TopRussia: Egypt plane crash was a "terrorist act"The head of Russia's FSB security service said on Tuesday the crash of a passenger plane in Egypt in October was the result of a "terrorist" act.
Alexander Bortnikov, Head of the FSB security agency, told a meeting chaired by Russian President Vladimir Putin that a homemade explosive device blew up on the plane.
"Our experts estimate that a self-made bomb with the equivalent of a kilo of TNT exploded during the flight. As a result the aircraft disintegrated in mid-air."All 224 people on board the plane, most of them Russian tourists, were killed in the crash on October 31st.
Putin responded to the FSB report by saying the incident was one of the bloodiest acts in modern Russian history and ordered the Russian air force to intensify its air strikes in Syria in response.
President Xi arrived in Manila; Preview of this year's APECAnchor:
Chinese President Xi Jinping is now in Manila for the two-day APEC Economic leaders meeting that starts on Wednesday.
President Xi is due to speak about the progress in carrying out the Belt and Road Initiative, while updating the consensus made at the last APEC meeting in Beijing last year.
The American and South Korean presidents are also among the leaders who have arrived in the Philippines for the meeting.
Most heads of the 21 APEC members, with the exception of Russian President Vladimir Putin and Indonesian President Joko Widodo, have promised to attend the summit, despite the latest terrorist attacks in Paris.
Economic integration, small and medium enterprises, and sustainable growth are expected to be high on the agenda under the theme of "Building Inclusive Economies, Building a Better World."Building the Asia-Pacific Free Trade Area, or FTAAP, is also likely to be discussed by leaders in this region.
APEC members reached consensus on the Beijing Roadmap to push forward the FTAAP process during last November's summit here in Beijing.

Philippines Deploy more soldiers to augment police forcePhilippine authorities have dispatched thousands of soldiers to aid police during the APEC Economic Leaders' Meeting in Manila.
Local security staff say the military has adjusted its preparations in the wake of the deadly Paris attacks on Friday.
It is also being reported that special forces and elite units will also join the summit security detail.
However, officials have declined to disclose the exact number of soldiers and assets deployed.
Earlier, the Philippines raised its security alert to the highest level as a response to the terrorist attacks in Paris.
Premier Li to attend East Asia leaders' meetingsChinese Premier Li Keqiang will attend the annual East Asia leaders' meeting in Kuala Lumpur, Malaysia from Nov. 20 to 23.
Chinese Vice Minister Liu Zhenmin says all parties will exchange views on international and regional issues of common concern.
"Premier Li will present China's policies on the cooperation among East Asian countries, and will offer some creative ideas for pragmatic cooperation, with stable East Asia growth as the medium-term objective so as to elevate East Asia cooperation to a new level."Li will also pay an official visit to Malaysia at the invitation of his Malaysian counterpart Najib Razak.

