Top NewsHigh-speed Railway Becomes Highlight of China-CEE CooperationWith the meeting among China and 16 Central and Eastern European countries having concluded in Suzhou, cooperation on developing high-speed railway technologies has been highlighted.
It comes as leaders from CEE countries joined Chinese Premier4 Li Keqiang on a high-speed train ride from Suzhou to Shanghai following the morning session of the China-CEE summit.
The CRH380A, China's most advanced bullet train, has a maximum speed of 486 kilometers per hour. The 25-minute trip took the leaders from the garden city of Suzhou to financial hub of Shanghai, 100 kilometers away,Premier Li used the train ride as a showcase for future cooperation between China and CEE countries.
"The development of China's high-speed rail is a symbol of our advanced equipment technology. We have already signed deals this week with both Hungary and Serbia on railway construction. Negotiations5 on other projects of their kind are also underway. As such, we think there is massive potential for cooperation in the area."Meantime, Romanian Vice6 Prime Minister Costin Borc has voiced support and welcome towards Premier Li's proposals of building a '16+1' cooperative framework during the summit.
"Romania welcomes all those proposals by Premier Li which includes one major goal and six directions for development. All nations in the region should not only enhance cooperation on big projects, but also eye the development of medium and small enterprises. Romania is very interested in Premier Li's cooperation initiative among port areas in Adriatic-Baltic-Black Sea region, we also hope that we enhance cooperation on infrastructure7 construction between the ports including railways and roads."The framework means keeping the building of an open, inclusive, win-win partnership8 as a goal, while deepening cooperation in 6 major areas.
Borc also hailed the current '16+1' framework since it has boosted regional cooperation among CEE nations.

Xi to Visit France, AfricaIt has been announced that Chinese President Xi Jinping will attend the Paris Climate Conference later this month.
He will then head to Africa for state visits to Zimbabwe and South Africa and a China-Africa summit in Johannesburg.
CRI's Luo Wen has more.
The Paris conference is set to open on November 30.
President Xi Jinping will attend the opening ceremony and express China's proposals on countering climate change.
Vice Foreign Minister Liu Zhenmin said the conference should be realistic about the different capabilities10 and responsibilities among developed and developing countries.
"China hopes the meeting will stick to the principles outlined in the United Nations Framework Convention on Climate Change. The principles of equity11, common but differentiated12 responsibilities and respective capabilities should be highlighted as they reflect the fact that developed countries have made a greater historical contribution to climate change."Liu Zhenmin also suggested the conference push for more concrete actions from developed countries, who are expected to honor their commitments to offer financing and technology to developing countries.
During his time in Paris, Xi Jinping is also scheduled to meet with US President Barack Obama and his French counterpart Francois Hollande.
After leaving Paris, President Xi will pay a state visit to Zimbabwe from Dec. 1 to 2 at the invitation of Zimbabwean President Robert Mugabe.
The last stop of his trip will be South Africa where he will pay a state visit and chair the Forum13 on China-Africa Cooperation in Johannesburg.
At the summit, China will announce a package of initiatives aimed at boosting agricultural and industrial development in Africa.
Vice Commerce Minister Qian Keming said the meeting will set the direction for China-Africa cooperation in the future.
"We spent nearly a year making the plans with adherence14 to principles of mutual15 benefits. We hope and believe that the new plans will help integrate the development strategies of China and African countries."Peace-keeping and security are also expected to be discussed at the summit.
The forum itself was launched 15 years ago.
It has become as an important driver for China-Africa cooperation in various areas.
The session in Johannesburg will be the second FOCAC summit since it was established.
The last one was held in Beijing in 2006.
It will be Xi's second trip to Africa as president.
In March 2013, he visited Tanzania, South Africa and the Republic of Congo on his first overseas tour, only weeks after taking office.

