　　It was a "blushless act" by Seoul to propose dialogue without first making an apology for its "past crimes" against the DPRK, such as sanctions and joint war games with the United States, the spokesperson said, adding the talks proposals were also an insult to Pyongyang.

　　The ongoing joint military drill between Seoul and the U.S. and the wording used by South Korean leaders in proposing dialogue showed the South continued to taunt Pyongyang and a dialogue under such circumstances would head nowhere, the spokesperson said.