China Warns Japan over Maritime IssueChina has urged Japan to stop stoking tensions in the South China Sea and refrain from making groundless accusations against China on this issue.
Foreign ministry spokesperson Hong Lei says Japan is not one of the parties directly involved in the South China Sea disputes, and should have spoken and acted cautiously on the issue.
He also says the move from the Japanese side effects the positive momentum in the Japan-China relationship and threatens regional peace and stability.
Hong Lei made the remarks when asked to comment on some Japanese officials' concerns over China's construction activities on the Nansha islands and reefs.
Use of Foreign Capital up over 8 Percent in ChinaThe ministry of commerce says China's actual use of foreign capital from January to October in 2015 has reached nearly 640 billion yuan.
That is an increase of 8.6 percent year-on-year,The Association of Southeast Asian Nations, the European Union, countries along the route of Belt and Road initiative, and the southern Chinese cities of Hong Kong and Macao have been the main sources of investment, with rates of growth exceeding ten percent.
Meanwhile, from January to October, Chinese investors have conducted non-financial direct investment in 5,500 overseas enterprises across more than 150 countries, the amount of which reached around 590 billion yuan with a year-on-year increase of 16.3 percent.
World Robot Conference 2015 to be held in BeijingThe World Robot Conference, themed "Win-Win Collaborative Innovation toward the Building of an Intelligent Society", is going to be held in Beijing next week.
With the display of the latest robots and results of academic exchanges, this year's conference aims to inspire discussions on robotic innovations and development and to explore the influence of robots on future society.
Xu Xiaolan with the Chinese Institute of Electronics says the event gives innovators a platform for technological exchanges.
"There will be many experts and scholars of the industry coming from home and abroad, which is an opportunity for innovators to know more about now and the future of robotics. Chinese envoy calls for concerted global efforts in fighting terrorismA Chinese envoy to the United Nations has called on the international community to fight terrorism in a coordinated manner through the political process, counter-terrorism efforts, and the easing of humanitarian situations.
He stressed that the leading role of the United Nations should be given full play so as to form a united front against terrorism.
China has expressed condolences to France for a series of attacks that took place in Paris and condemns in the strongest terms the barbaric acts of the terrorists.
More than 130 were killed and hundreds of others injured in the attacks, for which the extremist group IS has claimed responsibility.
Kerry in Paris to Show US Support to FranceU.S. Secretary of State John Kerry has arrived in Paris to pay respects to those killed in the attacks in the French capital last week.
Speaking in front of the U.S. Embassy, Kerry expressed U.S. commitment to helping Paris respond to the attacks.
"This is an assault not just on France but coming on the heels of brutal attacks in Lebanon, Iraq and elsewhere, it is an assault on our collective sense of reason and purpose. An attack on civility itself."Kerry added that the world would not be intimidated by the attacks.
"We will never be intimidated by terrorists and with a promise that we will never allow these murderers to achieve their violent aims."Kerry's visit comes three days after the terrorist attacks in Paris, which has claimed over 130 lives.
US President Barack Obama has pledged support to France after the attacks, which he called "an outrageous attempt to terrorize innocent civilians".
On Sunday French jets launched their biggest raids in Syria to date, hitting the militant group's stronghold of Raqqa.
French President Addresses Parliament over Paris AttacksAnchor:
French President Francoise Hollande says his country's constitution must be amended to better deal with national crises.

In a rare and somber address to both houses of the French parliament at Versailles, President Hollande said France needed major legal changes to ensure its national security.
Hollande said France should strip dual nationals of their French citizenship if they are convicted of terrorism, and that dual nationals who present security risks should be banned from entry into France.
"Nationality stripping should not be used to induce statelessness, but we should be able to remove someone's French nationality if they're found guilty of a violation of our nation's fundamental interests, or an act of terror, even if this person was born French. You heard me right, even if they are born French, if they have dual nationality."Hollande also said he plans to increase national security spending, strengthen anti-terrorism laws and boost border controls.
Some detailed measures include the creation of 5,000 new jobs in the country's security forces and an addition of 2,500 in prison staff.
Hollande acknowledged some new regulations would break EU's budget rules, but he believed national security should be given priority.
"This will lead to higher spending, which I take responsibility for. But under these circumstances, I consider the security pact prevails over the stability pact."The French President says he has requested meetings meet with U.S. President Barack Obama and Russian President Vladimir Putin to form a coalition facing the terrorists in Syria.
He said France will now strengthen its military involvement in Syria.
Paris is set to hold the 2015 UN Climate Change Conference from November 30 to December 11. Hollande said plans for the conference will not change.
After Friday's attacks in Paris, a State of Emergency was declared in France. Hollande said Parliament will consider a bill to extend the State of Emergency for three months.
Hollande then stressed France's resolve in defeating terrorism.
"We will eradicate terrorism because the French want to continue to live together without fearing those next to them. We will eradicate terrorism because we are attached to freedom and France's influence in the world. Terrorism will not destroy the Republic because it is the Republic that will destroy it. Long live the Republic and long live France."Parliament members welcomed the presidential address with a standing ovation, and concluded the event by singing the French national anthem.

