Beijing boasts rich experience in hosting international events.
The capital seeks to incorporate winter sports into people's lives, which will ultimately improve overall fitness and health.
It also intends to develop a winter sports market for over 300 million people in China.
Yang Lan, another Chinese delegate and presentation speaker for the Beijing 2008 Olympic Games, said that she is confident about the bid.
"We have rich experience in hosting sports events and we have very strong support from our citizens. And we are able to make great contributions to the international Olympic movement. Just think about the significant part it will play to spread the Olympic spirit when 300 million people take part in the winter games.
I feel very excited and confident whenever picturing this in my mind."
The Bid Committee has committed to prioritizing the athletes' wellbeing above all else, while ensuring sustainable development and supporting pragmatic economic planning.
Wang Anshun, Mayor of Beijing and President of the Beijing 2022 Olympic Winter Games Bid Committee.
"Our confidence comes from the full support from the Chinese government as well as the great passion to Olympics from 1.3 billion Chinese people. Beijing and Zhangjiakou are fully qualified and capable to host the Games. And that is our confidence. And next we will continue with our bidding preparations with high standard, high quality and high efficiency."
The bid committee emphasizes the need for an economical Games.
It has adhered to the principles of being scientific, meticulous, prudent and feasible in the planned budgeting for the Games.
Most competition venues in Beijing are inherited from the Beijing 2008 Olympics.
Beijing's bid presentation is seen as one last important chance to win endorsement from IOC members in run-up to the final vote on July 31 in Kuala Lumpur.
