Top NewsChinese president arrives in London for state visit to BritainChinese President Xi Jinping, accompanied by his wife Peng Liyuan, has arrived in London for a state visit to Britain at the invitation of Queen Elizabeth II.
The couple were greeted at Heathrow Airport by Viscount Hood on behalf of the Queen and also by British Foreign Secretary Philip Hammond.
In a written statement upon arrival, President Xi says China attaches great importance to growing relations with the United Kingdom and to deepen China-UK relationship is in the fundamental interests of both countries and peoples.
As this year marks the start of the second decade of the comprehensive strategic partnership between the two countries, President Xi says he hopes to have an in-depth exchange of views with British leaders on bilateral relations and major international and regional issues.
The president says he also looks forward to meeting with people from various sectors of the British society to discuss the future of the bilateral relations and draw a "grand blueprint" for future cooperation.
Prior to his visit, the Chinese President has voiced in a written interview with Reuters his expectations for building "golden" ties with Britain.
President Xi's state visit, which will conclude on Friday, is the first by a Chinese president since 2005. Besides London, Xi is also scheduled for a trip to Manchester.
UK should have nothing to fear about China: Chinese ambassadorAnchor China's ambassador to the UK is on record saying that Britain should not fear his nation, but work together with China to promote prosperity and contribute to international peace.
Ambassador Liu Xiaoming made the comment during an interview with British media outlet Sky News.
He also talked about security concerns, and Chinese investment in British industry.

ReporterThe Chinese Ambassador to the UK was interviewed by Dermot Murnaghan during the program called Murnaghan on Sky News.
Answering the question of whether the UK should fear anything from China, Liu Xiaoming said the two countries should cooperate more, rather than build on suspicions of each other.
Nothing to fear about China. China is a peace-loving country and the president will be here for cooperation partnership and I think China and the UK have a lot to cooperate (on) and we believe China and the UK are two important countries of a global influence. By working together the two countries will help to build a better world, to promote prosperity and to save world peace."One cooperation deal that has aroused discussion among Britons is the possible Chinese investment into the Hinkley Point nuclear power station.
While some have voiced support for the deal, there's also worry that the Chinese funding into the project is a threat to the country's nuclear security.
Ambassador Li Xiaoming refutes that claim.
"I heard quite a lot about these concerns about the nuclear power station. I think Chinese companies are here to build nuclear power at the request of British businesses, request of the British government. They are not here for the so-called control of your nuclear power. We are here for a win-win cooperation. We'll play by international standards, we'll follow international rule. It's transparent and I think your security, authorities - regulation authorities - are not that stupid to, you know, to allow a Chinese company to control your nuclear facilities."The ambassador also talked about the issues concerning internet security, stressing that China itself is a victim to internet hacking, and the Chinese government is resolutely against such behaviors.
"I would say, you know, cyber is not a safe place and I think countries should work together rather than, you know, criticise each other."The ambassador made similar comments during an interview with BBC's Newsnight program, where he further called on the two countries to broaden common interests while reserving differences.

Cameron's Business Ambassador: Xi's Visit an Opportunity to Build Understanding and TrustAnchorThe Chinese President will officially start his state visit in UK on Tuesday morning local time.
Meantime, the UK's Business Ambassador for Manufacturing and Advanced Engineering has spoken with CRI London Correspondent Duan Xuelian about his expectations on the state visit.
ReporterRonald Dennis was appointed by UK Prime Minister David Cameron as the government's official Business Ambassador in 2010. Better known for his role as CEO of McLaren Technology Group and Principal for the group's Formula One Team, Ronald says the state visit is not only about discussing the key issues on the agenda, but also to get to know each other and build trust.
"In life, when we have problem, when we are trying to achieve big things, we go to the people we know and trust. So this visit represents such a strong opportunity to build that trust and understanding, not just between the titles of the President, the Prime Minister and the Chancellor, but also to build the trust as people. And so I think a significant event of this visit is the meeting at Chequers. This will be a tremendous opportunity for them to relax and know each other."Ronald was also Chairman of the British East Asia Council which was established in 2014.
He has been an advocate for George Osborne's proposal that the UK should be China's best trading partner in the west.
"There is still the predominant belief throughout the world that China just represents a low cost labor resource. But anybody that's visited China extensively which I have, quickly realize that this is far from the truth. Its modern infrastructure, the speed of which it propagate its infrastructure, and the discipline in these manufacture construction as well as the technologies, are absolutely cutting edge."Ronald spokes highly of China's plan to upgrade its manufacturing industry and says the Sino-UK relationship is reciprocal, giving the UK's Northern Powerhouse plan as an example.
"You have the 'One Belt One Road' initiative and we have the 'Northern Powerhouse' project, these two policies are very synergistic. They show the visionary capabilities of the two country's leaderships. And behind that is really a much stronger message of not just building collaboration and trade, but also trying to encourage the sharing of technologies."During his stay in the UK, President Xi Jinping will travel to Manchester and visit one of the world's leading research institutes on graphene.
Ronald has been campaigning for the use of composite structures since the 1970s and he's confident about the future commercialization of this high tech material.
"Graphene is the next generation of this incredible family of materials which are systematically changing our world. What you need in developing this technology is scalability. It's something a country like China excels at. So I think that the size of China and its ability to multiply and increase supply chains will make it a strong partner in the development of this material."It's reported that the Chinese telecommunications equipment company Huawei is planning to unveil an investment into graphene during the Chinese President's visit.

