Oakland, California teachers are set to go on strike Thursday over pay and classroom size. The school district plans to keep classrooms open with substitutes and other staffers.

And heavy rain is bringing flash floods to the Deep South, covering roads and stranding some drivers. Flood watches and warnings are in place for areas of Mississippi, Alabama and Georgia.
