土耳其国家任命的受托人，或者说市长比拉尔 奥兹坎(Bilal Ozkan)通过宗教仪式的机会与迪亚巴克尔苏尔市苏尔区(Sur)的市民见了面。过去在这个库尔德民族主义盛行的地方是见不到土耳其国旗的，而如今国旗却象征着奥兹坎的统治。

Ozkan was appointed by the interior ministry after Sur’s elected mayor was accused of supporting the Kurdish separatist group the PKK.Tight security accompanies Ozkan wherever he goes, with the PKK declaring him a target.

奥兹坎被土耳其内政部任命为市长是在苏尔区(Sur)时任市长被控支持库尔德分离主义者组织库尔德工人党（PKK）之后。因为库尔德工人党（PKK）已宣称要将他作为刺杀目标，所以无论奥兹坎走到哪儿，都警戒森严。而奥兹坎则表示他不会惧怕这样的威胁。

“Let us say there is an assassination, whether attempted at me or another colleague, the state would never give up.If any one of us dies, perhaps in a couple of hours another state employee will come and take over.There is no ground for the terrorists and other plotters to have hopes here.We feel extremely safe in our homeland, in our country.”

The PKK has started assassinating local members of the ruling AKP Party in response to the more than 20 elected mayors removed from office.The killings have been strongly condemned by the main pro-Kurdish party.But it warns of dangerous consequences if the policy of removing mayors continues.

作为对20多任市长被撤职的回应，库尔德工人党（PKK）已经开始刺杀执政党正义与发展党（AKP）的当地党员。支持库尔德党的库尔德人民民主党(HDP)强烈谴责这种杀戮行为。但人民民主党同时警告，如果撤职市长的政策继续下去，后果不堪设想。

“Kurdish people are full of anger against this operation against mayors.There is a big energy gathering.Just like gas in a mine, it awaits for a flame that would erupt into a societal explosion.AKP’s dangerous policies can result in much bigger tension and much more serious reaction.”

库尔德人民在这场针对市长的风波中面临着巨大危险。一股能量正在不断积蓄。就像矿井里的瓦斯在等到火焰来爆发一场社会动乱一样。正义与发展党的危险政策可能造成局势更加紧张，反应更加激烈。

Despite such warnings,the co-mayors of Diyarbakir were arrested this week on charges of supporting terrorism.But government officials insists there is no need to win over the people.

虽然警告在先，但本周又有数名迪亚巴克尔市共同市长被控支持恐怖主义而遭到逮捕。但政府官员坚称没有必要赢得民众的同意。

“There is a high percentage of support for our work by ordinary citizens,there is no resistance on their part.The terrorists are the only ones who do not want our work to be carried forward.”

普通市民对我们的支持率很高，没有反对的声音。只有那些恐怖分子才不希望看到我们的工作得以推进。

Ozkan is promising a major restoration program to revitalize tourism,devastated by months of fighting between the government and Kurdish rebels in the Sur municipality.Some people who fled the fighting are returning, but there is little expectation peace is close at hand.

奥兹坎承诺推行一个重大恢复项目以振兴因政府与苏尔区库尔德叛军数月来的冲突而遭到重创的旅游业。虽然一些此前逃离苏尔区战乱的人正在逐步返乡，但短期内，依然看不到和平的希望。

“We are not expecting anything, there is nothing here, there is no hope.There is no expectation things will improve, there is now war, civil war.Wherever you turn your head you see an incident, a clash, bombs exploding. Wherever you look people get killed, only Allah knows how this will end.”

For many people in Sur who have seen so much violence, it appears peace remains illusive.