CRI's Victor Ning with more on what this new stage of growth means for China and the world.
ReporterMartin Jacques is a Senior Fellow at the Department of Politics and International Studies at Cambridge University, and a Visiting Professor at Tsinghua University. Having studied China for many years, Jacques says the Chinese economy has now established a new normal.
"China is moving to a new phase. We are not going to return to the old. The new growth rate is seven percent, six percent or whatever it's going to be. Really, probably this should have been done earlier, but because of the stimulus program, which was a result of the Western crisis not the result of a Chinese problem, it had to be postponed. But now the reduction in the growth rate is indeed the new norm."Jacques adds it will be of remarkable significance if the Chinese economy can maintain a growth rate of 5 or 6% in the next two decades, which he considers very feasible.
The British scholar says the falling economic growth rate in China is inevitable, as the previous double-digit growth was only possible during the catch-up phase.
He says concerns in the Western media over the Chinese economy stems from their lack of confidence and bias in the sustainability of China's growth and society. However, Jacques says the close scrutiny from the West demonstrates China's increasing importance on the world stage.
"The other problem is there is much great interest in the Chinese economy now. Why? Because it's so much more important. I mean you know it has been the sustainer of global growth ever since the Western financial crisis. Its contribution to global growth has been far more important than that of the United States. So if China gets into trouble, what does that mean for the Western economies?"Jacques says Britain, recognizing the significance of the Chinese economy, has shifted its policies accordingly. He says Britain's decision to join the China-proposed Asian Infrastructure Investment Bank sufficiently demonstrated this point.
"That was an event of extraordinary, of great historic significance, because Britain has been America's closest ally ever since the Second World War. Even a country like Britain as close to the United States as it has defined itself, in the new global context of China's rise, recognized the importance of China to its future and was prepared to act independently."The Asian Infrastructure Investment Bank was proposed by China in 2013 to fund regional infrastructure development. Britain is among the institution's 57 Prospective Founding Members.
Jacques' comments come ahead of Chinese President Xi Jingping's state visit to the UK next week. He is the author of "When China Rules the World: The End of the Western World and the Birth of a New Global Order". He is also a fellow of the Transatlantic Academy in Washington DC.

Chinese Premiere Urges more support for innovation, entrepreneurshipChinese Premiere Li Keqiang is urging more support for entrepreneurship and innovation to boost the country's slowing economy.
Li Keqiang made the remarks at the opening ceremony of China's first mass entrepreneurship and innovation week in Beijing.
Li said innovation and entrepreneurship has great potential to boost China's economy and provide a direction for future reforms.
"Both big and small enterprises are contributors to social wealth. The development patterns evolved in big enterprises could inspire their staff to start their own businesses. In this way, our grass-root entrepreneurs could contribute more wealth to the society. It is an important aspect of the adjustment in income distribution. Mass innovation and mass entrepreneurship are aimed at providing everyone the opportunity for fair competition, and the way forward to a better future."Li directed the government to offer solid support to innovators and entrepreneurs, improve public services and products, steer away from obstacles and increase tolerance for mistakes to enhance confidence and courage.
The premier also called for more opening up of innovation and entrepreneurship to the world, adding that all kinds of resources, especially talent should be introduced into China.
Li also stressed respect for market rules and protection of intellectual property rights.
China's economy is slowing down in the past couple of years, entering the so-called "new normal" trend.
Latest data shows Chinese economy grew 6.9-percent year on year in the third quarter of this year.
It is the first time the quarterly growth rate has dropped under 7 percent since the second quarter of 2009.
China criticizes Abe's offering to controversial shrineChinese officials have criticized Japanese Prime Minister Shinzo Abe's offering to the controversial Yasukuni Shrine during the autumn festival.
Japan's Justice Minister and Internal Affairs and Communications Minister visited the shrine on Sunday, a day after Abe sent a tree as an offering.

