Top NewsPremier Li calls for boosting positive momentum4 in China-Japan tiesChinese Premier Li Keqiang has met separately with Japanese Prime Minister Shinzo Abe as part of their time in Seoul.
Li Keqiang has told Abe China and Japan should properly handle their sensitive issues in bilateral6 ties, while always keeping a firm hold on their overall development strategies.
The meeting, held at the request of the Japanese side, came after the two sat down with South Korean President Park Geun-hye at the trilateral summit.
China-Japan ties hit new lows in 2012 and 2013 over territorial7 and historical issues.
Bilateral ties have slowly been recovering recovery since the two sides came to a four-point principled agreement in November of last year, which paved the way for an ice-breaking meeting between Chinese President Xi Jinping and Shinzo Abe just a few days later.
China-Japan-South Korea Leaders Holds Frank Talks in SeoulThis weekend's China-Japan-South Korea leaders' meetings have taken place in Seoul.
The session todsay resumes a trilateral mechanism8 which had been shelved for the past 3.5-years because of historical and territorial issues.
Following their just-concluded talks, Chinese Premier Li Keqiang, Japanese Prime Minister Shinzo Abe and South Korean President Park Geun-hye have all agreed to resume holding trilateral summits on a regular basis.
Premier Li Keqiang has also called for speedier negotiations9 for a trilateral Free Trade Agreement.
The Chinese Premier also says future cooperation needs to be based on the proper-handling of historic, territorial and other sensitive issues.
Meanwhile, Japanese Prime Shino Abe hopes to use outcome of this trilateral summit as a starting point when he hosts the next meeting this coming year.
Premier Li Keqiang has also held separate sessions with Park Geun-hye and Shino Abe.
All three are also attending a business summit as part of their time together.
For more on the resumption of the summit and some of the breakthroughs, CRI's Wang Mengzhen earlier spoke10 with  rofessor Shen Dingli with Fudan University.
China and South Korea vow11 to expand cooperationAnchor:
Ahead of the trilateral leaders session, Chinese Premier Li Keqiang also met separately with South Korean President Park Geun-hye, with the two promising12 to increase ties in various areas.
CRI's Li Jianhua has more.

A total of 17 business contracts and governmental accords have been signed at the witness of Chinese Premier Li Keqiang and South Korean President Park Geun-hye.
The documents cover various of fields including trade and economy, science and technology, environmental protection and people-to-people exchanges.
Premier Li Keqiang also highlighted the strategic partnership13 between China and South Korea.
In particular, he mentioned the integration14 of China's Belt and Road initiative, the "Made in China 2025" initiative, together with South Korea's Eurasia Initiative and the "3.0 strategy for manufacturing innovation."He also called on more effort from the two sides to explore third-party markets in the production capacity cooperation.
For her part, President Park Geun Hye said she hopes the ratifying15 process of the bilateral FTA can be fast-tracked and become effective at an early date.
She also said the two countries should continue to strengthen high-level exchanges and conduct dialogues in various fields.
"From this year on , I have met many times with Chinese leaders, including president Xi Jinpin, Premier Li Keqiang. The close exchanges between leaders of the two countries will help to improve the bilateral relationship and ensure regional peace and prosperity."Besides economic and trade cooperation, the two leaders also talked about regional situation.
Premier Li Keqiang said that he appreciated the efforts made by South Korea to ensure regional stability and prosperity.
"The visit aims to help boost bilateral ties between China and South Korea. At the same time, I will attend the 6th trilateral summit between China, South Korea and Japan. South Korea is the coordinator16 of the trilateral cooperation. I appreciate the contribution made by the president and her government to restart the China-South Korea-Japan meeting mechanism."The South Korean President said her country attaches great attention to China's important role in pushing forward the denuclearization on the Korean Peninsula and maintaining the regional peace and stability.

Li Keqiang Addresses Korean Business LeadersAs part of his time in Seoul, Chinese Premier Li Keqiang attended a session made up of around 200 South Korean business leaders.
In a speech during the session, Li Keqiang has focused on the impending17 implementation18 of the China-South Korea free trade zone.
