a level playing field for US companies within China."At the same time, Locke says he believes the State of Washington is glad to entertain the Chinese President, noting the US Northwest’s ties with China have been increasing dramatically over the past decade.
"We're just so pleased that China has become a major trading partner with Washington State. Exports over the last eight to 10 years have almost tripled, and supporting some 90,000 jobs. We're proud of our 'Made in Washington' goods and services going to China, not only creating jobs here but also meeting the needs and demands of the Chinese people, whether it's food, whether it's machinery26, industrial machinery to airplanes to software or even Starbucks coffee. We know there is a high demand, a hunger for 'Made in USA' products, and we're so pleased that Washington State is the largest exporting state to China. And China is our largest destination of all of our exports."As part of his time in Seattle, Xi Jinping is due to visit the Microsoft campus, make a stop at Boeing, as well as take part in a high-level business roundtable with leading US tech executives.
Old Friends Wait Xi's ArrivalAnchorThe current trip to the United States by Xi Jinping is being closely watched by a select group of Americans who have known the Chinese President for the past 3-decades.

ReporterThe town of Muscatine, Iowa is nestled along the banks of the Mississippi River.
While somewhat nondescript, the community of some 20-thousand people has special meaning for Chinese President Xi Jinping.
He first visited the town in 1985 when he was a junior politician, spending time in Muscatine as part of a provincial agriculture delegation27 from Hebei.
27-years later in 2012, he made a second visit as Chinese vice-President.
Sarah Lande met Xi Jinping the first time in 1985, putting him up as a guest in her home.
"We all came in the door, and we welcomed Xi Jinping to our home. This is Xi Jinping and he gave this bear to my granddaughter Lucy, and this is my son, and she named the bear China."Meeting Xi Jinping at that time 30-years ago created a sense of interest in China for Lande.
She's since travelled to China several times, and had a chance to meet with her old friend, then-vice-President Xi Jinping, 3-years ago in Beijing.
Xi Jinping's time in Muscatine has turned the community into a cause-celeb for Chinese media.
Muscatine Mayor DeWayne Hopkins says people in his community remain the same as they did 30-years ago, with hospitality still being key to the city.
"One of the statements that Xi Jinping made several years ago was that to him, we are America — meaning us folks here in Muscatine — because of the way he was treated in 1985."And at the same time, Hopkins says if people in China want to better understand average Americans, they need not look any further than his community.
"We, from Muscatine, tend to ignore the big political overtures28 that take place in Washington, D.C., and Beijing and so forth29, and we focus in on — if there is such a thing as a focus — the people-to-people relationships."Xi Jinping's old friend, Sarah Lande, says in the end, she believes its inter-personal relationships which can help China and the United States get past their differences.
"I hope we can focus on the positive things and keep working through. There are differences from both points of view. But the people, the people of both countries enjoy each other."For CRI, I'm Luo Wen.
The 5th Dialogue between American and Chinese College Students Wraps UpAnchorAn annual dialogue between American and Chinese college students has taken place here in Beijing, with China Radio International moderating this year's event at our headquarters.
CRI's Luo Yu has more.
ReportThis year's event has asked the question: How much do we know about each other?'
In an attempt to answer it, college students from Chinese and American universities have sat down together to share their understanding of the Sino-US dynamic through their life at college.
William Weightman, a panelist from Middlebury College in the US, says he believes there is an outdated30 mindset in the United States about what is happening here in China.
"I think that it's quintessential that Americans improve their understanding of Chinese people, Chinese language and Chinese culture. As an American, I can say the biggest room for improvement is for understanding different political cultures that exist in our two countries. I think that there is a very strong misunderstanding of what the Chinese government is, how it functions, and how it makes decisions. Some of the current rhetoric you would hear in the United States is that China is authoritarian31 and the government doesn't represent the people. But I have talked to many Chinese people that have presented opposite opinions that have broadened my perspective and helped me think how government functions in different context."Wu Benyang studies at the University of International Relations in China.
She says she believes one of the biggest challenges for people in China is to better-understand how the political systems differ.
"The biggest impediment would be we think differently, so it would be hard for me to understand other people's viewpoints, like it would be hard for my country to understand their diplomatic policy from their perspective. Again that's why communication is so important between Chinese people and American people, especially the young people. And I'm very glad that I'm here."Elizabeth Woods studies at Georgetown University in Washington.
"I have a very optimistic view of the future of the Sino-US relationships. Just considering the fact that President Obama and President Xi are right now in Washington discussing current present issues. I think that it itself is a signifier that we will continue to have healthy relationship, open communication and I think just through dialogues such as this, we can ensure that China and America will in fact be friends in the future and unite on international issues."Teng Jimeng, Associate Professor of American Studies at Beijing Foreign Studies University, says he believes its opportunities like the dialogue hosted by CRI that will help bridge the gap.
"To a large extent, I think this would promote a kind of the understanding, as well as two way commination, it's not just the one way. It is always the two way communication in between our country's young people. So I applaud it, I welcome this. I think this should be a continued project or program with the CRI."Xia Jixuan is the deputy President of China Radio International.
"I expect that in the future, more people will either take part in these discussions, or watch the discussions on different terminals, so they will be part of the discussion. They raise their questions for the panelists to discuss. Only by attracting more people into these activities can we promote better understanding between these two countries."This year's discussions, hosted by NEWS Plus Radio on China Radio International, have taken place in Beijing and Shanghai.
They've been broadcast worldwide through radio, television and social media sites.