"The Yasakuni shrine honors Japan's war dead, including 14 Class-A war criminals who were responsible for atrocities committed during World War II. China has been always opposing visits and offerings to the shrine by Japanese officials. We calls on Japan to face up to history and deeply reflect on its past aggression, make a clean break from militarism and gain trust from its neighbors and the international community with real action."The shrine is also regarded as a symbol of past Japanese militarism and those memorialized include perpetrators of the Nanjing Massacre and other wartime Japanese atrocities.
Visits to the infamous shrine by Japanese leaders and officials have always sparked strong criticism from the victims of Japan's wartime aggression, namely China and South Korea.
Second-hand smoke causes over 100,000 deaths in China annually: WHOAnchorThe World Health Organization has called on China to enact a national tobacco control law in a report that says second-hand smoke causes more than 100 thousand deaths in the country annually.
CRI's Xie Cheng has more.
ReporterAccording to the report, jointly released by the WHO, International Tobacco Control (ITC) Policy Evaluation Project and Chinese Center for Disease Control and Prevention (CCDCP), around 1 million people die from tobacco-related illnesses in China annually.
And if smoking is uncurbed, that number could rise to some 3 million by 2050.
WHO representative in China Bernhard Schwartlander says smoking is severely affecting Chinese young people.
"Last week, the Lancet medical journal, I'm sure, we have all seen this. It published a new research which shows that of all the young man, below the age of 20, your life in China right now, as many as one in three young men in China living today right now, they may die from tobacco-related illnesses, I'm shocked by this figure."The report finds that numerous Chinese people are suffering from the effects of second-hand smoke.
740 million non-smokers in China, including 182 million children, are being exposed to second-hand smoke at least one day in a week.
People can be protected from second-hand smoke only when public places are 100 percent smoke-free.
Last year, Beijing adopted the strongest smoke-free law in China.
It requires all indoor places to be 100 percent smoke-free.
Head of the general office of the Beijing patriotic health campaign committee Liu Zejun says the law is taking effect.
"A report by Chinese Association on Tobacco Control says that people support this kind of laws. They are satisfied with the changes in public places. The situation in a 100-meter radius of schools is also changing. Good results will come out gradually."China is the world's largest tobacco-producing and consuming country, with more than 350 million smokers.
The Chinese government has been making increasing efforts to reinforce anti-tobacco publicity and curb rampant tobacco use nationwide.
It also raised the wholesale tax rate for cigarettes to 11 percent from 5 percent in May.
Yet only a few provinces and cities have enacted local legislation on public smoking bans, and no special law has been adopted at the national level.