New Regulations Bar Civil servants from heading trade associationsChinese authorities have laid out a set of new plans to sever16 the link between governments and trade associations.
The move is expected to give more independence to trade associations.
CRI'S Guo Yan reports.
Under the new plans, active civil servants in China will not be employed as heads of national trade associations.
And no ranks of administrative17 title will be given to the heads of national trade associations.
The plans also say that heads of national trade associations should serve a maximum term of five years with no more than two consecutive18 terms.
Professor Wang Conghu with the School of Public Administration and Policy at Renmin University says the move will help improve the management of trade associations.
"Heads of national trade associations are to be selected based on their expertise19 in relevant industries in line with the internal governance procedures of the associations. There will be no more direct appointment from government departments in the future. So this is likely to be a big change."The number of trade associations in China now stands at 70-thousand, compared with less than 1-thousand in late 1970s, covering almost all sectors20 of the national economy.
However, some of these trade organizations are over-staffed and run by retired21 government officials, who act more like semi-official government regulators than organizers and leaders of industry.
Zhu Lijia, professor with the Public Administration Department at Chinese Academy of Governance says reforms are needed to remedy the situation.
"Trade associations are set to realize socialized and market-oriented development. It's an in-evitable trend to disconnect them with administrative authorities. After the disconnection, they need to carry out further structural22 reforms and better serve the society and the market."After the disconnection, the government is expected to take on a new role of coordinating23 the relationship between associations, enterprises and the market.
Mao Shoulong, with the Academy of Public Policy at Renmin University suggests the government enhance management through related laws and regulations:
"The government needs to manage the trade organizations with a lawful24 approach. Governments and trade associations are equals instead of superior and subordinate. "The new plans come after the State Council, China's cabinet, released a circular on government-linked trade associations in July, aiming to distribute power and duties and empower industries to regulate themselves.
A pilot program has been set up and will expand to cover more organizations in the coming years.
It's estimated that after full implementation25 of the plans, tens of thousands of government officials, including over one hundred ministerial-level officials will have to resign from trade associations.

Better Management Urged for AirlinesNew calls are being made for China's airlines to improve their ability to handle emergencies.
The move follows complaints over the failure of China Southern Airlines to help a sick passenger.
CRI's Yu Yang reports.
The patient, a journalist from northeastern Liaoning Province, suddenly fell ill on a flight from Shenyang to Beijing on November 9.
"My stomach started to ache less than 10 minutes after we took off. It developed quickly and I realized I had to call an ambulance. Around 40 minutes later, the painfulness had made me nearly unable to move."But it was just the start of what the patient had to suffer.
After landing at Beijing Capital Airport, the man had to spend another 50 minutes waiting for the cabin door to be opened.
And what further surprised him was that neither the flight crew nor the ambulance workers were willing to carry him off the plane, and he had to climb down to the ambulance by himself despite the intense pain.
"It's hard to believe. It seemed that they only focused on arguing who should do the work while I had been forgotten. Finally, I told them I would get off the plane by myself. I could only move crouching26 like an ape. Nobody gave me help, they were maybe afraid of being held responsible if I got worse during that process."The man was finally diagnosed with acute intestinal27 obstruction28 and underwent emergency surgery to cut out part of his intestine29.
He then tweeted his experience on Weibo and received millions of views.
Both China Southern and the airport hospital that sent the ambulance have apologised, but neither has accepted that carrying the patient was part of their work.
You Zhibin from the Chinese Academy of Governance says the medical staff would have been the best people to do it.
"It should be the duty of the ambulance staff to carry the patient, according to the national guidelines on pre-hospital therapy that was issued in February last year. They would have had better medical knowledge than the air crew."But some industry insiders argue it's hard to tell who should have been responsible since there is no guideline in the industry for handling such a case.
However, Peng Zongchao with Tsinghua University suggested humanity outweighs30 anything else in such a situation.
"The lack of a detailed31 code of conduct for industry employees leaves room for them to argue. But facing a patient in need of urgent help, they should consider more how to lend a hand than how to avoid possible responsibility."An internal investigation32 by China Southern has found the aircraft suffered a malfunction33 on its brake system after landing, so the air crew had to wait for a tow truck to take it to the apron34, as well as for an order from air controllers before opening the cabin door.
Wang Yanan, editor in chief with Aerospace35 Knowledge magazine, is urging the airlines and airport to do more to improve procedures for dealing36 with unexpected emergencies like this.
"Both the airline and the airport have their own emergency plans. But both should reflect on whether the plans were well implemented37 in this case and whether they need improvements. It's also necessary for them to better prepare for unexpected situations such as how to help a passenger outside the apron."China Southern Airlines has said it will negotiate with the medical workers at the airport to improve the process of handing over patients.