"We also hope to vigourously boost, and mutually open, and harmoniously19 develop, the China-Korea free trade zone. After signing the free trade agreement, and going through the various domestic legal procedures in each of our countries, I am sure that it will effectively boost the development of trade between China and South Korea,"Both sides are hoping to have the new FTA take effect by the end of this year.
The South Korean parliament has begun a review of the pact20.
However, it is going to face tough scrutiny21 by a liberal opposition22 concerned about the impact it might have on South Korean agriculture.
But most observers expect the FTA will be approved by both South Korean and Chinese lawmakers.
The deal, reached a year ago and signed in June, will eliminate tariffs23 on 73-billion US dollars worth of South Korea's exports to China and 42-billion dollars from its imports from China.
China is South Korea's largest trading partner.
South Korea is China's third largest, behind only the EU and the United States.
Bilateral trade surpassed 235-billion US dollars last year.
No Survivors24 from Russian Airliner CrashAn official day of mourning is underway in Russia following the crash of a Russian airliner on Saturday in the Egyptian Sinai.
The 224 passangers and crew onboard are all confirmed dead following the crash, which took place around 20-minutes after the Metrojet flight took off from the Red Sea resort city of Sharm el-Sheikh early Saturday morning.
Officials from Russia have arrived on the scene of the crash to help Egyptian authorities sort out exactly what happened.
Initial indications are the plane may have run into technical problems.
However, the Islamic State is claiming credit for the plane crash.
This is something both Egyptian and Russian officials are dismissing.
Top Chinese leaders send messages of condolences over Russian plane crash in EgyptChinese President Xi Jinping has sent a message to the Kremlin following the crash of the Russian airliner in Egypt, which killed all 224 people onboard.
Xi Jinping has extended Chinese condolences to the victims' families.
At the same time, Chinese Premier Li Keqiang has also sent off a similar note to Russian Prime Minister Dmitry Medvedev.
Of the 224 people on the plane, all but three are Russian nationals.
Most of them are believed to be Russian tourists who were heading home after spending time in the resort city of Sharm el-Sheikh.
China's Revised Criminal Law Takes EffectAnchor:
Child abuse, cheating on exams and rumor25 mongering on social media are now officially criminal offenses26 here in China.
Ammendments to the Criminal Law in China have taken effect as of today.
CRI's Luo Wen has more.
Reporter:
Under the new amendments28, those convicted of abusing a child or an elderly person can face up to 3-years in prison, a move many here in China are applauding.
"Laws are supposed to protect the disadvantaged. Everyone will get old, and most people can have a child. It's most people's hope that our children and parents can live in peace. I think this ammendment to the law goes a long way toward achieving that."Abuse cases have been gaining more noteriety here in China the past few years, notably30 among children.
In a case just this past month, a kindergarten teacher in Henan was drummed out of her job after it was discovered she was forcing the children in her class to pose nude31 for photos.
But while these cases almost always ignite public outrage32, under the previous rules, most of the offenders33 would only end up losing their jobs or facing no more than administrative34 penalties.
Legal expert Ruan Qilin says the revision to the law has come at the right time, as society is beginning to change in China.
"Given that more and more Chinese will have to entrust35 public institutions to take care of their children and parents in the future due to their busy schedules, the timing36 of the amendment27 is significant."The ammendments to the Criminal Law, first adopted in August, also includes tougher punishments for those found cheating on state-level exams.
Instead of those found cheating having their scores invalidated, the new rules also include the possiblity of jail time.
Li Shishi is head of the National People's Congress Standing37 Committee's Legislative38 affairs division.
"Those who hire substitutes to sit exams for them or organize or facilitate cheating, such as providing cheating devices, substitute test-takers or leaking and spreading exam content will face criminal charges."Under the new law, students caught hiring test-takers may end up spending time behind bars.
Those who set up ways to people to cheat could be hit with up to 7-years in prison.
These rules only apply to state-level exams such as the national college entrance exam and the national public servant exam.
Meanwhile, the new changes to the Criminal Law also include heavier penalties for those caught spreading false information through social media.
Anyone found knowingly passing along false information through Weibo and Wechat can now face up to 7-years in prison.
This is up from the 3-year maximum set in 2013 by the Supreme40 People's Court.
