　　Turkish citizens, except Turkish diplomats3 and their dependents and those with temporary permits of residence, are not allowed to enter Russia starting Jan 1, 2016, according to the decree.
　　根据总统令，从2016年1月1日起，除外交人员和家属以及具有临时居住证的人以外，土耳其公民暂时不得入境俄罗斯。
