A 10-billion-U.S. dollar financing package has been announced by Chinese Premier Li Keqiang, who has been attending meetings between China and ASEAN in Malaysia.

The Chinese premier has also called on China and ASEAN to explore production cooperation in areas including engineering, electricity, building materials, and telecommunications.

Addressing the 18th China-ASEAN leaders' meeting in Kuala Lumpur, Premier Li Keqiang started by hailing the achievements in bilateral6 trade and cultural exchange against the backdrop of a global slowdown.
"During the downturn in international trade, bilateral trade volume between China and ASEAN in the January-October period reached 379.2 billion U.S. dollars, with mutual7 investment exceeding 150 billion U.S. dollars. The number of exchange students between the two sides exceeded 180,000."Upon his arrival on Friday, Li Keqiang said China and the ASEAN countries have linked destinies, shared interests and feelings.
As ASEAN's biggest trading partner, Li Keqiang pledged that China will deepen diplomatic ties with the bloc8.
"China always considers its relations with ASEAN as the priority in China's diplomacy9 with its neighbours. China firmly supports the improvement of ASEAN's integration and the establishment of an ASEAN community, and supports ASEAN's central position in regional co-operation."The ASEAN Community, comprised of political-security, economic and socio-cultural pillars, is expected to take shape by the end of this year.
Founded in 1967, ASEAN consists of 10 countries in Southeastern Asia.
Seven of them are continental10 or maritime11 neighbors of China.
And China was the first country to establish a strategic partnership12 with ASEAN, and the first non-ASEAN signatory to the ASEAN Treaty of Amity13 and Cooperation.
Malaysia holds the ASEAN rotating chair this year.
Malaysian Prime Minister Najib Razak says China's continued support and contribution to regional initiatives are proof of its commitment to the region.
"China's continuous support for ASEAN-China co-operation is self-evident. Further, China's substantial contribution to regional initiatives, including closer ASEAN integration, to the master plan on ASEAN connectivity, as well as to narrow the development divide within ASEAN through the initiative of ASEAN integration, are further testimony14 to China's commitment to the region."Discussions at Saturday's meeting also focused on ways to upgrade the China-ASEAN free trade area, promote Regional Comprehensive Economic Partnership and implement15 the China-proposed 21st Century Maritime Silk Road initiative.

Addressing the China-ASEAN leaders' meeting, Premier Li Keqiang said freedom of navigation in the South China Sea in line with international laws has never been hindered.
Li also expressed that China has been willing to conclude a Code of Conduct in the South China Sea with ASEAN members on the basis of consensus16.
He called for all sides to expand common interests and narrow differences.
Li Announces Funds for MH370China is going to offer 15 million U.S. dollars to help continue the multinational search for missing Malaysia Airlines Flight MH370.
Premier Li Keqiang made the announcement while meeting with Australian Prime Minister Malcolm Turnbull on the sidelines of a series of regional summits.
Li calls on Malaysia and Australia to maintain effective communication with China over the search for the missing jetliner.
The flight disappeared in March of last year while heading from Kuala Lumpur to Beijing, with 239 people on board, most of them Chinese.
The Malaysian government later confirmed that an aircraft flaperon found on the island of Reunion in the Indian Ocean belonged to the missing flight.
During the meeting with the Australian Prime Minister, Li also called on the two countries to deepen bilateral cooperation and raise the level of mutual investment.
Chinese, Lao leaders congratulate on successful launch of communications satelliteChinese President Xi Jinping and his Lao counterpart, Choummaly Sayasone, have sent each other congratulatory messages to mark the successful launch of a Lao communications satellite on a Chinese carrier rocket.
President Xi says it ushers17 in a new era of cooperation between developing countries in the field of astronautics, and will promote economic development, improve people's livelihoods18, and facilitate social progress in Laos.
Lao's President says he appreciates China for what it did to complete this project and thinks LauSat-1 will make an important contribution to economic and social development in Laos.
Zhou Zhicheng, chief engineer of LaoSat-1, says the satellite will play an important role for the country.
"The service area of the communications satellite covers Laos and some neighboring countries. The c-band satellite we are widely using in China has a wider coverage19 of the countries along the maritime Silk Road. We improved the satellite's functionality, cost performance and the power system capacity for a country like Laos."The satellite was launched on Saturday at the Xichang Satellite Launch Center in southwest China's Sichuan Province.
Search for missing miner continues after coal mine fire in NE ChinaRescuers are searching for a missing coal miner after a fire in Heilongjiang province in northeast China on Saturday that killed 21 other workers.
Hao Fukun, the president of Heilongjiang Longmei Group, the mine's owner, said the missing miner's location has already been confirmed.
"Currently, 21 have died, one is still missing. We have a confirmed location for the missing person. We're trying our best to locate him."The mine is in the city of Jixi, which is located near China's border with both Russia and North Korea.
38 men were working underground when the fire broke out on Friday night.
16 of them managed to make it out.
One of the miners who escaped, Liu Niande, recalled what was happening at that time.
"One co-worker came over and said there is a lot of smoke inside, and would not let us in. So I led my co-workers to the cart at section two, and we got out."Liu added that the group he was working with was located above the site of the fire.
SUVs Sales Boom in China Auto21 MarketAnchor:
The ongoing22 Guangzhou Auto Show in southern China has seen a growing demand for sport-utility vehicles (SUVs) from Chinese customers.

