 1. President Barack Obama is in Beijing for the APEC CEO leaders’ meet, putting a bright face on ties with China. He announced the two countries would grant visas to travellers good for up to a decade. Thorny issues continued to complicate face to face talks. 

 
2. In eastern Ukraine heavy tanks believed to be operated by pro-Russian rebels were spotted near Donetsk. Ukrainian officials accused Russia of sending tanks and other heavy weapons into the pro-Russian areas. Russia denies it is fuelling the rebellion. 
 
3. Winter like snowfall buries the upper Midwest, where up to 16 feet inches snow is expected over the twin cities by Tuesday. High temperatures should reach the upper 20s. 
 
4. And in Washington, an art collection owned by comedian Bill Cosby and his wife, Camille, opened at the national museum of African art. More than 60 Cosby owned paints, quilts and sculptures are on the display. That’s part of a larger Smithsonian Exhibition.