US border issues on refugeesThe US Vice President has warned against any attempts to restrict the flow of information and people in the United States following the attacks in Paris.
Joe Biden made the remarks during a technology roundtable in Los Angeles on Monday.
"We didn't do it after 9-11, we didn't do it after the Boston Marathon - we've never done it in every other occasion where it's occurred. And it is not sustainable and we will succeed."More than a dozen US states have announced Syrian refugees are no longer welcome due to security fears after the Paris attacks.
Governor Rick Snyder of Michigan is suspending the acceptance of new arrivals until a review has been conducted.
Alabama, Texas and several other states have issued similar statements.
Seven of the perpetrators involved in the Paris attacks were killed in the aftermath, and one of them is thought to have been a Syrian who entered Europe via Greece with a group of migrants.
Millions of Syrians have fled to neighboring countries and to Europe, and the US has promised to take around 10,000 Syrian refugees in the next 12 months.

Australia says it won't unilaterally send troops to Syria, IraqAustralia says it will not act "unilaterally" to send ground troops to Syria or Iraq but will work as part of a coalition.
Australian Foreign Minister Julie Bishop:
"Australia doesn't act unilaterally, obviously in this regard, and with the United States and Russia, hopefully forming a single coalition against Daesh, obviously the military operations will intensify. Air strikes are effective in taking out the bases from which Daesh seeks to launch its attacks, either from Syria into Iraq or elsewhere."Australia has 780 Defense Force personnel in the Middle East, training local military forces and conducting air strikes.
The Royal Australian Air Force has been taking part in the U.S.-led coalition campaign against Islamic State targets in Iraq and Syria.
Australia has also been on alert for attacks by radicalized Muslims or home-grown militants returning from fighting in the Middle East.
Uganda Prepares for the Worst FloodsAnchor:
Uganda is preparing for its worst flooding in two decades, and the blame is being put on a powerful El Nino system far away in the Pacific Ocean.
The East African country is boosting its emergency funding by 10 million US dollars.

Uganda's Disaster minister Musa Ecweru warns the rains will cause destruction along its path.
"This is considered to be one of the strongest since 1995, its going to be worse than that and it means the consequences are going to be more grave."The hilly western and eastern parts of the country have already started experiencing mudslides.
Gardens have been washed away and homes destroyed leaving many people homeless.
In Kampala drainages are clogged leaving many parts of the capital flooded.
Mariam Nalubowa lives in one of the affected slums in Kampala.
"When it rains during the night or day time, the first thing i do is wake up and put my children up on a double-decker bed because it floods."The government has earmarked 10 million US dollars but says it could launch an appeal if disaster strikes.
Uganda's disaster minister Musa Ecweru warns the money available may not be enough.
"Partners are willing to support the government of Uganda because they know the so many challenges that we are going through. They know we are doing so many things at the same time and all those things are competing for our limited resource envelop."People living in high risk areas like slopes of hills or swampy places have been advised to relocate to safe places.
The ministry of health is also preparing to d dispatch drugs to health facilities across the country incase sanitation breaks down.
The UN warns the rainstorms could impact on a bigger part of the African continent.

Brazilian dam burst disaster zone remains restricted area despite relief effortsThe Brazilian city of Mariana remains a restricted area after one of the country's worst mining disasters.
Leandro Maslino is a survivor in one of the hardest-hit villages in Mariana's outskirts. His village has been swallowed up by toxic mudflow and mine waste after two dams burst.
"This used to be my home, and now everything is gone, buried deep in the mud. All the lives and properties are gone,"The dams at the Samarco-owned mine burst earlier this month, killing at least 11 people and leaving hundreds displaced in the southern state of Minas Gerais.
Officials say 15 people are still missing.
No cause has been identified for the twin dam failures, but the government has announced preliminary fines of 66 million U.S. dollars against the mine and called for a stricter mining code.

