President Xi Jinping says China's economy has the hope and potential to maintain long-term stable development.

He made the remarks in a speech on the CPC Central Committee's proposals for formulating the 14th Five-Year Plan for National Economic and Social Development and the Long-Range Objectives Through the Year 2035.

Xi Jinping says it is "completely possible" for China to meet the current standards for high-income countries by the end of the 14th Five-Year Plan period, which spans from 2021 to 2025, and to double the total economic volume or per capita income by 2035.

The leader, also general secretary of the Communist Party of China Central Committee, says there will be many unstable and uncertain factors in the external environment in the coming period as many risks and hidden dangers may impact domestic economic development.

He says the medium- and long-term goals should pay more attention to economic structure optimization in order to guide all parties and focus work on improving the quality and efficiency of development.

Xinjiang has confirmed two new COVID-19 cases and over 110 asymptomatic ones.

The two confirmed cases were re-categorized from asymptomatic carriers.

All of the new asymptomatic cases are among those under isolated medical observation in Kashgar.

Currently, Xinjiang has 64 confirmed cases and hundreds of asymptomatic ones.

The Hong Kong Special Administrative Region has decided to extend its social distancing restrictions for another week.

Chief Executive Carrie Lam says the situation in Hong Kong has not seen a better turn.

"We noticed that there were many gatherings last weekend due to some kind of easing of social distancing measures. With the arrival of autumn and winter, more gatherings for hot pot dinners were seen. In order to get the normal social life back as early as possible, and inject some driving forces into the economy of Hong Kong by means of customs reopening, every resident should continue to hold on to the social distancing measures."

Hong Kong has seen six local COVID-19 cases over the past week. Three of them can not be traced.

U.S. President Donald Trump says he will only declare victory in the ongoing presidential election when there has been a victory.

Trump expressed optimism about his chances of winning another term during a televised interview on Tuesday.

Democratic candidate Joe Biden has been leading Trump in the polls ahead of the election. However, the lead has been narrow in some battleground states.

Meantime, more than 4,700 US National Guard troops in 18 states have been activated to assist in the elections.

The UK has raised its terror threat level from "substantial" to "severe" following recent attacks in Austria and France.

This is its second-highest threat level, which means that an attack is considered highly likely.

UK Home Secretary Priti Patel made the announcement on Tuesday after the government's Joint Terrorism Analysis Center decision.

"The British public should be alert but not alarmed. This is a precautionary measure following the terrible incidences that we've seen in France last week and the events that we saw in Austria last night. The first and most important duty of the government is obviously to protect the British public. And we are doing that."

In Austria on Monday, a man armed with an automatic rifle killed four people in Vienna before police shot and killed him.
