   The horsemeat scandal has spread to almost 20 European countries, leaving Europeans shocked that disingenuous meat products made it through countries famous for food safety.

 
  Almost all the supermarkets and several foodstuffs companies in Britain have been involved in the scandal.
 
  Many British citizens are now refraining from buying meat at supermarkets.
 
  Mark Wolf, former supervisor of the British Food Standards Agency, suggests increasing the budgets and the resources in order to catch it before becoming a major problem.
 
  "The more you have, the more chance there is of something happening during that chain. And it's quite difficult to check because traceability, apart from beef, is usually only one stage down the line and one stage up line. "
 
  Even though the European Union has a very strict policy regarding what raw foodstuffs slaughterhouses can sell to EU-authorized markets, the complicated nature of the food supply chain of modern Europe has made supervision difficult.
 
  Due to a blistering financial crisis in multiple European countries since 2008, food safety departments throughout the Eurozone have seen budget cuts and staff reductions.