Headline NewsRussian plane crash in Egypt caused by terrorist attack: FSBRussian authorities have finally confirmed that the plane crash in Egypt's Sinai Peninsula last month was the result of a terrorist attack.
The Federal Security Service announced the conclusion on Tuesday, saying the plane was brought down by a bomb.
Russian President Vladimir Putin has ordered all Russian security services to find and punish the terrorists involved in the crash.
The FSB offered a reward of 50 million U.S. dollars for information about those responsible for the attack.
The Russian airliner crashed on Oct. 31 shortly after taking off from the Red Sea resort of Sharm el-Sheikh en route to St. Petersburg, Russia.
All 224 people on board were killed. Most of the passengers were Russian nationals.

Over dozen of U.S. states refuse to resettle Syrian refugees after Paris attacksThe governors of 15 US states have announced they will not allow the resettlement of Syrian refugees in their jurisdictions, citing the safety of citizens following the terror attacks in the French capital.
Fourteen of the governors are Republicans.
Some of the leaders had expressed reluctance to accept Syrian refugees before the attacks on Friday, but several have changed their minds only since the bloodshed in Paris.
The Islamic State has claimed responsibility for the attacks and has threatened to launch similar action in Washington, DC - the US capital.
The investigation in France has revealed that at least one of the attackers was from Syria.
Despite mounting criticism and objection, US President Barack Obama is sticking with his plan to accept 10-thousand Syrian refugees.

Tourism stocks take a hit after Paris attacksThe global travel and tourism sector is set to be hit hard from the attacks in Paris.
Stocks of many travel agencies and airlines, such as American Airlines, Delta Airlines and Norwegian Cruise Line have decreased over 2 percent.
Travelers to France have canceled or changed plans.
Paris is one of the most popular tourism destinations in the world, with more than 16 million visitors each year.
French President Francois Hollande has announced plans to introduce a state of emergency across the country for the next three months.
Price of China's PV products similar with international price: MOCChina's Ministry of Commerce says the price of China's photovoltaic products is similar to the international price.
Spokesperson Shen Danyang refutes claims of unfair pricing made by European PV producers.
"We have organized associations and companies of PV products to conduct active plea and has conferred with the European Commission many times regarding this matter. Now, the commission has agreed with China's plea that the rise of China's PV products' price is due to expansion of market shares and China's price does not exceed the international price."The European Commission started the interim price review in May at the application of the European photovoltaic industry association.
The association accused China of lowering the benchmark price of PV products.
It also demanded elimination of Chinese quotations of such products from the Bloomberg price index, which serves as a basis to adjust the floor price of PV products.

China's Tsinghua Unigroup to Invest 300 Bln Yuan to Build Chip EmpireChina's Tsinghua Unigroup is expected to invest 300 billion yuan or nearly 50 billion U.S. dollars, in the chip industry over the next five years.
The move aims to help Tsinghua Unigroup to become the world's third-biggest chipmaker.
The company controlled by Tsinghua University is in talks with a U.S.-based company involved in the chip industry.
The planned investment is almost equal to Intel's chip revenue last year.
The deal will be finalized as early as the end of this month.

Shanghai-HK Stock Connect's one-year anniversaryTuesday marks the first anniversary of the launching of the Shanghai-Hong Kong Stock Connect.
The multi-billion-dollar trading link between Shanghai and Hong Kong has seen billions of dollars in daily cross-border transactions over the past year.
It has also given international investors more access to companies in the world's second largest economy.
President of Hong Kong Exchanges and Clearing Limited, Li Xiaojia, praises the success and innovation of Connect.

