   National advisers have been seeking to improve the efficiency of the Chinese People's Political Consultative Conference, or CPPCC, China's top political advisory body.

  CPPCC members cover representatives from all over the country, including those from Hong Kong, Macao, Taiwan, as well as the Chinese mainland.
 
  Li Jiaming, a political advisor from the Macao, thinks the CPPCC system helps build a bridge between the special administrative regions and the mainland.
 
  "As members from Macao, sometimes we don't know the policies and the real situation about the Chinese mainland. Participating in this conference certainly helps us understand. Then it'll be easier for us to convey the different ideas here with people in Macao, and promote a mutual understanding."
 
  CPPCC members meet every year to make proposals concerning major government principles and policies.
 
  This year the CPPCC has collected over 5,600 proposals concerning political, economic, cultural and social affairs.
 
  National advisor Wang Ming is a professor from Tsinghua University.
 
  "Making proposals is a good way to reflect social problems and express opinions of the people, in order to reach consensus and influence policy-making."
 
  Huang Yan, Director of Beijing Municipal Commission of Urban Planning, believes that discussions among members will help improve the quality of proposals.
 
  "I think maybe we should divide the topics, and have more in-depth discussions on one topic, analyze the problem from a political and systematical point of view, and then urge and help the government to solve an in-depth problem."
 
  Huang believes more emphasis should be put on finding practical solutions by using their expertise, instead of just raising problems.
 
  Tang Xiaoqing, Vice President of Beijing University of Aeronautics and Astronautics, suggests setting up a proposal tracking mechanism.
 
  "We can choose some of the proposals every year to track. I believe things will be better if we do so. I suggest CPPCC can be a model in the future, and then local people's political consultative conference can follow the lead."
