The United Nations is seeking $77 million in emergency assistance for more than 200,000 Palestine 1)refugee families in the West Bank and Gaza Strip. This is the third U.N. emergency appeal for Palestinian refugees since the Israeli-Palestinian clashes 2)erupted in September. The United Nations says this latest appeal is 3)triggered by the desperate condition of the people in the Palestinian territories. It says more than 100,000 Palestinians have lost jobs because of the 4)closure of borders and that more than one-half of Palestine's three million people are living below the 5)poverty line. The head of the U.N. agency for Palestinian refugees, Peter Hansen, stressed that the territories have been 6)devastated by the months of fighting and by Israeli actions, such as the 7)bulldozing of Palestinian homes and farm lands. "Even if peace should break out tomorrow and an agreement is signed with the agreement of everybody," he said, "we are going to have emergency needs for a very long time to come in terms of the families who have lost their 8)breadwinners, in terms of the vast destruction that has been on infrastructure, on housing and on agricultural lands, especially where much of it has been bulldozed." Mr. Hansen went on to say money is urgently needed for food aid, medical supplies, and to provide emergency work programs. He note that Arab countries have been far less 9)generous in helping the Palestinians than have Western donors. "The Arab contribution to the emergency appeal, let me be optimistic and say so far, has been disappointing," he said. "We have had about $200,000 worth of medical supplies 10)donated by Saudi Arabia. The other Arab countries have so far not contributed." Mr. Hansen added that the Islamic Development Bank appears to be hesitant about 11)disbursing funds to the Palestinian Authority. He also said Israeli authorities are imposing what he calls unacceptable 12)restrictions on deliveries of 13)humanitarian goods into the territories. If these restrictions are not eased, he said, the territories soon will run into a serious shortage of medical supplies.
