The recently released survey also blames enterprises for a lack of awareness about the problem and for insufficient support for their workers.

The report indicates that small cities offer the best job prospects for new graduates, due to their steady demand for talent.

Graduates are not the only ones to have turned to elsewhere as first-tier cities seem to have lost appeal and second-tier cities are taking off.
