The 6.5-magnitude earthquake that struck Ludian Town in Zhaotong City on Sunday has killed 398, and the death toll is expected to rise. More than 1,800 are injured, close to a million people have been affected, and nearly 30,000 have been relocated to safer areas.

The quake destroyed more than 40,000 houses and badly damaged another 78,000 in Zhaotong. Power lines and communications in the region are down.

The government has launched the highest level emergency response and allocated 600 million yuan to Yunnan Province as an emergency relief fund. But according to the city government, a lack of professional rescue teams and equipment is hampering relief efforts. And because of damaged roads, some of the injured remain trapped in the worst hit areas.
