WFP Agrees to Re-Open Afghan Bakeries

U.N. World Food Program officials in Afghanistan have agreed to re-open the agency's 1)subsidized 2)bakeries that serve 300,000 needy1 people in Kabul. The agency appears to have given in to the Taleban's key demand.

The WFP shut down the bakeries Saturday - disappointing long lines of hungry Afghans - after the two sides failed to reach an agreement over who would administer a new hunger survey.

WFP officials 3)concede only women hired by the Taleban health ministry2 will administer the survey. The food agency had earlier rejected that proposal, saying local women hired and trained by the agency also needed to be involved to ensure its independence.

World Food Program Spokesman Khaled Mansour says the Taleban has given his agency assurances the new survey will be done fairly. "It is not now solely3 a survey purely4 conducted by the Taleban and then final results given to us," he said. "What changed is that we will be part and parcel of the survey."

The Taleban's strict interpretation5 of Islamic law 4)bars women from working in all fields except health. But under Taleban law, only women can can go door to door to interview Kabul's 5)needy, many of whom are war 6)widows.

The U.N. food program says it needs the new survey because as many as 40 percent of those getting the aid have 7)fraudulent 8)ration cards.

The Taleban 9)condemned the 10)closure of the bakeries Friday, accusing the agency of playing politics with its assistance programs by trying to force the Taleban into 11)compromising its Islamic laws.

A local Kabul charity re-opened some of the bakeries on its own Saturday, after the Taleban called for the Muslim world to lend a helping6 hand.

The United Nations handles most of the humanitarian7 aid in the war and 12)drought-13)ravaged country, where more than five million people are believed to need food assistance.