No Turkish Warning Before Bomber Jet Crash: Russian AirmanThe surviving crew member of the Russian bomber downed by Turkey said the plane had not entered Turkish territory, adding that it had received no warnings from Turkey before it was shot down.
CRI's Victor Ning has more.
Russia's Defense38 Ministry39 says preliminary data showed that the plane's pilot and a soldier sent to rescue the crew have died. However, Russian Air Force Navigator Konstantin Murakhtin survived the crash after he auto-ejected from the plane. Moscow says he was then rescued by Russian and Syrian Special Forces.
Murakhtin said in an interview on Wednesday that he was familiar with the terrain40 he was flying over, and denied it was violating Turkish airspace when it was shot down.
"All our flight before the missile blew up was under my total control. I perfectly41 saw where we were and where was the Turkish border, both on the map and on the ground. There was no threat of violating the Turkish border."Turkey had previously42 claimed that the Russian jet was warned ten times before it was shot down. But Navigator Murakhtin denied that statement.
"In actual fact, there were no warnings at all, neither by radio, nor visually. There were no contacts whatsoever43. That is why we were taking a military route in normal mode. You need to understand what the speed of a bomber is and the speed of an F-16 is. If they wanted to warn us, they could have shown themselves by taking a parallel course, but there was nothing."Turkey on Wednesday released what it said was an audio recording44 of a warning it sent to the plane. Most of the over-a-minute recording was unintelligible45, but one voice could be heard as saying "change your heading."The incident has created a political fallout between Russia and Turkey. A Russian military general staff official Sergei Rudskoi said that Russia will continue its operations in Syria and is suspending military relations with Turkey.
The official also confirmed that Russia is to deploy47 its Fort air defence system to Latakia in Syria.
Meanwhile, Turkey is seeking to reduce tensions with Russia. The Turkish Prime Minister Ahmet Davutoglu said the Turkish military was not aware that it was shooting down a Russian plane at the time.
"The fact that the plane belongs to the Russian Federation48 was learned after the announcements of the Russian authorities. I would like to stress that the plane was fired at while it was violating Turkish air space."The Prime Minister added his country had no intention to create conflicts with Russia, calling Russia Turkey's "friend and neighbor."The incident has prompted calls in the international community for Russia and Turkey to resolve the issue through peaceful negotiations and prevent further escalations.

Experts Calls for Measures to Curb49 Global WarmingWith the upcoming UN climate change conference in Paris on the way, many experts have expressed just how high the stakes are in the coming fight against global warming.
CRI's Xie Cheng has more.
The World Meteorological Organization has warned that the earth's wild weather this year is bursting the annual heat record due to man-made global warming, and this is compounded by a strong El Nino.
According to an early bird report on 2015 from the United Nations' weather agency, this year will be the warmest year on record.
Michel Jarraud, Secretary General of the World Meteorological Organization, said the world might have warmed by as much as 1 degree Celsius50 over pre-industrial times.
"So in a sense if we want to stay under 2 degrees Celsius, we have already warmed the atmosphere by more than half of what we need to do, so this is actually of great concern because as we said in the press conference on greenhouse gases, whatever CO2 has been emitted in the atmosphere stays there for very long time - for decades to centuries, so time is really not on our side."International leaders have set a goal of keeping global warming within 2 degrees Celsius of pre-industrial times.
Omar Baddour, a climate expert at the World Meteorological Organization, predicted that next year might be even warmer due to the El Nino effect.
"If we look at the previous year, 2014, which was last year the warmest on record, it was not an El Nino year, and this year is not actually the full El Nino year, it is still starting and it will pick up next year, so what we can expect roughly is that next year might be warmer than this year because of the effect of El Nino."Dr. Youba Sokona, vice chairman of the Intergovernmental Panel on Climate Change, warned that global warming is an indisputable fact.
He said several messages were conveyed through the IPCC Fifth Assessment51 Report released last November.
"Out of the 17 pages, we can exact three main key messages from the report. First, there is no doubt that climate change is unequivocal. There is no doubt about it. The second message is that the more we disrupt our climate system, the more we face severe, pervasive52, disruptive consequences, impacts, and those might then be irreversible. And the last one is a message of hope. Still we do have means to build, present and better future."The report warned that discreet53 climate changes monitored since the 1950s were unprecedented54.
It also pointed55 out that if no greater efforts were made, global warming may result in severe and irreversible consequences in large areas of the world by the end of this century.

Obama: No specific, credible56 threat of attacks in USOn Wednesday, U.S. President Obama assured the citizens of the United States that there was no reason to suspect a terrorist attack in the country.
The president wants the people to rest easy ahead of the Thanksgiving holiday, while the government would update the public in the event of a specific threat coming to light.
"As we go into Thanksgiving weekend, I want the American people to know is that we are taking every possible step to keep our homeland safe."President Obama said he understood some of the concerns Americans had that a similar attack could happen over the holidays.
"While the threat of terrorism is a troubling reality of our age, we are both equipped to prevent attacks and we are resilient in the face of those who would try to do us harm. And that's something we can all be thankful for."Obama spoke after a briefing with his national security team, including FBI Director James Comey, Attorney General Loretta Lynch, and Homeland Security Director Jeh Johnson.
He said Americans should feel confident in the work being done by national security and law enforcement officials.
U.S. cites errors and technical failures in report on Afghan hospital attackUS military officials said on Wednesday the strike of the U.S. Air Force gunship on an Afghanistan hospital was a result of "human and technical failures".
It has been more than six weeks after a U.S. Air Force AC-130 gunship repeatedly struck a well-marked Doctors without Borders hospital, killing58 30 people in the northern Afghan city of Kunduz.
Gen. John Campbell, the top U.S. commander for Afghanistan said a series of operational failures led the US warplane to mistakenly destroy the medical charity's hospital.
"The report determined59 that the approximate cause of this tragedy was the direct result of avoidable human error, compounded by process and equipment failures."He said faulty planning and procedures to approve airstrikes, as well as the absence of a single system to vet60 proposed targets against a no-strikes list compounded the mistake.
Christopher Strokes, the general director of the medical aid agency, said the catalogue of errors illustrates61 negligence62 on the part of U.S. forces and violations63 of the rules of war.
"I have to say we see this catalogue of errors, this multiplicity of different mistakes that occurred as being some kind of sign of gross negligence, in a way. And that's why we are taking this, and I think the US forces are as well, very seriously and we are very concerned about our ability to operate in these environment until we really have a clarification."Officials said soldiers and airmen involved had been removed from duty while awaiting the outcome of further investigations64.
But Doctors Without Borders said the explanation left a series of unanswered questions about the attacks.
The group reiterated65 its call for an independent investigation.