China makes great progress in gender32 equality, women's developmentAnchorA new White Paper on gender equality and women's development has been released by the State Council.
The Chinese government's analysis provides a view of the progress made in this field over the past 20-years.
CRI's Niu Honglin has more.
ReporterThe white paper is published ahead of the global women summit set on September 27th at the UN headquarters in New York, at which Chinese President Xi Jinping will deliver a speech.
Hu Kaihong, spokesman for the State Council Information Office, presided over the press conference Tuesday morning and introduced the white paper on gender equality.
"The white paper expounds34 the relevant policies and proposals, which help the international community promote their understanding about China, push the gender equality and women's development, and enhance China's dialogue, communication and cooperation with the world."The white paper says China has always upheld the constitutional principle of equality between men and women, which is also a basic state policy for promoting progress in the country and in society.
Chinese women make up one fifth of the world's total female population. Over the years China has improved its laws and regulations, developed public policies, and worked out development plans to improve the country's gender equality and women's development.
Song Xiuyan is the deputy director of the National Working Committee on Children and Women under the State Council.
"China completes the legal system on protecting women's legitimate35 rights, promotes the gender equality in the law system, thoroughly36 implements38 the basic state policy of gender equality, and pushes the process of social gender mainstreaming."The white paper also says China has made progress in many aspects to improve gender equality, including setting up a mature national mechanism39 and improving government organs for promoting the status of women, creating a social and cultural environment conducive40 to boosting gender equality, promoting equality in education, and accelerating the building of a socialist41 country under the rule of law.
Song says the country has made great efforts to ensure women's equal participation42 in economic activities and equitable43 access to economic resources.
"China pushes the coordinated44 development of women and economic society. China's gender equality and women's development have seen remarkable45 achievements with women's rights for equal job opportunities guaranteed. Women accounted for 45 percent in total employed population in 2013."The white paper is also published to mark the 20th anniversary of the UN's Fourth World Conference on Women that was held in Beijing back in 1995.

