   US National Security Advisor Thomas Donilon says more dialogue can address issues over ties with China without the need for confrontation.

 
  That includes the two militaries communicating to avoid misunderstanding.
 
  "A deeper US-China military-to-military dialogue is essential to address many of the sources of insecurity and competitions between us. It remains a necessary component of the model we seek, in this critical deficiency of our current relationship."
 
  Donilon was delivering a Foreign Policy Speech at the Asia Society.
 
  He says the pattern of a new rising power leading to conflict with an established one doesn't necessarily apply to U.S.-China relations - that "a better outcome is possible" – and that political changes could open up more options for the two sides.
 
  "China's leadership transition and the president's re-election mark a new phase in U.S.-China relations, with new opportunities."
 
  Additionally, with regards to the economy, Donilon says Washington encourages Beijing's re-structuring efforts, especially with the two countries are becoming increasingly interconnected now.