Dalian Wanda, R&F Properties seek approval for Shanghai listingsTwo of China's biggest real estate companies are reportedly seeking approval to raise about 47 billion yuan, over 7 billion U.S. dollars, in Shanghai listings.
Dalian Wanda Commercial Properties is planning to raise nearly 12 billion yuan, while Guangzhou R&F Properties attempts to seek 35 billion yuan on the Shanghai stock exchange.
Meanwhile, Wanda plans to issue about 250 million new shares, while R&F properties plans to issue at least 1 billion.
Currently, both applications are subject to regulatory approval.
China previously announced the resumption of initial public offerings, suspended since July as authorities tried to stem a market crash.
Analysts believe that the reopened window will give property developers another channel to refinance amid slower sales and chase a more favorable valuation.
Baidu partners with China CITIC Bank in direct banking businessChina's biggest online search engine Baidu is ready to collaborate with China CITIC Bank to build a direct banking business.
China CITIC Bank will officially announce the strategic partnership on Wednesday.
So far, details about the cooperation have not been revealed.
Baidu is expected to finally enter the private banking market, through the partnership with CITIC.
Baidu's rivals - Alibaba and Tencent - have already successfully acquired licenses for private banking by forming alliances with different partners.
China raises RQFII quota for Singapore to 100 bln yuanChina is expected to double the investment quota for Singapore under the RMB Qualified Foreign Institutional Investors scheme to 100 billion yuan.
The RQFII allows qualified investors to invest yuan-based funds in the mainland securities market within a permitted quota.
It was launched in 2011 to widen investment channels for overseas yuan funds on the Chinese mainland.
The decision is part of deepening financial cooperation between China and Singapore.

A group of Russian athletes gathered for a news conference in Moscow on Monday to denounce the suspension of their country's athletics federation.
This suspension came from the IAAF who provisionally suspended Russia last Friday from world sporting events due to wide spread allegations of Russian Athletes doping.
One athlete in attendance, Russian Pole Vaulter Yelena Isinbayeva, spoke about the issue concerning her countries athletics.
"I think that this situation should be investigated individually - each specific case of every athlete who took doping, who was disqualified. Please, be responsible for your actions. They personally, their trainers, their doctors who advised them that (doping) should be examined. But what do we have to do with that? Why should we be responsible for their actions, for their dark deeds?"This suspension means all Russian athletes are banned from international competition until Russia is declared compliant with global anti-doping rules.
This could mean that these athletes will miss the chance to compete in the Olympics in Rio de Janeiro.
Despite this possibility, Isinbayeva stated that with her solution of individual testing, herself and others believe that Russia will not miss the games in 2016"As for competing under the Olympic flag, this is really being discussed in the sport circles. Svetlana Zhurova (Russian speed skater and lawmaker) has also suggested this idea recently, but I don't know if it's really possible at all. Anyway, I believe that at the Olympic Games in Rio we will represent our country and our national anthem will be played in our honour."The pole vaulter Isinbayeva would go on to vow that she would take any tests to prove her innocence.
Republic of Ireland receives bid for 2016 European ChampionshipIn some football news:
The Republic of Ireland scored a 3-1 aggregate win over Bosnia and Herzegovina on Monday to reach the 2016 European Championship in France.
It would be Jonathan Walters, who recently came back from suspension, that would score 2 goals in the 2-0 victory over Bosnia and Herzegovina.
Irelands Head Coach Martin Oneill stated after the game that he couldn’t be more proud of his team.
I am, I am... I couldn't be more proud. They are a fantastic bunch of players. They wanted to play for their country which is very, very important. I've just said there in a radio interview - there seemed to be some sort of talk that some players found it a chore coming to play for their country, I've not experienced it in my two years here certainly, no experience of that whatsoever since the tournament started. So, players do want to play and I think they've shown that over the tournament that they want to play, and they've given everything.
This will be Irelands second consecutive European Championship.

Second seed Andy Murray won with a 6-4, 6-4 to continue his campaign toward the finals.
After the match, Murray decided to speak with the crowd about his feelings regarding the recent events that happened in Paris.
"I think that's something very difficult to talk about without knowing all the information. I think all of the...all of sport, really, has shown that it's a terrible, terrible tragedy. Everyone was obviously very upset by it, but it's not something I would say I know enough about to really give a fair comment on, but it's obviously a terrible situation and hopefully everyone can come together and try and sort it out."Next up for Murray will be Rafeal Nadal.
Nadal beat Stan Wawrinka with a 6-3, 6-2 victory on the same day as Murray played Ferrer.
After his game Nadal, spoke about his day’s performance:
"Well, happy for the victory. It's an important to start for me. You know, all the matches here in the World Tour Finals are so difficult so to start with a victory always is so important, and so I'm very happy for that. That's confidence for the next (match) and that's confidence for next year too. So, just happy with the way that I am playing."Nadal would go on to state that he is anxious to face Murray in his next match, but after a good practice, the tennis star says he will be ready.

