 A memorial service at St Petersburg St. Isaac Cathedral today for the victims of last weekend's Russian plane crash in Egypt Sinai desert. Hundreds of mourners crowded into the world's fourth largest cathedral for the service. All 224 people on board the Metrojet flight were killed, most of them Russian tourists heading home from vacationing at Red Sea resorts. Russia continues to send empty planes to Egypt to bring home the thousands of Russian tourists still stranded there. India's ruling party has suffered a crucial defeat in a regional election that's seen as a referendum on prime minister Narendra Modi. NPR's JM reports Modi's BJP Party has conceded defeat to an opposition leader in Bihar state. Nitish Kumar upset expectations comfortably gaining ground in the five-phased election. Modi's BJP party have been forecasted to win the vote for a new legislate of assembly in the poor and populous Northern state of Bihar. Kumar continues as chief minister his third term. A left-leaning coalition routed Kumar's are drive of Narendra Modi who have 40 campaign appearances and extravagant promises of development. But the messages turned polarizing on issues such defense and Modi's party was rebuked for stoking dangerous dangerous divisions. India is closely watching this election and whether Modi's bruising defeat will prompt any change in his course. JM, NPR news in New Deli.

In Central Africa, gunmen described as wearing police uniforms killed at least 9 people last night at a bar in Burundi's capital Bujumbura. The BBC's RH reports some residents there calling it a politically motivated execution. The killings were in one of the city's southern districts which used to be an opposition stronghold. They took place just before a deadline for civilians to hand over weapons as part of an operation to stem power resistance to president Pierre Nkurunziza. 20 people have been killed in the past week and more than 200 since April when he would stand for a third term. Opponents say his subsequent election breached the terms of a peace deal that ended Burundi's civil war. The BBC's RH.
Republican presidential candidate Ben Carson says he did not mislead the public when he said he was offered a full scholarship at West Point. For people that try to take this and twist it and make it seem like something dishonest, it seems like dishonesty itself. Tuitions for all West Point students is fully paid. Carson told CBS's Face The Nation his autobiography says he only applied to one school Yale. Carson is in Puerto Rico and says statehood for Puerto Rico would strengthen the US. This is NPR news.
The death toll from a night club fire in Bucharest  Romania more than a week ago has risen to at least 45. Dozens are still hospitalized. The club had only one exit when fireworks set it on fire. The local mayor who resigned last week is now under arrest for granting a permit for this show without fire official's approval. In southeastern Brazil, at least 2 people are dead. 28 are still missing after 2 dams burst last week. NPR's LD reports crews aren't giving up the search for survivors. Hundreds of firefighters, soldiers and civil defense workers have been digging through the thick* looking for survivors or more likely now the dead. Authorities have given many conflicting death polls as they struggled to grapple with the scale of the disaster. The tragedy occurred when two dams holding waster water at a iron or mine collapsed. The nearby village was submerged and a thick blanket of sludge and hundreds of people lost their homes. They're now living in shelters. The governor has called it the state's worst ever environmental disaster. Mining is one of Brazil's biggest industries and it's huge drive of exports. There are now questions as to how safe operations in the country are. Critics have long charged there lacks environmental safety and oversight. FS, NPR news, Rio.
Health officials in Hawaii say an outbreak of Dengue fever on the Big Island is growing. They report four new cases, bringing the total to 23. They are still looking for the source of the outbreak. I'm BC, NPR news in Washington.
