Catalonia Supported Autonomy Proposal/ Somalia Conflict Attracts International Concern
Voters in the Spanish region of Catalonia have backed proposals to grant them greater powers of self-government, making it one of Europe's most autonomous regions. Results suggest that about three-quarters of those who took part in a referendum wanted greater autonomy. Among other things the proposals give Catalonia's parliament more control over taxation5 and the judiciary. The Spanish Prime Minister Jose Luis Rodriguez Zapatero welcomed the result.
Today the process has been concluded. The people have spoken. The Catalans have spoken clearly. The statute6 is the framework that they have chosen and that they have chosen by a wide margin7. Above all this will be good for Catalonia and good for Spain as a whole.
International concern is growing about the conflict in Somalia, where fighting is spreading and now threatens to draw in neighbouring Ethiopia. The United Nations High Commissioner8 for Refugees, Antonio Guterres, urged countries to work for a peaceful settlement or risk a worsening humanitarian9 crisis. The reports of Ethiopian troops crossing the border into Somalia are hard to substantiate, but at least one has indicated several hundred soldiers getting close to Baidoa, the seat of Somalia's interim10 government. The country has endured fifteen years of inter-clan conflict and anarchy, but recent fighting between an alliance of Islamic courts and a group of warlords has threatened to push Somalia into an even deeper crisis. The African Union has condemned11 the violence and has called for the early deployment12 of peacekeeping forces. The Islamic Court Militia13, accused by the United States of links with Al-Qaeda terrorists, has taken the capital, Mogadishu, and other key areas in the centre and south.