Premier orders thorough investigation46 of Tianjin blastsChinese Premier Li Keqiang has taken part in a briefing connected to last month's deadly blasts in Tianjin.
He's demanding officials looking into the massive explosions make their probe thorough.
"There must be an investigation report based on facts and the law which will stand the test of time and history. There must be no gray area left in the investigation. We need to be able to give answers to the victims and their families."The preliminary investigation has found corruption and dereliction of duty are contributing factors.
Li Keqiang is promising47 no stone will be left unturned.
"Those responsible should be severely48 punished according to law and discipline, no matter who is involved. Particularly, there must be zero tolerance for those who are found corrupt14 and negligent49 of their duties."Around a dozen officials are currently being investigated in connection with last month's deadly explosions.
The blasts on August 12th took place following a fire at a chemical warehouse50 at the Port of Tianjin.
It left 165 people dead, and caused massive destruction across the port area.
China calls for green ways to travel in "Car Free Day"AnchorSome 170 cities in China have taken time to mark "World Car-Free Day."The campaign itself is designed to 'drive' attention toward getting people out of their cars more often.

ReporterIn an attempt to promote more eco-friendly ways of travelling, cities across China have taken part in a series of activities to promote "car free day" yesterday, urging people to walk, take a bike or use public transportation.
Municipal officials in Shenzhen gave out over 200-thousand free bus tickets.
Hubei's capital Wuhan unveiled an additional 100 bike rental51 points.
The campaigns appear to have struck a chord with some.
"Actually, riding a bike is comfortable as well. Each of us just do a little in our lives, it will make a difference. We do this also for ourselves. It will be nice to see blue skies and nobody wants the haze52."However, traffic levels across many of China's major metropolitan53 centers didn't appear to dip much, with many suggesting the public transportation systems are still over-crowded.
"The public transport system should be improved. People choose to drive or take a cab because it is not convenient to take the public transport. Subway is extremely crowded and it's very difficult to get a cab during the rush hours."Professor Zhou Xiaozheng with Renmin University says getting people out of their vehicles is going to be a major challenge.
"The traffic problems in big cities, especially mega cities, have long been argued about. The public transport should always come first, while private cars and cars of government officials must be limited. Sidewalks and non-motorized vehicle lanes including bike lanes must be available."Traffic authorities in Beijing have announced plans to increase the availability of public bike rentals54.
An additional 20 rental points are being added this year, which will make an additional one-thousand bicycles available in the capital.

UK finance minister speaks at Stock ExchangeThe UK's Chancellor55 of the Exchequer56 has taken time to address the recent fluctuations57 in the Chinese A-Share market.
George Osborne, speaking on the floor of the Shanghai Stock Exchange, says the UK remains58 bullish on China.
"I very deliberately59 chose to come here - to the Shanghai Stock Exchange – to the epicentre of the volatility60 in financial markets this summer to say this: Whatever the headlines, regardless of the challenges, we shouldn't be running away from China. And my message is clear. Through the ups and downs, let's stick together. Let's stick together to grow our economies, let's stick together to make Britain China's best partner in the West. Let's stick together and create a golden decade for both of our countries. Britain and China will stick together."It's been announced the Chinese and UK governments are working on plans to create a stock-connect system between Shanghai and London, similar to the one current in-place between Shanghai and Hong Kong.
Osborne says he believes linking the two bourses will go a long way to helping61 both countries.
"Connecting our stock exchanges means more jobs, more investment, higher living standards in both our countries. A win. A win for China and a win for Britain."Osborne's visit to Shanghai is part of his 5-day trip to China, which has included a sit-down with Chinese Premier Li Keqiang.
He's due to make stops in Sichuan and Xinjiang before concluding his trip.
EU approves plan to relocate 120,000 migrantsThe European Union has agreed to relocated 120-thousand migrants and refugees to different countries across the continent.
The move is intended to ease the strain on Greece, Italy and Hungary.
These are the three countries on the frontline of the flow of immigrants from the Middle East and Africa.
French Interior Minister Bernard Cazeneuve says the move is crucial in addressing the situation.
"Today's decisions are not only about relocalising 120,000 refugees across the European Union countries, they are also about the modalities to achieve a balance between generosity62, humanity and firmness, because without this balance it will not be possible for Europe to face this migratory63 situation."The Czech Republic, Slovakia, Romania and Hungary voted against accepting mandatory64 quotas65.
Under the EU's rules, a country that does not agree with a policy on migration66 has the right to appeal to the European Council.
The new re-location plan still has to be ratified67 by EU leaders later on this Wednesday in Brussels.
Some 480-thousand migrants have arrived in Europe so far this year.
This represents the largest flow of migrants on the continent since World War II.

