Toledo to Assume Peruvian Presidency Saturday

Peruvian President-elect Alejandro Toledo presented his 14 cabinet members at a 1)news conference in Lima on Thursday, less than 48 hours before he is to 2)assume office. The cabinet reflects Mr. Toledo's twin goals of combating poverty and promoting cooperation in 3)confronting his nation's problems.

The fight against 4)poverty, corruption and 5)centralized government will be the primary focus of the new government according to Alejandro Toledo. In a country where half the population lives in poverty, he says it is 6)crucial that he and his cabinet work together to provide Peruvians with better nutrition, more jobs and better education.

Mr. Toledo says that in the first 100 days of his government, he will 7)implement a program to reactivate the economy. He says obviously such a program will not be able to produce results overnight, but that he hopes within the first year or so to have some positive results in both 8)productivity and in the creation of jobs.

Two of the top officials in the new cabinet are trusted Toledo 9)advisors who have worked primarily outside of Peru. Pedro Pablo Kuczynski, who has worked as successful investment banker in Miami for the past seven years, will serve as finance minister. While some Peruvians have expressed concern that he may be out of touch with his own country's needs, Mr. Toledo says he has the experience and ability to attract foreign investment back to the country.

Heading the cabinet as president of the Council of Ministers will be Roberto Danino, a corporate consultant who has also worked in the United States and who was first introduced to Mr. Toledo by Mr. Kuczynski. The only woman in the cabinet is Doris Sanchez, a member of congress from Mr. Toledo's Peru Posible, or Peru Possible, party.

Although Mr. Toledo describes his cabinet as "multi-party and multi-racial," the members not from his own party are mostly independents and his is the only face representing the country's large 10)indigenous population. Luis Chang, who is of Chinese descent, will serve as minister of transportation and communication, but there are no Japanese Peruvians in the cabinet.

Relations with Japan are at a 11)critical point now because of Tokyo's decision to deny Peruvian requests for the 12)extradition of former President Alberto Fujimori, who fled to Japan last November. Earlier this month Japan further angered Peruvians by granting citizenship to Victor Aritomi Shinto, a former Peruvian 13)ambassador to Japan who is also Mr. Fujimori's brother-in-law. Both men are wanted on corruption charges in Peru. Mr. Toledo says he will continue to seek their extraditon, but that he also wants to maintain good relations with Japan and its private investment community.

Another country with which Peru has clashed recently is Venezuela. The interim government that has run Peru since Mr. Fujimori's departure last year has accused Venezuelan President Hugo Chavez of having harbored former Peruvian spy chief Vladimiro Montesinos. He was extradited from Venezuela last month and is now in prison here 14)awaiting trial on corruption charges. But Mr. Toledo says harmony among Andean countries will be a 15)priority for him and that after he assumes office on Saturday, relations with Venezuela will be 16)restored to a normal state.
