Rwandan officials are touring Europe to gather international support for programs aimed at 1)reconciling Rwanda's 2)ethnic2 communities. They are also meeting with Rwandan exiles to persuade them to return home and get involved in national reconciliation efforts.
Rwanda is still suffering from the wounds left by the 1994 3)genocidal war, when as many as 800,000 people, mainly 4)Tutsis, were killed by Hutu 5)extremists. In 1999, the country established a National Commission for Unity3 and Reconciliation to promote civic4 education, to teach people to 6)value peace, 7)democracy and the rule of law.
Aloysea Inyumba, 8)executive secretary of the commission, says one of its goals is to persuade the survivors5 that reconciliation is better than 9)vengeance. The commission has achieved a number of major successes, she adds, but she also 10)acknowledges the difficulty of coming to terms with something as awful as what happened in Rwanda seven years ago.
"The challenge you have in our country now is how do you promote the culture of justice," said Ms. Inyumba. But how do you discourage the culture of impunity6. Historically, people were glorified7 if they killed more. So, we are trying to match the two: how do you fight the culture of 11)impunity, while at the same time promoting reconciliation in our country."
Ms. Inyumba says social differences among the Hutu, Tutsi and Twa 12)tribal8 groups exist, but ethnic divisions do not. She calls this a political invention. She believes reconciliation among these peoples is possible because they share a common language, culture and history. She notes the government is enacting9 a number of new laws to foster national unity. For instance, Ms. Inyumba says, Rwanda has abolished the identity card that noted10 the person's tribal affiliation11.
"We are creating equal opportunities for the students, for the Rwandese children," she says. For the first time in our country now, the identity card is gone. For the first time in our country, we have a 13)parliament where all Hutus and Tutsis and Twa are participating. For the first time, we have an army where Hutus and Tutsis and Twa are 14)participating. So, I think this is the way we are going to build a new system that creates equal opportunities for people, and, eventually, this thing is going to die."
The Rwandan officials say they have started numerous programs aimed at improving the country and bringing the people together. Among them are reconstruction12 projects, 15)judicial reforms, 16)poverty reduction schemes and programs to strengthen human rights.
