2. The secretary of the Interior says the federal government shares the blame in the Gulf Coast oil spill. He says his department has been lax in holding industry accountable. Meantime, federal regulators have expanded the no-fishing zone in the Gulf to nearly triple the size.

3. The Taliban is taking credit for a suicide bombing that killed five American troops and one Canadian in Afghanistan. (The) blast killed a total of 18 people and injured dozens more. It's the deadliest attack against NATO in the Afghan capital this year.
