Cabinet is expected to sign off on the proposal today. The ABC understands money will be set aside in next month's budget to get the project off the ground.

 
Western leaders are warning Russia that its actions in Ukraine will come at a cost in the form of further sanctions. Tensions have been rising as pro-Russian activists ignore Ukraine's ultimatum to stop occupying government buildings in the east, but Russia denies being responsible for its deliberate campaign to promote the unrest.

South Australian police have found the body of a woman believed to be missing French student. Thirty-year-old Aurelie Lhorme was last seen on Saturday near whale-watching center on the state's remote west coast. The body is yet to be formally identified.
 
Melbourne police are still hunting two men over a shooting in the city's inner east. The 31-year-old man remains in a serious condition in hospital after being shot while in a flat in St. Kilda east late yesterday.
