2. By a narrow margin, the House passes a surveillance bill pushed by Democrats, a bill President Bush is vowing to veto. Bush says the bill does not protect telecommunications companies from lawsuits when these companies allow the government access to phone calls and e-mails.

4. Apartment dwellers in Tulsa, Oklahoma got this visitor from above: a dummy rocket off an Air National Guard jet. The non-explosive 22-pound bomb fell into the foundation, cutting off electricity. The pilot thought he dropped the rocket over a field during a practice mission in Kansas.