Under the rules, microbloggers who knowingly post false or unverified claims which are viewed either 5-thousand times or forwarded 500-times can be sent to jail.
At the same time, the revised law now also lists the sexual assault of men as a crime, while the previous crime of sex with an underage prostitutes has been repealed41 and reclassified as rape42, bringing with it tougher sentencing guidelines for those convicted.

NPC considers law aimed at charity transparencyAnchor:
Chinese lawmakers are now mulling over the country's first ever charity law, in an effort to increase transparency among charities.
CRI's Guo Yan has more.
Reporter:
A draft being discussed by the National People's Congress would require charities to publicize clear information on their operations.
It says such information should be released at least once every three months.
Liu Zhenlai, one of the delegates to the top legislature, says such regulation is in accordance to increasing social demand.
"The public is concerned about the donation amount, how the donations are used and its efficiency and whether the donations really benefit people. Corruption43 and misconduct in charity have blown the reputation of charity career and had a bad influence in the society. Therefore I propose to emphasize the regulation of the charity behavior and fundraising, ensure transparency in charity and the public's supervision44 on charity."The charity sector45 in China has developed rapidly in the past decade, with the amount of donations ten times that of 10 years ago.
The sector has also been boosted by the Internet and the popularization of social media in recent years.
It's been reported that last August, posts on social media platforms about the Ice Bucket Challenge were read 4.5 billion times here in China, with some 8 million yuan, or 1.2 million US dollars being raised.
Lawmakers at the NPC session also believe that with the spread of online donation platforms, special stipulation46 on online fundraising is also necessary.
NPC delegate Sun Baoshu is one of them.
"The current draft mainly regulates and supervised the formal charity organizations, activities and trust with charity aims, which is relatively47 narrow in legislation. Actually charity is diversified49. A lot of informal charity organizations and activities exist in daily life, for example the online charity activities and some unregistered micro charity groups. So we should add the new content into the charity law."Social concerns on charity fraud have become a media highlight after a recent case in east China's Anhui Province.
A local resident in Anhui, named Li Juan was seriously bitten by a dog in a kennel50 owned by her boyfriend, Zhang Hongyu.
However, Zhang falsely claimed on the Internet that Li was hurt when trying to save a girl from dogs and raised about 800,000 yuan in donations.
Later, media investigations51 exposed the fraud and police detained Zhang.
NPC delegate Li Andong suggested that harsher punishment should also be included in the charity law.
"This case is not individual and similar cases happen now and again. In order to improve the charity environment, we should prohibit and punish such donation cheat behaviors. The current charity draft has included some regulations but not in focus. So I suggest clearly defining and providing this in the law."The draft under-debate also includes provisions to guarantee volunteer rights and ensure that charity groups, donors52 and beneficiaries enjoy taxation53 favors.
According to official numbers, China has nearly 3,000 registered nonprofit groups that manage charitable donations as of the end of 2012, up nearly 16 percent year on year.

China's PMI stays at 49.8 in OctoberNew stats are suggesting there may be a slight revival54 in China's manufacturing sector.
The latest Purchasing Managers Index for October has come in at 49.8.
This is the same figure as September.
However, Cai Jin with China Federation55 of Logistics and Purchasing says there are signs of improvement.
"Looking at the sub-index stats, we can see some positive signs in the manufacturing sector. The index covering new orders is picking up, which indicates that companies are becoming more confident. Production and business operations across the whole of the manufacturing sector are still operating well."The index for new orders has come in at 50.3 in October, a 0.1 increase from September.
50 is the line between contraction56 and expansion.
Meanwhile, analysis of the non-maunfaturing sector shows a slight slowdown through October.
The non-manufacturing PMI has come in at 53.1 in October, down from 53.4 in September.
Non-manufacturing PMI tracks business activity in the service and construction sectors57.
100,000 Commemorate58 Rabin, Wishing for PeaceAnchor:
Around 100-thousand people have gathered in Tel Aviv to commemorate late Israeli Prime Minister Yitzhak Rabin, 20-years after his assassination59, issuing a call for peace.
CRI's Zhao Jianfu has more.