The Guanghzhou Auto Show, one of China's biggest auto shows, is getting underway.
Domestic and foreign players in the auto market are taking part in the event, putting the spotlight23 on SUVs.
Yale Zhang, Automotive Foresight24's Managing Director, says many auto brands, such as Ford's Everest and Great Wall Motor Co's Haval H7, have shifted their focus to larger SUVs, especially since China scrapped26 the one-child policy:
"We clearly see a lot of families want to shift from sedans to SUVs because of their safety, comfort and also bigger room. Because now you will have a family, you have a child, you know SUV obviously is better. Even if you have two kids, SUV looks better than a sedan. So this is one of the reason why SUV in China is very popular and still growing."In the year through October, sales of SUVs surged 46 percent year-on-year in a broader market that grew 1.5 percent.
According to Automotive Foresight, a market and industry research company, 32 new SUV models are expected to be released in China for 2015.
Wu Song, General Manager of Guangzhou Automobile28 Group (GAC Motor), says he expects Chinese brands will hit a big growth in the auto market next year, despite the country's slowest economic growth in decades:
"Next year the speed of the Chinese auto market's growth will be roughly the same as this year. I estimate it will also be a small increase. But the structure of consumption will undergo a deep change, like it has this year. From January to October the market grew six percent, but for Chinese brands the growth was higher. So I think next year the car market will grow by ten percent or less, I'd estimate at the level of five to six percent,"Meanwhile, China's official stats show that car prices dropped 3.4 percent in the first nine months of this year, outpacing the 1.2 percent decline for passenger vehicles overall.
HIS Automotive, an interests group for car manufacturers, predicts car sales growth is expected to slip to 11 percent next year.
Analysts29 at Fitch Ratings, an international ratings agency, warns that new SUVs will have a tougher time commanding fat profit margins30 they may have enjoyed in recent years.
Automotive Foresight's Yale Zhang, however, disagrees, saying there is still room for growth in the Chinese market, especially in big cities:
"The market actually slow down a little bit this year because of the economy and also the stock market crisis. But overall the market has not really been saturated31. It probably is in some larger cities, but in the majority of China cities there are plenty of room for the automobiles32 to grow further,"Carmakers like Volkswagen have expressed eagerness to expand investment in the Chinese market, with six new locally made models to be launched in the next three to four years.

