Phelps will be cited for driving without a license and failure to establish residency in Maryland. Phelps lived in Michigan for four years till he moved back to his native Maryland last year.

2. President Barack Obama is admonishing the media. He says news outlets are giving too much attention to angry protesters at town hall meetings on health care. He says that TV loves a ruckus.

3. Crews battling wildfires across California are getting more manpower and some help from a Mother Nature in the form of higher humidity and light wind. The blazes have forced thousands of people to leave their homes in the Santa Cruz Mountains.

4. Eunice Kennedy Shriver has been laid to rest by her family at a cemetery on Cape Cod. Mourners lit candles from the Special Olympics torch at the service.
