Iraqi political leaders met Tuesday trying to flesh out details of a plan that Prime Minister Nouri al-Maliki announced Monday.

Mr. Maliki's plan includes setting up neighborhood committees composed of representatives of different religious, political and other groups. They are supposed to monitor activities by security forces and militias. A central committee would supervise their work.

Top U.S. officials in Iraq, including Ambassador Zalmay Khalilzad and General George Casey, welcomed the idea.

Meanwhile on Tuesday, the pace of attacks around Iraq showed no sign of slowing.

This man was an eyewitness to a roadside bomb that went off next to a U.S. military convoy in Baghdad, wounding three civilians and a policeman.

Elsewhere in Baghdad, at least three people were killed in a suicide bomb attack at a fish market.

Eight U.S. soldiers were killed in Iraq on Monday.
