古巴规范警察行为 HAVANA, March 31 (Xinhua) -- Cuba is drafting a bill to standardize the police conduct, including "professional, ethical and humane" treatment of suspects, state daily "Granma" reported Monday.
"We are working to institutionalize police functions and services," Gen. Leonardo Andollo, one of the drafters of the bill and deputy head of the congressional Standing Committee on Implementation and Development, was quoted as saying.
The move came after President Raul Castro presided over a meeting of the Council of Ministers on Friday discussing "the need for a law to ensure public order" and to "strengthen the authority, protection and legal support of the (police) forces," said the daily.
The bill requires officers to identify themselves prior to any police action, calling for "respect for the Constitution and laws, professional, ethical and humane treatment." |