"I, Military I.D. No. 30743, consider myself to be a soldier in the army of peace today. Today we are embarking60 on a battle which has no dead and no wounded, no blood and no anguish61. This is the only battle which is a pleasure to wage: the battle for peace."Over 20 years ago, then Israeli Prime Minister Yitzhak Rabin declaring his determination to achieve peace between the Israelis and Palestinians.
The Oslo Accords, which Rabin finalized62 with the Palestine Liberation Organization Chair Yasser Arafat, heralded63 in the 1990s as steps toward enduring peace.
However, Rabin was assassinated64 by a Jewish extremist on November 4, 1995, during a peace rally in Tel Aviv.
20 years later, some 100-thousand people have gathered at the site where Rabin was assassinated to remember the beloved leader at a time when tensions have been mounting for over a month in Israel and the Palestinian territories.
"He was a very positive person. He knew what he's doing. He has done all his life for our state. We are now in a very difficult situation, and he was one that fought for peace. If we won't remember him and go further with his policy, it will be very bad for us."Since the start of October, a series of attacks have brought the Israeli death toll65 to 10, while nearly 70 Palestinians have been shot dead by Israeli forces.
Among those who have attended the rally for Rabin are Israeli Arabs, who attended the rally, despite the current tensions.
"I'm not coming out of house as I used to, because our parents are not allowing us to go anywhere because of the attacks, the situation between us and the Jewish. We are here for Yitzhak Rabin that wanted to make peace between us and the Israelis. We just wish for the peace. We want the peace. We need the peace. We hope for the peace. We have the hope."Former US President Bill Clinton, who helped broker66 the Oslo Accords, spoke at the rally, urging Israelis to continue with the legacy67 of Rabin and pursue the goal of peace with the Palestinians.
"All of you now must decide how to finish his legacy, for the last chapter must be written by the people he gave his life to save and to nourish. The next step will be determined68 by whether you decide that Rabin was right, that you have to share the future with your neighbors, that you have to give their children a chance too, that you have to stand for peace, that the risks of peace are not as severe as the risks of walking away from it."Addressing the rally in a video message, US President Barack Obama says peace is necessary, just, and possible.
"Peace is necessary, because it's the only way to ensure true and lasting69 security for Israelis and Palestinians. Peace is just, the Jewish people have the right to live in their homeland, and Palestinians have the right to be a free people in their own land. And peace is possible, if both parties are willing to truly compromise and take risks for the only real solution - two states for two people, a democratic Jewish state living side by side in peace and security with a viable70, independent and sovereign Palestinian state."For CRI, I'm Zhao Jianfu.
A New York Restaurant Group to Introduce New Tipping PackageAnchor:
A major restaurant chain in New York has announced it's scrapping71 tips for all of its 13 full-service venues72 in a bid to introduce, what they describe, as fairer pay for all their employees.
Our William Denselow has more from New York.

"I'm going to have the mussels.""The mussels, ok great"Mina Ekhator has been waiting tables at Colors restaurant in New York since last year. Earning a base rate of $10 per hour without tips. And with many in the industry earning less than half that- she considers herself one of the lucky ones.
And Mina says staff shouldn't have to hope for a busy night to earn a decent wage.
"It's not good. It's very anxiety producing for the server and it even starts getting into dangerous lands where if someone if foreign people are a little hesitant to serve them because maybe they don't understand tipping culture."That's why CEO of Union Square Hospitality Group Danny Meyer wants to mix things up. While the group couldn't be reached for an interview- in a note sent to his 1,800 employees- Meyer states that hospitality is a team game and all staff should share in a restaurants success.
And he believes that eliminating tipping at his 13 full-service restaurants is the best way to achieve that.
And for Fet-ak Mam-doo (Fekkak Mamdouh) who co-founded the group Restaurant Opportunities Centers United- he says these workers deserve the same rights as any other profession.
"We are fighting the tip minimum wage, the $2.13 that exists. We want that to finish, we want to be like all other people that work in this country to have the same minimum wage. We want fair wage."Some estimate that servers at high-end restaurants in New York can earn upwards73 of six figures a year thanks to tips that often range between 15-20% per meal.
But Danny Meyer argues that all staff from hosts to dishwashers deserve a fair cut.
