A campaign spokesman for Republican presidential candidate Herman Cain blames "inside-the-Beltway media" for allegations that Cain was twice accused of sexual harassment while he was the head of the National Restaurant Association in the 1990s. 4. Arab leaders have submitted a plan to Syria to end its bloody crackdown in a 7-month-old uprising. The panel expects a response today. The UN says the violence has left more than 3,000 people dead.
