A hepatitis vaccine program helped provide cover for the U.S. to track down Usama bin Laden in Pakistan, but it's a tactic the President's top counter-terrorism adviser says will be shelved from now on.

Lisa Monaco wrote to the deans of more than a dozen public health schools saying the CIA has agreed to no longer use vaccination programs or health workers for intelligence purposes. International health agencies argue it played a role in the shootings of health workers in Pakistan and could backfire on efforts to end polio in that country.