Chinese youth delegation33 visits India for exchange programA Chinese youth delegation is now visiting India for a week-long China-India youth exchange program.
186 delegates from 29 provinces and cities of China converged34 in the South Asian country on Tuesday. They are currently visiting New Delhi, Calcutta, Bombay and three other Indian cities.
The youth exchange program between China and India started in 2006, with each side sending 100 youths a year.
Liu Jinsong, minister counselor35 with the Chinese Embassy in India, attributes the two countries' profound friendship to continuous efforts made by young people.
"From ancient times to today, the friendship between China and India is actually promoted by young people. Xuanzang arrived in India at the age of 29. Zheng He led his expedition to the Indian Ocean at the age of 35. When Dwarkanath Shantaram Kotnis went to the north Shaanxi to support China's War of Resistance Against Japanese Aggression36, he was only 28 years old. And he died at the age of 32. So we can say that young people have made continuous efforts to deepen the friendship between China and India."China and India issued a joint37 statement last year during Chinese President Xi Jinping's visit to India, fully38 appreciating the significance of the youth exchange in promoting mutual understanding.
The two countries also expanded the size of the youth delegation from each side to the current 200 members.
So far 3-thousand youths have participated in the exchange program.
Hong Kong to foster IT industry with new bureau establishedAnchor:
Officials in Hong Kong are hoping the formal establishment of a new Innovation and Technology Bureau will help bolster39 the city's IT industry, which has been losing ground for years to the city's neighbor on the mainland side of the border.
CRI's Hong Kong correspondent Li Jing has more.

After three years of filibustering40 at the Legislative41 Council, the Innovation and Technology Bureau was finally established in Hong Kong on Friday.
It's going to be responsible for formulating42 policies connected to the IT sector43.
Nicholas Yang has been approved by the State Council as the new chief of the Bureau.
"Hong Kong has to catch up in the IT sector. We have a lot of work to do. People in Hong Kong are smart, and we are not afraid of failing. I am ready to assist Hong Kong to take its slice of the cake in global innovation and technological44 development, making us a real 'super connector'. "Due to the infighting among Hong Kong lawmakers over the past few years over how to fund the new bureau, many IT companies have opted45 to take their business across the border to Shenzhen.
Around 35-percent of Shenzhen's overall GDP is now made through the IT sector.
Hong Kong Chief Executive CY Leung says the long-awaited creation of the Innovation and Technology Bureau should help Hong Kong become more competitive with Shenzhen, but admits its not going to happen overnight.
"I really hope we could have taken the first step three years ago, but it's better late than never. It takes years to foster a new industry sector such as innovation and technology, and setbacks should be expected along the way. So even though we have the Bureau and the Secretary now, short-term success is not guaranteed."Professor Tony Chan, President of the Hong Kong University of Science and Technology, says the new bureau is should help both Hong Kong's economy, and his institution as well.
"It sends out the message that Hong Kong has potential in technology and innovation. If not, why would big companies and multinational companies invest here? I hope the Bureau can create a good environment, so that students are willing to study courses at HKUST connected to IT development. It should also make it easier for those graduates to get a job. It is a win-win situation. "CY Leung first proposed the idea of a new Innovation and Technology Bureau when he first came to office in 2012.
A motion to set up the Bureau was passed in October of last year, but the budgeting for it wasn't approved in time.
The process was restarted earlier this year, with approval for the new bureau once-again coming in June.
However, another battle over its funding wasn't solved until earlier this month.
In the end, Legco has approved 37-million HK dollars a year on staffing, as well as $30 million HK dollars on operational funding.
This is around 9-million US dollars in total.

Belgium on highest alert for terror attacksBelgium has raised the terror alert in Brussels to the fourth tier, the most serious warning on possible terror attacks in the region.
The Federal Public Service raised the terror alert citing the risk of possible armed terror attacks similar to those in Paris.
Authorities shut down the entire subway network in Brussels, rerouted tram services, and called off large events in public areas.
Local business owners said that stepped-up security measures have relieved their fear of terror attacks but it has caused a sharp drop in business.
Michelle, a street vendor46, said local residents were told to avoid going to crowded places such as shopping malls.
"Look around and you'll see that the number of customers here is almost the same as the vendors47. The government required people to stay at home, and subway services have been suspended. Indeed, customer numbers have dropped."The heavy presence of security forces can be seen on the streets across Brussels.
Authorities will decide on Sunday afternoon whether to lift the alert and reopen metro48 services in the Brussels region after hearing an evaluation49 report on the terror threat from the Coordination50 Body for Threat Analysis.
UK Sec of State says UK is a target of IS groupUK Foreign Secretary Philip Hammond says the UK is a target of the Islamic State group.