Japan's Okinawa expresses objection over US military base at UN Human Rights CouncilThe Okinawa governor from Japan has attended the United Nations Human Rights Council in Geneva for the first time to address the issue of the relocation of the U.S. military base at Futenma.
Orateur Ong says the expansion of the military base violates the local environment and human rights.
Ong stresses that Okinawa people have the right to decide for themselves over the issue of U.S. military base rather than being abducted71 by Japanese and U.S. authorities.
U.S. military base at Futenma will be relocated to Henoko in Okinawa according to the agreement between the U.S. and Japanese governments.
Abbas meets Putin on Syrian crisisPalestinian President Mahmoud Abbas has sat down for talks with Russian President Vladimir Putin in Moscow.
Among other things, the two leaders have discussed the lingering conflict in Syria.
The Palestinian leader's time in Moscow comes just a day after Vladimir Putin met with Israeli Prime Minister Benjamin at the Kremlin.
Netanyahu's meeting was focused mostly on concerns about possible clashes between Israeli and Russian jets in Syria.

'Negative list' to go nationwide in China in 2018AnchorThe Chinese government has announced plans to implement37 its "negative list" approach to foreign investment across the country by 2018.
Authorities say this will go a long way toward making the Chinese market more accessible.
A "negative list" is an approach where specified81 areas are deemed off-limits to foreign investment.
Its considered much-less restrictive than a "positive list" approach, as anything not outlined on the "negative list" is available for investment.
A "negative list" system was first set up in the Shanghai Free Trade Zone 2-years ago.

ADB cuts GDP growth forecast for the regionAnchorThe Asian Development Bank is forecasting weaker growth in China this year is going to bring down growth throughout the rest of Asia.
The ADB has cut its GDP growth forecast for Asia to 5.8-percent this year.
This is down from the 6.3-percent the ADB originally forecast.

ReporterThe latest report released by the Asian Development Bank suggests the Chinese economy is expected to expand 6.8 percent this year.
This is down from the ADB's original forecast of 7.2-percent.
Asian Development Bank chief economist82 Wei Shang-jin says a slowdown in investment and weak exports, as well as a number of other factors, are bringing down economic growth in China.
"We expect in the next few years, Chinese working-aged population is shrinking roughly at a rate of 0.3 percent a year, holding everything else constant, this leads to a reduction in growth rate by 0.18 percent a year. so that's the fundamental thing. On top of that, continuously rising wage cost also gives you additional reason to see the slowdown."The bank has also cut the growth projection83 for Hong Kong's economy to 2.4 percent this year.
This is down from the 2.8 percent estimate for 2015.
Wei Shangjin says the slowdown of the mainland economy is the driving factor.
"The slow- down in the mainland economy has a huge impact on Hong Kong, because Hong Kong is the middleman of the mainland trade and investment. The two sides are closely intertwined as Hong Kong is the hub of finance and service. Mainland tourists are also a big source of Hong Kong's tourism industry. "The new ADB projections84 do suggest inflation throughout the developing countries in Asia is projected to slow down through the rest of the year.
The Bank is suggesting this is mostly due to lower global commodity prices.

China allows int'l banks to issue RMB bondsChinese regulators have announced they're allowing international commercial banks to issue RMB bonds for the first time.
HSBC and Bank of China's Hong Kong division have been given approval to issue RMB bonds in the interbank bond market.
HSBC has been authorized85 to issue bonds worth one billion yuan.
Bank of China Hong Kong is being allowed to issue 10 billion yuan worth of renminbi bonds.
LeTV wins exclusive broadcasting rights to EPLLeTV Sports has launched an online channel in Hong Kong.
As part of the launch, LeTV has purchased the rights to broadcast Premier League matches live on its digital platform in Hong Kong.
