China has been experimenting with cross-regional procuratorates to reduce judicial interference. The two pilot procuratorates in Beijing and Shanghai have no limits on their jurisdictional reach, and have been deemed effective.

"The People's Procuratorate of Beijing Municipality and the Third Branch of Shanghai People's Procuratorate have actively explored the cross-regional mechanism. They have processed a number of cross-regional crimes such as duty crimes, litigation supervision, as well as cases on food and drug safety, intellectual property, and maritime affairs," said Cao Jianming, Procurator-General of the Supreme People's Procuratorate.
