Topic 1-Property tax is coming, but when

 

Since the beginning of 2017, another heated debate on the advent¹ of property tax simmered. The Communist Party of China Central Committee and State Council, China's cabinet, pledged breakthroughs in government allocation of resources to address problems such as over-reliance on administrative² measures this January. It mentioned "under the precondition of supporting a national unified³ market, China will encourage regions to explore innovative⁴ measures in urbanization, SOEs, regional financial markets, property taxes, health and elderly care".

 

Chinese people are very good at reading between the lines especially in national policy documents.

Topic 2-China plans to lower administrative detention⁵ age from 16 to 14

 

China's Ministry⁶ of Public Security is soliciting⁷ public opinion on a draft law--to lower the age of juvenile⁸ administrative detention from the age of 16 to 14. The proposed revisions to the Law on Penalties for Administrative Detention have drawn⁹ mixed response from experts and citizens.

 

Is it an effective way to control the growing rate of juvenile delinquency?

 

Topic 3-Certificate for being qualified¹⁰ parents

 

The city of Zhongshan 中山, south China's Guangdong Province, has launched a pilot program which requires parents to attend training classes and recieve a certificate to be qualified parents.
