Indonesia's parliament has voted to immediately begin formal 1)impeachment 2)proceedings against President Abdurrahman Wahid. But Mr. Wahid says the special impeachment session is illegal, and he will ignore it. The stage is now set for a 3)showdown between an 4)unpredictable president and an angry parliament.
By an overwhelming margin4, and under heavy security, the Peoples' Consultative Assembly voted Saturday to immediately begin formal proceedings to remove Indonesia's first 5)democratically elected president from office.
Mr. Wahid will be summoned before a special session of the assembly Monday to give an accounting5 of his presidency6. If the assembly, Indonesia's highest 6)legislative body, is not satisfied with his account, they will vote to impeach1 him.
But, even before the assembly had voted, Mr. Wahid rejected the special session as "illegal," and said he would not go before it to give an 7)accountability speech. Mr. Wahid claimed he still commands widespread support outside parliament. He said he is against violence, and that he has asked his followers7 not to come out into the streets.
But, at the same time, Mr. Wahid also warned legislators of the 8)consequences, if they press on with impeachment. "If they think about the interests of the nation as a whole, then they will not do this," he said. "But if they do, then don't blame me, if the crowd takes care of everything by themselves."
But Mr. Wahid's former spokesman, Dharmawan Ronodipuro, told VOA, Mr. Wahid's 9)exhortations to his followers to stay off the streets have not been very strong. "His past statements regarding his followers have not been very clear, have not been very decisive," he said. "On many occasions, he has been asked what he would do if his followers went down into the streets. His remarks have always been that he cannot 10)prohibit them from going into the streets because this is a democracy."
The assembly was to have met August 1 to consider Mr. Wahid's impeachment for 11)alleged corruption8 and 12)incompetence. But the members decided9 to speed things up after Mr. Wahid swore in a new police chief without parliament's consent Friday, and reiterated10 his threat to declare a state of emergency and dissolve parliament. However, it is not clear if such a decree would be 13)enforceable, as the army and most of the senior police hierarchy11 have said they would not support it.
If Mr. Wahid is ousted12 as expected, the presidency would fall to the current vice-president, Megawati Sukarnoputri. However, should Mr. Wahid not accept his impeachment, Indonesia could find itself with two rival presidents, thus further deepening an already 14)divisive political crisis.