Bus Explosion Kills 11 in PakistanA bus explosion has killed at least 11 people in Pakistan's Quetta city on Monday night. 22 others were injured.
The police said a timed device was fixed inside the passenger bus. The bus was carrying around 40 passengers when the explosion occurred.
Eight of the injured are in critical condition.
No group has yet claimed responsibility for the attack.
New regulations brought in for US drone ownersThe US government is moving to require the country's drones to be registered.
The move comes amid growing concerns of safety risks posed by drones.
Secretary of Transportation Anthony Foxx said the registration system will be of great help to safeguard the public's interests.
"Registration will help us enforce the rules against those who operate unsafely by allowing the FAA to identify the operators of unmanned aircraft. We can take enforcement action as necessary to protect the airspace for everyone. If unmanned aircraft operators break the rules, clearly there should be consequences, but in fact, there can be no accountability if a person breaking the rules can't be identified. Registration will now allow us to identify them."The Federal Aviation Administration and the Transport Department are setting up a 25- to 30-member task force to work out details.
Toys and small drones that don't present a safety threat are likely to be exempt from the new regulation.
More U.S. Companies Backing Obama's Climate Change ActionAnchorThe White House announced Monday that more U.S. businesses are joining the administration's efforts to take more aggressive action on climate change. To date, 81 companies have signed on to the American Businesses Act on Climate pledge.
CRI's Washington chief correspondent Xiaohong reports.
AnnBrian Deese, President Obama's senior climate adviser, said 68 companies have signed on to the pledge in addition to the original 13 signatories since July when the pledge was launched.
"The 81 companies that have made commitments and the broad cross section of the science and advocacy community here, all together gives the President and gives all of us great confidence that as we move toward, trying to reach an international climate agreement, we have an unusual and robust degree of backing across the U.S. economy."These 81 companies have pledged ambitious and company-specific goals. They range from reducing emissions and water usage to purchasing 100% renewable energy and achieving a zero waste-to-landfill ratio. They also pledged to pursue zero net deforestation in supply chains.
Todd Brady, Intel Corporation's Global Environmental Director, said business and focus on climate change can go hand in hand.
"By us both committing to reduce the impacts of our operations as well as introducing new products and technologies, we believe we can help others to reduce the impacts of their operations as well."The U.S. companies also looking forward to an aggressive global climate deal at the upcoming UN Climate Change Conference in Paris.
President Obama's senior climate adviser Brian Deese noted that so far 150 countries have submitted their national goals thanks to the leadership of both the United States and China over the past several years.
"Just about a month ago, President Xi was here to visit President Obama. And in the context of that visit, we released a joint statement built upon last year's historical announcement where our two countries set emissions reduction goals. The following week, Brazil became the first major developing country to commit to an absolute emission reduction target by 2030. And over the course of that week, more than 60 countries submitted their national contributions to the UN process."To date, a total of 150 countries have submitted their national plans, representing more than 85% of global emissions.
Mr. Reese said this has an unprecedented backing across the global community and will help boost momentum.
Negotiation for the final text of the Paris Agreement is underway in Bonn, Germany this week.

Croatia Reopens Border to Allow in MigrantsCroatia on Monday opened its border with Serbia, letting in migrants and refugees who had waited for two days to enter.
A regional UN spokeswoman Melita Sunjic, said up to 3-thousand people had queued up at the border, and that more were coming.
"Since yesterday, Croatia slowed down the influx of migrants and because of that it got crowded here. We assume that there are around 2,000, 3,000 at the moment. People are still arriving."Adding onto the migrants' plight, constant rain had pour down in the cold.
Aleksandar Vulin, Serbia's Minister for Labour and Social Care, said his country is doing all that it can.
"The situation is very hard, we will do everything we can. We can make some kind of a cover for this road, but that is not a solution. They have enough food, enough medications and enough doctors, but I can repeat again that is not a solution. Serbia can't solve this on its own."Around 10-thousand migrants entered Serbia from Macedonia on Sunday, above last month's daily average.
Slovenia Enforces Migrant QuotaSlovenia on Monday refused to let in more than 1-thousand migrants from Croatia, after a daily quota had been reached.
A train carrying around 18-hundered people arrived overnight from Croatia. Only 500 of those labeled "most vulnerable" were allowed in. They included children and women. The rest spent the night in freezing temperatures near the rail tracks.
Slovenia stressed on Sunday that it would only let in up to 25-hundered migrants a day, in an effort to ease pressure on its own and Austria's borders. Croatia has asked that Slovenia take in 5-thousand people a day.
Last Friday, Hungary closed its borders with Croatia, sending around 3-thousand migrants into Slovenia on Saturday alone.

Central China food poisoning kills 1, lands 32 in hospitalOne person has died and 32 others have been hospitalized over suspected food poisoning in central China's Hubei Province.
The 33 people, which were employees of a fishery, complained of vomiting after eating at a work canteen in Xiliuhe Town, Xiantao City, Monday afternoon.
The city's major officials have called for an all-out investigation into the incident to find out the cause of the suspected food poisoning.
Dutch King to visit ChinaDutch King Willem-Alexander will pay a state visit to China from Oct.25 to 29.

