One priority of the current rescue operation is to reach the worst-hit area of Ludian, transfer the injured to hospitals and find those people who remain missing. But damaged roads are making these efforts very difficult.

Landslides caused by the quake have blocked sections of the provincial road S101, trapping rescue personnel and relief resources. Construction workers have been clearing the roads, a task made more difficult by continuing rain on Monday.

Authorities in Yunnan province have imposed traffic controls on all roads linking the city of Zhaotong and the quake center Ludian. Civilian cars have been directed not to go to Ludian, in order to make way for relief vehicles.
