The President's strategy involves working with international partners and with rebels in Syria. He's expected to ask Congress for permission to arm the moderate opposition that's been trying to topple President Bashar al-Assad. White House Press Secretary Josh Earnest says the U.S. has been vetting the rebels:

(Earnest): "To ensure that the support that we're providing is going into the hands of the right people."

The President is not expected to ask lawmakers for permission for more air strikes, telling top Congressional leaders he has the authority he needs to take action.
