   Rebels in the Democratic Republic of Congo are threatening to walk away from peace talks later on this Friday.

 
  The M23 rebels are demanding the government sign an official ceasefire.
 
  The talks are scheduled today in neighboring Uganda.
 
  Jean-Marie Runiga is the head of the rebels' political wing.
 
  "If President Kabila refuses to sign the ceasefire deal we will talk to him in the language he understands better which is war. We will not participate in any form of talks with him if he does not agree to peace."
 
  The last round of negotiations to end the 9-month insurgency failed.
 
  The government of the DR Congo is dismissing the new rebel demand as unnecessary.
 
  The M23 rebels have been pressing for the ouster of President Joseph Kabila.