The director of Brazil's intelligence agency general Wilson Roberto Trezza said Rio will have an intelligence centre during the Games where Brazilian and foreign heads of intelligence will work together.
Government watchdogs pointed out that one of the biggest flaws in security was the lack of integration76 between the different police forces and the military, consequently leaving Brazil's 17-thousand kilometre-long border vulnerable.

Russia to Deliver S-300 missile system to Iran this year: KremlinRussia confirmed on Wednesday that Moscow will begin to deliver its modernized77 S-300 missile defense systems to Teheran this year.
Moscow and Teheran signed an 800-million-U.S. dollar contract in 2007 to supply Iran with five S-300 systems.

U.S. new orders for manufactured durable78 goods in October increased 6.9 billion U.S. dollars, or 3.0 percent, well above market consensus79.
In a separate report, the department said U.S. personal income in October increased 68.1 billion dollars, or 0.4 percent, which is on par1 with market estimates.
Personal consumption expenditures80 increased 15.2 billion dollars, or 0.1 percent, in October.

China issues pro-trade customs measuresChina's top customs authority on Wednesday rolled out 18 measures to buoy China's sinking foreign trade.
Customs procedures have been streamlined, raising customs clearance84 efficiency by around 50 percent.
Foreign trade fees have been lowered or eliminated to reduce enterprises' financial burden.
The authority has also slashed85 six items subject to government approvals or review for trade-oriented manufacturers.
As the world's largest goods trader, China's foreign trade is under heavy pressure this year due to an economic slowdown and a faltering86 global recovery.
Customs data shows that foreign trade dipped 8.1 percent year on year in the first ten months of 2015.
The annual target is a 6-percent increase.
China's teapot oil refineries87 to export fuel for the first time: ReutersIt's being reported that China is set to allow independent refineries to export refined fuel next year for the first time.
Reuters reports that the move will allow independent refineries, also known as "teapots," to enter the lucrative88 international market for the first time.
The report also says that this could free up 20 percent of China's refining capacity for sales abroad.
Currently only state-owned refiners, Sinopec Corp and PetroChina and some smaller state oil firms are allowed to sell abroad.
If the move goes ahead, traders estimate an additional 3 million-5 million tons or about 24 million-40 million barrels of products will be sold abroad next year.

PPP model to improve infrastructure project funding in China: FitchWorld leading rating agency Fitch on Wednesday said China's public-private partnership (PPP) model will improve infrastructure project-funding.
It says the partnership model is likely to drive new contract growth for construction companies in 2016.
There were 1-thousand fourty-three potential PPP projects valued at a total of 2 trillion yuan, or some 314 billion U.S. dollars in May this year.
In September, the Ministry of Finance initiated90 a fund with 180 billion yuan to support PPP projects.
The PPP model facilitates cooperation between the government and enterprises in using social capital for projects, such as water conservation, transportation and environmental protection, said the report.
The report also noted91 that construction companies could face higher risks when PPP projects fail.
China Railway Group wins Hungarian railway projectChina Railway Group on Wednesday announced one of its subsidiaries has won the Hungary-Serbia rail contract with another Chinese company and a Hungarian peer.
The consortium will jointly92 construct the Hungarian section of the railway, which links the Serbian and Hungarian capitals.
The project marks the Chinese rail company's first step in entering the European market and will help promote Chinese rail technology going abroad.
The contract is estimated to be worth about 10 billion yuan, about 1.6 billion U.S. dollars, among which the two Chinese firms jointly hold a share of 85 percent.
China to take over the U.S. as Uber's largest market by yearendUber China on Wednesday said the country is likely to surpass the United States as its largest market by the end of this year.
Southern Chinese metropolis93 Guangzhou currently completes the most number of trips daily among all cities in the world where Uber is available.