Russia intensifies60 air strikes on IS in SyriaLocal media reports say Russian warplanes carried out over 70 strikes against the positions of the Islamic State (IS) in central Syria on Saturday.
The report says the strikes targeted the IS positions in the province of Homs, describing the airstrikes as "intensified61."The Russian jet fighters also targeted rebel-held areas in the southern province of Daraa.

Technicians installed and tested the "retina" of the Five hundred meter Aperture80 Spherical81 Telescope, or FAST, on Saturday.
They lifted a 30-ton feed cabin above a half-finished dish-like reflector measuring 500 meters in diameter.
Once completed, the cabin will be suspended 140 to 160 meters above the reflector made up of over 44-hundred panels.

It's time now to check in with what's been happening this week in the science and technology sector.
In this edition of our Sci-Tech report, a Chinese supercomputer keeps its crown, and forecasters warn that this year's El Nino effect is one of the worst they've seen in a long time.

China's Tianhe-2 supercomputer has retained its position as the world's most powerful system for the sixth consecutive82 time in the latest ranking.
According to the biannual83 Top 500 list of supercomputers released on Monday, Tianhe-2, or Milky84 Way--2, won the title with a performance of 33.86 petaflops per second.
The Chinese system is almost twice as fast as the next on the list, Titan of the U.S. Department of Energy.
A supercomputer is some 3,000 times faster than a personal computer, and with its tens of thousands of computing85 cores, it is capable of doing simulation calculations and value simulations and therefore solving sophisticated problems.
Qin Yong is the director of the high-tech86 development and industrialization department under the Ministry of Science and Technology.
"Supercomputers are an important and large-scale infrastructure. Now China has built several supercomputer centers, which are playing an important role in China's economic and social development and national security. "China has seen an increasing number of supercomputer systems making it onto the top500 list.
In the latest list, China has 109 systems, while the United States has 201.
The 17th China Hi-tech Fair has just come to an end in Shenzhen in south China's Guangdong Province.
For the first time, the six-day fair set up a specific exhibition area for countries geographically87 related to China's "Belt and Road" initiative.
Twenty-one countries sent exhibitors to the fair, including such newcomers as Kenya, Estonia and Greece.