Now with his meals set to cost about 30% more to cover the loss in tips- Behavioral expert at New York University Lee Igel says he believes customers will be willing to swallow the cost.
"No matter how much we think people don't like change, we deal with it every day through a life span so changes come, it's actually pretty normal to experience some sort of change and when it comes to something like tipping, we'll all adjust."The Modern at the Museum of Modern Art is the first restaurant to cut tips in late November with Meyer's other establishments set to follow suit in the coming months. Now restaurant workers hope customers are willing to stomach the change.
For CRI, I'm William Denselow in New YorkPolls open in Turkish electionsVoters in Turkey are heading to the polls this Sunday to elect a new parliament.
This is the 2nd time this year the voters in Turkey are being asked to elect new lawmakers, and the results are going to be closely watched.
Most observers are suggesting the vote is likely to come out much the same as it did just 5-months ago, with the party of President Recep Tayyip Erdogan failing to secure a parliamentary majority.
A surge in support for a Kurdish-backed party during the last election was enough to put it in parliament, and stripped the Justice and Development Party of its hold on the majority.
Prime Minister Ahmet Davutoglu, who heads the Justice and Development Party in Parliament, says his administration wants to bring Turkey's internal strugle with the country's Kurdish minority to an end.
"Kurds no longer want to wage war. Our Kurdish citizens want to live as equals without any discrimination. They want tranquility, they want peace, they want safety. But they don't want weapons, bullets, mines, ditches, terror."The vote comes on the heels of last month's deadly bombing at the start of a pro-Kurdish peace rally in Ankara last month which left over 100 people dead.
Some polling going into this Sunday's vote is suggesting the Erdogan's Peace and Justice Party may have enough support to reclaim74 its majority.,A total of 16 political parties and 21 independent candidates are competing for the 500 seats in Turkey's parliament.

He's made the suggestion alongside South Korean President Park Geun-hye and Japanese Prime Minister Shinzo Abe following their leaders' meeting in Seoul this Sunday.
As part of that session, three have signed-off on a joint76 declaration, agreeing to resume regular trilateral summits.

Explosions, heavy gunfire occur in Somali capital, killing77 at least 12 killed: policeAt least 12 people have been killed in a car bombing outside a hotel in the Somali capital, Modadishu.
10 others have been hurt.
Local police say the bombing was followed by an armed attack inside the hotel.
Initial reports are suggesting a massive shoot-out has taken place among hotel security, police and an unknown number of attackers inside the hotel.
The al-Shabab militant78 group is claiming responsibility for the attack.

It's time for our weekly Sci-Tech feature.
In this week's report, we tell you how a chameleon's eyes are inspiring researchers when it comes to camera technology, as well as an unexpected discovery of oxygen molecules79 on a comet.
Here's CRI's WenjieReporter:
A group of Israeli biologists say they've managed to disprove a long-held belief that Chameleon's eyes work independently from one-another.
Doctor Hadas Ketter-Katz with the Department of Neurobiology at the University of Haifa say they've discovered a chameleon's eye-movements are actually co-ordinated.
"We assume that the brain controls each eye independently with independent units of eye movements but there is a higher level of control that can co-ordinate these two. So each eye knows exactly what the other eye sees and vice39 versa."Reserachers in Israel used a type of computer game to try to trick the chamelons by having a single object begin splitting apart on the screen, much like humans experience when they cross their eyes.
But instead of the chamelon's eyes focusing on the two separate objects, the researchers have found the animals would re-train their eyes on one target a nano-second before they snapped their tongues out at their would-be digital meal.
Ketter-Katz says their research could lead to breakthroughs in robotics and tracking technology.
"By our results here, our documented results here, some algorithm may be written in order to switch cameras around. It can be two, three multiple cameras, ten cameras, it doesn't matter, with a different scan pattern according to the scan pattern of the chameleons80 which is proved to be very efficient."Chamelons are some of the more advanced predators81 in the animal kingdom, given their unique eyes and their ability to change their skin color to blend in with their surroundings.
==A pair of entrepreneurs who started out as would-be treasure hunters are now taking the next steps in the development of technology which can allow people to personally explore ocean depths once only accessible to those with high-tech82 equipment.
