The human rights group Amnesty International has issued a report on 1)alleged 2)racial 3)abuses around the world, from the United States and Britain, to Rwanda, Turkey and Iraq. The Amnesty report highlights human rights abuses based on what the group says is 4)racist2 5)discrimination, 6)xenophobia, and basic 7)intolerance of ethnic3 8)minorities.
Amnesty International chief executive Kate Gilmore describes racism4 as a scourge5, which has spared no country. "It is a 9)blatant attack on the most fundamental notion of human rights, that human rights belong to all people equally," she says.
The London-based human rights group criticizes both developed and developing countries for alleged racist abuses, especially in the administration of justice.
The U.S. judicial6 system is criticized for racial discrimination. So is the British police system. Turkey, Iraq, and central European countries are also 10)cited for discrimination against ethnic minorities. Israel is criticized for its treatment of Palestinians.
"Security and most fundamental notions of law and order depend on our confidence in systems of justice and our confidence in the 11)impartial administration of justice," Ms Gilmore says. "Racism erodes7 that impartiality8 and effectiveness and it is a cost born by us all. But of course [it is] paid most highly by those who are seen to be the other, who by 12)arbitrary 13)notions of racial difference, ethnic origin, physical appearance, language, arbitrary concepts, are 14)deprived their rights under law."
The Amnesty report also stresses what it says is the mistreatment of asylum9 seekers and refugees.
The issues highlighted in the Amnesty International report will be discussed at the U.N. conference on racism next month in South Africa.
Samkelo Mokhine of Amnesty South Africa says it is fitting the conference is being held there. "South Africa is a very pertinent10 place to hold the conference because of the 15)legacy of 16)apartheid, which still manifests itself in different ways through the judicial system, the police in South Africa. The struggle to get rid of racism within South Africa is going to be a very long one" Mr. Samkelo says.
Amnesty International is calling for the conference to adopt concrete measures to combat racial abuse and discrimination. The report says the slow progress toward eradicating11 racial bias12 in police and legal institutions perpetuates13 racism.