U.S. stocks ended modestly higher on Monday.
U.S. builder confidence in the market for newly constructed single-family homes rose 3 points in October to a level of 64, which is the highest since November 2005.
Shares of Morgan Stanley tumbled 4.8 percent on Monday following the release of its lackluster quarterly results.
The bank reported net income for the third quarter 2015 of 1 billion dollars on revenues of 7.8 billion dollars, compared with net income of 1.7 billion dollars on revenues of 8.9 billion dollars a year ago.
At the closing bell,Dow Jones grew 0.1 percent.
S&P 500 edged up 0.03 percent.
The Nasdaq added 0.4 percent.
Meanwhile in Europe, the equities finished mixed on Monday.
At the closing bell,UK's FTSE 100 fell 0.4 percent.
Germany's DAX was up 0.6 percent.
France's CAC 40 increased 0.03 percent.
Finally here in China, the shares also staged a mixed performance on Monday.
The benchmark Shanghai Composite Index edged down 0.1 percent, while the Shenzhen index advanced 0.1 percent.
Chinese legislature starts process of ratifying AIIB agreementChina's top legislature is scheduled to discuss a proposal concerning the approval of the AIIB agreement at a session from October 30 to November 4.
The Asian Infrastructure Investment Bank is a China-initiated multilateral development institution tasked with financing infrastructure construction across Asia.
It has been signed by 53 out of the 57 founding members as of October 9.
The session is also going to consider proposals about a draft law on promoting China's booming film industry, a draft charity law and a draft law on deep sea resource exploration.
China's GDP expands 6.9 pct in Q3The latest official data released on Monday shows China's economy posted a 6.9-percent growth year on year in the third quarter of 2015, lower than 7 percent in the first half of the year.
In the first three quarters of the year, GDP hit 48.8 trillion yuan, or 7.7 trillion U.S. dollars, up 6.9 percent year on year.
This is the first time the quarterly growth rate had dropped under 7 percent since the second quarter of 2009.
Meanwhile, export growth dropped 7.9 percent in the first three quarters to 17.9 trillion yuan.
Retail sales increased by nearly 11 percent in September, slightly higher than previous data.
At the same time, industrial output increased 5.7 percent last month, which was down from the 6.1 percent in August.

China's per capita disposable income grows 7.7 pct in first three quartersIn the meantime, official figures also show that China's per-capita disposable income grew 7.7 percent in the first three quarters of this year.
The National Bureau of Statistics says China has maintained a rapid growth of per-capita disposable income in recent quarters due to the changes in its economic and social structure.
Spokesperson for the NBS, Sheng Laiyun, speaks at a press conference.
"China's industrial structure and demand structure are undergoing a transition period. Its population structure is also changing, which has resulted in changes in supply and demand of labor. The Employment rate is higher than expected, and pay rate continues to grow, so the wage income of urban and rural residents remains positive."The proportion of wage income in per capita disposable income increased 9.1 percent in the January to September period.
According to the NBS, the rise in transfer income and pensions is another factor that led to the high growth rate of per capita income.
Cambridge-based company boosts Chinese microprocessor productionAs Chinese President Xi Jinping is paying a state visit to the United Kingdom, China-UK business ties are drawing increasing attention.
Cambridge-based microprocessor producer ARM is aiming to enter the Chinese market.
ARM has been taking a dominant place in the microprocessor market.
President of ARM's Greater China branch Allen Wu has full confidence in the booming smart chip industry here in China.
"We believe that IC design in China is going to grow very rapidly, and that's why we came to China. It took all of us quite a few years to reach to rearly high growth rate."At the same time, ARM is eyeing cooperation with the Chinese government for further development.
"We have a talent development base with Guiyang government to actually train and develop talent that's needed for advanced IC designs and for new technology. And we worked with Chongqing government to set up an IC design eco system park and to actually drive the growth of IC design industry."Currently, over 90 percent of mobile phones in the world use the microprocessor based on the ARM infrastructure frame.
The company has become an engine to power the development of the next generation of smart chips.
This may also be China's biggest chance to enter the market in a leading role.
China approves Nokia, Alcatel-Lucent dealChina's Ministry of Commerce has approved Nokia's purchase of Alcatel-Lucent, subject to certain conditions.
The two companies signed an agreement in April, under which Nokia will make an offer for all equity securities issued by Alcatel-Lucent through a public exchange offer in France and the U.S.
The commerce ministry conducted an anti-monopoly investigation on the deal ealier, and found that the acquisition could restrict competition in the Chinese market.
SportsGuo Ailun, Liaoning resume negotiationsStarting things off with some Chinese basketball action,China's Asian Championship talisman Guo Ailun has resumed discussions regarding the extension of his contract with the Liaoning team.
Guo is not among the latest list of 23 registered players in the Chinese Basketball Association.
He missed the first registration due to disagreements with the Liaoning team over terms in the contract.
He had previously turned down a negotiation offer from the team.

The low-budget crime thriller 'Deep in the Heart' has opened the film exhibition.