The World Health Organization has said that people across the world are alarmingly confused about the role of antibiotics91, and that this ignorance is fuelling the rise of drug-resistant superbugs.
Margaret Chan, Director-General of the WHO said on Monday that the problem is an increasingly worldwide one.
"The rise of antibiotic90 resistance is a global crisis. More and more governments recognise the importance of this issue and as one of the greatest threats to health today. The threat is easy to describe - Antimicrobial resistance is on the rise in every region of the world."Over-use and misuse92 of antibiotics exacerbates93 the development of drug-resistant bacteria, often called superbugs.
The WHO said around a third of people surveyed wrongly believed they should stop taking antibiotics when they feel better, rather than completing the prescribed treatment course.
WHO's special representative for antimicrobial resistance, Keiji Fukuda, stressed the urgent need to improve understanding around antibiotic resistance.
"The reason why this is so important is that, this overuse and this misuse of these medicines, is taking what happens normally, resistance can't develop normally; it's just really accelerating the process. It's really jumping it up to a much faster speed."The United Nations health agency said 64 percent of those asked believed wrongly that penicillin-based drugs and other antibiotics can treat colds and flu, despite the fact such medicines have no impact on viruses.
Experts urged doctors to dissuade95 patients from demanding antibiotics for infections they can't treat, and persuade them to use the drugs strictly96 according to prescriptions97.
Facebook is providing a boost for Google searches, allowing data from its mobile app to show up in a Google search.
For users, that means that Google search results on smartphones will display content from Facebook's app, including public profile information.
The listings will appear as "deep links" that will take users to the relevant part of the Facebook app, the spokeswoman said.
Google can't show content shared through logged-in and private Facebook app sessions.
It means it is still locked out of most information inside the Facebook's social network.
For those searches, users will have to use Facebook's search service, which it recently updated.
Chinese tech giant Huawei has demonstrated a new battery prototype in the last week.
It's claimed the new lithium-ion battery can charge devices to 48 percent capacity in just five minutes.
The company also showed off a second battery, which is slightly larger than one you might find in a smartwatch.
It can charge to 68 percent in just two minutes.
Huawei says its new battery innovations will allow for faster charging times without the risk of damaging or limiting the lifetime of the battery.
Motorola, HTC, and Samsung have introduced quick-charging technologies of their own, but there have been questions about whether that technology shortens a battery's lifespan.
Huawei's fast-charging batteries are not yet available to consumers.
The UN weather agency has warned that this year's "El Nino" phenomenon is the worst in more than 15 years.
World Meteorological Association chief Michel Jarraud said that this El Nino which resurfaced a few months ago has already caused severe droughts and flooding. And it is expected to become even more powerful by the end of the year.
"As I said there is a very strong one which is under way, the surface temperature in the equatorial…in the east-central tropical Pacific Ocean is exceeding 2 degrees Celsius above the normal temperature and that means that this El Nino is one of the three strongest for more than 50 years."WMO published its El Nino update ahead of a conference in New York Tuesday on the climate pattern, and just weeks before a global summit in Paris tasked with sealing a climate change pact94.
El Nino is triggered by a warming in sea surface temperatures in the Pacific Ocean. It can cause unusually heavy rains and severe droughts.
The phenomenon usually leaves countries like India, Indonesia and Australia drier, increasing chances of wildfires and lower crop production.
The UN also warned that El Nino could significantly increase the number of people going hungry.
Countries like Sudan, Eritrea, Ethiopia and Djibouti are expected to see drier conditions, and others, including Kenya, Somalia and Uganda are at risk of floods.
Australia based researchers have cracked the genetic98 code that explains the unique qualities of an Australian native tobacco plant.
Researchers from The Queensland University of Technology have found the plant 'Pijuri' has survived some 750-thousand years, in remote environments, despite having no immune system.
The scientists discovered that in the hostile desert environment, disease was less of a threat to the plant than drought.
So an immune system wasn't as important as the ability to reproduce quickly.
The really exciting part of the discovery is identifying the gene27 that turns off the immune system.
Peter Waterhouse, plant geneticist, is with the QUT.
"They've got this gene that's been switched off and this is giving it these magical properties."Having no immune system means the plant is ideal for research.
"It has this fabulous99 property of taking a gene from virtually anywhere that you can, when you put it in the plant, and it accepts it and expresses it, so it rapidly speeds up our research."Researchers testing genes100 or developing antibodies can get a result in just four days instead of having to wait for a year.
The researchers hope that the plant could open up possibilities for growing food in much more unusual environments - such as space.

Guangzhou Evergrande claimed its second AFC Champions League title in three years by defeating Al Ahli 1-0 on Saturday.
Tianhe Sport Center was the setting for the 2015 AFC Final between hosts Guangzhou and Al Ahli of the United Arab Emirates.
Guangzhou had held Al Ahli to a goalless draw in the first leg of the tournament in Dubai and was looking to win the second leg here in China.
In a goalless first half, things looked grim for the Chinese team, but Guangzhou found its rhythm in the latter half of the game and finally scored a goal.
Evegrande was able to defend, and held on for the win.

Novak Djokovic has continued the best season of his career with a victory over Rafael Nadal, 6-3, 6-3 in London on Saturday.

In the match against Nadal, Djokovic made quick work of the Spaniard to close out the semi-final match.

Doping addressed at European Olympic meeting in PragueIn Olympic news:
The World Anti Doping Agency better known as WADA announced on Saturday that there is a strong call from international athletes to enhance drug testing.
The issue was brought up during the European Olympic committee's meeting in Prague.
WADA's European director Frederic Donze addressed the issue to all those in attendance.
"There was a really strong call from our constituents103 which are, as you probably know composed in equal parts by Olympic movement and governments of the world, to strengthen WADA's comprehensive code compliance104 monitoring process. There was in particular a strong call from athletes around the table and WADA's athlete committee for WADA to further enhance the process of monitoring compliance of all sports and all countries around the world."This came after International Olympic Committee proposed on Friday to create independent testing and professional intelligence units for WADA.
The proposal also stated that doping sanctions should be given by a Court of Arbitration105, rather than bodies similar to WADA.
