China Banking¹ Regulatory Commission on Wednesday issued regulations on banking supervision² in the Shanghai Free Trade Zone--it’s all about quicker approvals, stricter risk controls.

The guidance lays out three basic systems, covering simplified entry process for banks and senior management positions , guidance on risk assessment³, and banks monitoring and reporting system.

According to the new regulations, banks can set up regional branches in the FTZ without CBRC approval in advance, but only need to file a report afterwards.

It will largely shorten the time of getting financial certificate for new branches, from the previous 6 months the longest to within 10 working days.