Graeme McDowell has won the OHL classic in Mexico.
It would be Rain on a Sunday that would force a fifth day at the Playa del Carmen golf course.
With seven holes left to play on Monday, HSBC Champions winner Russell Knox took a solo lead at 20-under after drawing level with Graeme McDowell during Sunday's play.
McDowell closed with a 66 to finish at that score, which he thought would be good enough only for second place.
But, following a bogey on the 14th hole, Knox bogeyed a 12-foot par putt at the 18th to force a play-off.
The 18th was replayed and McDowell ended one of his worst years with one of his best shots.
The golf star hit an approach close to the pin and converted the birdie putt to claim victoryAfter the game, McDowell spoke a few words to the press.
"It really gives me something to kind of grab onto, you know. You go through a year like this, you think 'am I finished, am I not good enough?'. You ask yourself all the questions. We've all been there. This is the game of golf, it's very difficult. I've been dreaming of this day and I said to myself that I was going to appreciate it when it came. So I'm going to appreciate this one, let me tell you, because this year's been a grind, (for) my whole team - caddy, coaches, managers, my wife - it's been a tough year. But this is special.
McDowell would later go on to state that this victory has been a huge confidence boost for his game.

Cannes-winning director Hou Hsiao-Hsien's film "The Assassin" leads the race with 11 nominations, including Best Film, Best Actress and Best Director.
It is Hou's first attempt at making a martial arts movie. Starring actress Shu Qi, the moive is about a girl in the Tang Dynasty who has been trained to kill since childhood. She is instructed to carry out another assassination by her master, but has a change of heart. The story is loosely based on a classic novel but the director decided to rewrite it to show the character's humanity. "She has a weakness. She didn't have the heart to do it. She killed successfully the first time. The second time, she saw the cute boy and didn't do it. This is one of main reasons I rewrote it."Other nominated films include "Port of Call", "Thanatos, Drunk" and "Mountains May Depart".
The biggest surprise of this year's Golden Horse Award came as director Feng Xiaogang, who has directed many works including "1942" and "If You Are The One", was nominated for a "best actor award" for his performance in Guan Hu's "Mr. Six".
Other nominees include Deng Chao in "The Dead End" and newcomer "Dong Zijian" in "Delan".
A total of 427 works were submitted this year.
The Golden Horse Awards are considered the "Oscars" of the Mandarin language film industry.
Adele premieres live clip of 'When We Were Young'
Grammy and Oscar-winning singer/songwriter Adele has premiered a clip of her upcoming single, "When We Were Young."The performance of the song, from her forthcoming album "25," was filmed at The Church Studios in London, where some of the LP was recorded. "When We Were Young", written by Adele is the follow up to the smash hit single "Hello."The album "25" will be released this Friday.
Loretta Lynn to Receive the first-ever "Legend" AwardCountry Music Icon Loretta Lynn has been selected to receive the first-ever "Legend" Award at the 2015 Billboard Women in Music Celebration.
According to Billboard.com, the new honor will recognize the singer-songwriter for her "historic contributions to the industry and artistry of American music".
To date, Lynn has scored 29 Top Ten albums on the Billboard charts, with 11 of them reaching Number One. Also, 16 of Lynn's singles have hit the chart summit, including "Coal Miner's Daughter," which shares its title with the 1980 Oscar-winning movie.
The 83 year old artist will pick up the prize at the annual gala in New York City on December 11, three months before she prepares to release her first album in over a decade.
"Full Circle", the follow-up to 2004's "Van Lear Rose", will hit retailers next March.
Meanwhile, Lady Gaga will receive the prestigious Woman of the Year, while other 2015 honorees include Selena Gomez, Demi Lovato, Fifth Harmony and Lana Del Rey.
