Peru's 1)disgraced spy chief, Vladimiro Montesinos, returned to Peru Monday after an eight-month 2)odyssey that ended with his 3)capture in Venezuela. With local radio reporters doing an excited play by play narration1, Mr. Montesinos arrived in the Peruvian city of Iquitos, and then was taken by police transport plane to Lima's main airport.
Mr. Montesinos, who is 4)accused of leading a power structure 5)unmatched for corruption3 in Peruvian history, was finally 6)deposited in a dark, 7)dank holding cell in the basement of the main court building in downtown Lima. Mr. Montesinos has been named in almost 50 criminal cases, and the 8)attorney general's office is working on 91 more. He is charged with drug-trafficking, 9)money-laundering, arms dealing4 and 10)masterminding death squads5.
The evidence against Mr. Montesinos includes 2,400 videotapes he had made, showing corrupt2 activities involving over 500 11)suspects, 61 of whom have been arrested. Investigators6 have pointed7 to $240 million in illegal funds uncovered in banks throughout the world, and have landed scores of high military officers and ministers in the courts.
President Valentin Paniagua says Mr. Montesino's capture shows that with 12)patriotic determination and a 13)moral compass, the truth can be achieved, and 14)impunity 15)avoided. The president says this capture should be a necessary and severe lesson for future generations, and a point of 16)departure for a new way of managing things in Peru.
President Panigua says Peru had what he calls important help from the U.S. Federal Bureau of Investigation8 in capturing Mr. Montesinos. The former spy chief had been considered a U.S. ally in anti-drug efforts in Peru, and his links to the U.S. 17)Central Intelligence Agency are now being questioned in the American Congress.
The Peruvian government says Mr. Montesinos will be treated as a common criminal and, since he is considered a head of a 18)criminal organization, he will not be granted 19)plea-20)bargaining 21)concessions. Authorities are still trying to work out where they will house Mr. Montesinos, since the court has ordered that he be kept in absolute isolation9 in a maximum-security installation.
