The chairman of Amnesty International Turkey, Taner Kilic, was re-arrested February 1st, less than one day after a court had ordered his conditional release from pre-trial detention. Following an overnight appeal by the prosecutor, the original court reversed the decision and returned him to prison.

国际特赦组织土耳其分会的主席泰纳 齐李克(Taner Kilic)于2月1日被捕，而就在不到一天前，某法院下令解除审前羁押的状态，对其进行无条件释放。在检察官整夜的申诉后，原判法庭撤销了之前的判决，将其遣返回监狱。

State Department Spokesperson Heather Nauert said that the United States is closely following the case, along with those against other respected human rights defenders, journalists, civil society leaders, and opposition politicians whose ongoing prosecution under the state of emergency has chilled freedom of expression and raises serious concerns about respect for judicial independence and the due process protections enshrined in the Turkish constitution.

国务院发言人希瑟 诺尔特(Heather Nauert)表示，美国正在密切关注齐李克的案子，以及其他不利于人权捍卫者、记者、民间社会领袖、反对派政客的情况。虽然他们备受尊重，但他们现在正在遭遇紧急状态的起诉，这让人们不敢自由言论，也让很多人深切地担心有关尊重司法独立的问题以及土耳其宪法所推崇的疏而不漏的程序保护。

We call on the Turkish Government to end the protracted state of emergency, to release those detained arbitrarily under the emergency authorities, and to safeguard the rule of law consistent with Turkey's own domestic and international obligations and commitments.

Mr. Kili? has been in pretrial detention since June 2017 on charges that he is a member of a terrorist organization -- charges which he denies and which human rights monitors say are spurious. Along with other human rights defenders, he was arrested under the authority of Turkey's state of emergency which has been renewed every three months since the attempted military coup against the government in 2016. It was renewed for an additional three month period for a sixth time in January 2018.

齐李克先生自2017年6月以来就处于审前羁押的状态，罪名是他是某恐怖组织的成员——对此他矢口否认，而很多人权监察组织也表示这些罪名子虚乌有。他和其他人权捍卫者一样，在土耳其当局宣布紧急状态后就遭到逮捕，而土耳其的紧急状态自2016年企图发动政变失败后就每三个月多延期一次。2018年1月是土耳其政府第六次对国家状态延期三个月。

Since the coup, at least 50,000 people have been arrested, and a reported 140,000, including many from the police, army and judiciary, have lost their jobs. Human rights monitors have expressed concern over a crackdown on freedom of expression and a failure to observe due process in Turkey.