"There was this story that there was a robbery and gold was thrown to the bottom of this underwater cave and all of these treasure hunters and scuba83 divers48, no one was able to get to the bottom, so Eric has this big idea that he was going to build this underwater robot to go explore."David Lang is the co-founder of Open ROV.
He and partner Eric Stackpole have set up Open ROV to manufacture underwater drones.
Their latest project, Trident, uses smartphone technology to allow a drone to send video signals, temperature information, depth and directions to a user through a tether tied to a buoy84 floating at the surface.
David Lang says while they're designing their technology for the average person to use, he says professional ocean researchers are starting to use their cut-rate technology.
"Ocean science and exploration is really tragically85 underfunded and there are all sorts of people that are stuck in this post-docalypse who are trying to get the research done with very limited budgets and so this tool has become great for them."Open ROV's projects have been financed through some 740-thousand US dollars they've raised using the crowdfunding website Kickstarter.
==A district in the city of Malmo, Sweden has been transformed into a green area thanks to a series of green projects.
Local homes in the area are being installed with wind turbines and solar panels, which provide electricity and district heating.
People living in the homes are able to use an app to monitor how much energy they're consuming.
The app also controls lighting86 and heating inside their homes.
Even though each house is not entirely87 self-sustainable, the mix of self-produced electricity is helping88 reduce each home's carbon footprint.
Christer Larsson is the planning director for the city of Malmo.
"100 percent renewable energy sources, locally produced, in a very interesting energy system with the aquifer89, the windmills, solar panels, photovoltaics and so on. But if we are talking about the district as a whole, the 100 hectares, we are not really ready there. But we have a goal that the city as a whole should be climate neutral at 2030."Over the past 15 years, the West Harbor district of Malmo has won several prestigious90 awards, including the UN-Habitat Award in 2010, as well as first prize in the Livable Communities Awards in 2007.
==An Australian charity is using dogs to make a difference in the health of elderly patients and people with disabilities.
The idea is that the simple act of petting a friendly dog can reduce stress and make patients' lives a little better.
Sue Jennings is a volunteer who brings her therapy dog to the Emmerton Park Aged29 Care center in the community of Smithton in northwestern Tasmania.
"Tash is really good. She's quite happy to work the crowd for a pat." "They love having a pat with the dogs. It's a well known thing that if people can stroke and pat dogs, particularly in their last few years, that it's beneficial to their health."Emmerton Park Leisure and Lifestyle coordinator Dave Dunkerley says these dogs are especially helpful for patients with dementia.
"Particularly with dementia you can get some undesirable91 behaviours at times. Of course they can't help it, but the dogs tend to lessen92 the behaviours."While there are plenty of therapy dogs in the south of Tasmania, there are still a significant lack of therapy dog teams in the north of the Australian island-province.
==The European Space Agency has announced its has detected oxygen molecules coming from a comet.
The unexpected discovery may challenge theories about the formation of the Solar System.
European space officials say they believe the oxygen molecules were absorbed into the comet during its formation.
It would represent the first time oxygen molecules have been found coming from a comet.
Researchers say more experiments will be needed to determine what the detection of the oxygen really means.
==UK scientists are building a device to collect samples from the ocean's "twilight93 zone," and suggest their research may shed light on how to better predict climate change.
The so-called "Twilight zone" is an area between 100 and 1000 metres below the surface of the ocean, which doesn't get any sunlight.
Dr Stephanie Henson with a climate-change research team in the UK says they're hoping to build an instrument that can help them collect "marine94 snow.""Marine snow is composed of dead phytoplankton which sort of clump95 together to form flakes96 and then they're heavy enough to sink down into the deep ocean. It can also be formed of little animals which eat the little plants and then they poop out that carbon, and then their faecal pellets are very heavy and they sink down to the bottom of the ocean, also carrying lots of carbon with them."The research team has invented a device called a PELAGRA to collect the samples, and are planning to test the robotic device in two separate missions in the Southern Atlantic.
They hope the research will provide a better understanding of how important it is to remove CO2 from the air.
The UK team says they hope their work may also lead to more advanced computer climate models that can more accurately97 predict future climate change.
